Ministry to hold public meeting on cruise port

(CNS): Five years after the government had its last full public meeting dedicated to the cruise berthing project, Tourism Minister Moses Kirkconnell has said on his Facebook page that he will be hosting a meeting next Wednesday about the project. In the face of public concerns about the project, government has claimed that it has been open and transparent about the process. However, with the exception of general tourism meetings where the port has only been mentioned in passing, the details of, and justification for, the costly, controversial project have proved hard to come by.

In the last few weeks a number of documents have emerged about the re-design indicating that changes to the plans are not as environmentally friendly as government would have the public believe. Kirkconnell has also estimated that the project will cost around $200 million.

Other recent revelations include the removal of the Department of Environment director from the steering committee, the fact that no detailed seabed surveys have been conducted, and that government does not plan to undertake an environmental impact assessment on the redesign.

CNS also recently revealed that claims by the ministry that mega cruise ships are the future of cruising and the main reason why Cayman must have piers are also misleading, in light of an industry report which found that only 15 out of more than 100 cruise ships in the pipeline over the next decade fall into that category.

Voters in Prospect learned this month that their representative, Austin Harris, now wholeheartedly supports the development of the facility, despite raging against it for years while working as a radio talk show host and standing opposed to the project on the campaign trail.

At a meeting of the Legislative Assembly on Cayman Brac, the opposition leader tabled a private member’s motion calling on government to hold a national ballot on the decision to go ahead with the project.

The motion failed, but since then a petition for a people-initiated referendum has been gathering pace. Activists are becoming increasingly engaged and the voices of those opposing the project have been growing, even as those with a vested interest in the project have been pouring money into advertising campaigns.

The news of the government meeting follows announcements by the opposition that they, too, will be hosting a series of public meetings in all of the districts, where the facts and latest information will be discussed.

Concerns about this proposed project include fears over cost, the impact on the general infrastructure, the negative effects on tourism, the significant damage to coral reefs and other marine habitat, as well as culturally important wrecks in George Town Harbour. Government, however, appears more determined than ever to press on with the project.

Although few details of the bidding process have been revealed, CNS understands that at this point the government is considering three final bids to select a preferred bidder. After this, government will then begin contract negotiations with the selected bidder.

Unconfirmed reports suggest that China Harbour Engineering Company is among the final three, along with two other consortia. One, it is understood, is a partnership between the cruise lines, a major local general contractor, and a well known international marine engineering firm that has worked in Cayman in the past. The third bid is from an international group in partnership with a local marine company.

    CNS: I think it is very interesting that they are holding the meeting on the same day and at the same time as PC Mark Luke’s memorial service at Pedro Castle.

    Especially considering Mr. Luke was very pro-environment and would have likely objected to the port – so one can assume his mourners would be similarly minded….

    Can we assume PPM chose this date and time so that only their supporters (and those for the dock) would attend?

In October, Premier of the Cayman Islands McKeeva Bush led a delegation to the China Offshore Summit in Shanghai to promote the jurisdiction to investors and officials, and announced plans to open a representative office in China. Better not be true if they want my business in future. Do these families think they can control everything? Referendum Group please list everyone who is blocking the people’s right to sign the Referendum? Make sure you have a stall at the Family Life Center so we can sign.

Are they not concerned about the size, design, the tender contractor is from China ( its rumoured), how much is it going to cost? I mean, can we afford it? How much?     What I don’t seem to understand is.. We have two sets of ppl.. Well I should say two sets of ppl that matter.. Voters that are pro-port and voters that are anti-port.. Both making their points very clear as to why they want or don’t want the port.. The only real way to confirm who is the majority is to have a referendum so the voters’ voices can be heard fairly.. Yet we are fighting against the referendum?? Why would the people fight against their right to make their voice be heard?!?!? People keep fighting about who going make money.. Port or no port people going make money.. Only difference will be is who making it! As obvious as that might be we seem to have a real problem grasping that idea.. It’s not about who making money.. It’s about does it make sense and will our country be crippled by the port price tag.. Simple! Old people make things much harder than they need to be.. Hence why the country is the way it is.. Old people just give up plz and let us take over from here.. The younger people are tired of una foolishness! Smh

    Why is it that when the pro tender people ( expats mostly) talk about the piers they single out the Kirk Freeport people as being greedy, but without fail they never mention the names of the Tender operators and the huge sums of money that they are making and will continue to make if the port is stopped.They also never mention the hundreds if not thousands of Caymanians that have made a living working for them.The reason is, most of those opposed are Johnny come latelies, foreign and local, who don’t know this . But what is really strange is this ;they have stood by and said and done nothing while Dart has taken away our roads ( legally of course ) or covered up other parts of it, dredged a channel in a reef on Seven Mile Beach ( for testing purposes) and on and on. Where were they when four ladies from West Bay stood alone challenging he Mighty Dart..they were silent, and nowhere to be found. I am willing to bet that if Dart got the contract to develop the port 90% of the opposition would disappear.Why ? because they support anything Dart does but opposes something that might benefit a son of the soil. Now getting back to the Tender operators.. they make money from bringing tourists ashore , even if Kirk Free does not make one sale.So who are these protesters protecting again. a multi million dollar tender operator who provides only a few jobs to Caymanians. Another thing where are we going to put the Cargo port since we don’t want any dredging. And why are certain individuals who wanted to put a refinery in the North Sound and to move port /fuel facilities to the North East part of the island ( where the Salina preserve would be threatened) now pushing to stop Port development in George Town? Could it be that they hope to revive those plans if they can defeat the National Unity Govt now and get a new Government in the next elections. What a blow that would be for Ezzard and Arden if they stopped Port development in George Town only to see it placed in their district by a new Government.

Obviously you think you will gain a lot if it is built, so why not tell us about it? If you did, then all your friends might see why it would be better for them. I dive a lot and I don’t want to see the underwater beauty destroyed…. along with the fish and other creatures of the sea. I really don’t like it when thousands of people get off the ships and clog our streets and sidewalks. The truth is George Town is too crowded when too many people are dumped on us at one time!

    This public meeting will be a farce. The Moses and Company will spin their program rhetoric and shine on any and all who disagree or disbelieve their spin. After the public meeting the government will declare the project has been proven viable case closed, no need for a referendum.
    A better program would be a debate followed by a referendum.

Moses said that government money won’t be used to build the pier, then he said that government would be collecting millions of dollars per year from the pier , how are these Investors getting their money back ? Are they just building a pier for the Government to collect revenue ? NO ONE ARE THAT STUPID , I think that Moses would try to make you believe it .
      IF we look at all of the millions of dollars per year that would have to be payed back to these Investors for next 25 to 30 years . Then ask ourselves the questions , is there more important things that government could’ve spent these millions of dollars on , that is more important to every Citizen of the Islands . We need more money for Healthcare , Sanitation , Education , Law Enforcement and so on . But Moses and government would rather give that revenue to who doesn’t need it .

      I think that we need to bring back all of the Founding Fathers , because they cared more for the Citizens , and were more honest with the people than what we have today .

      On the subject of the cruise ship pier . If anyone wants to have a biased journalism laugh , go to the Compass online . There are two articles writing on 20/09/2018 , one is headlined, Moses kirkconnell: why we need cruise berthing piers , which is so full of holes it would sink if it was put near water . the other , Ezzard Miller: the argument against cruise piers .

      The laughter is where they allowed Moses to layout his case for cruise piers , but Miller’s case against the piers were all based on questions from Moses case for the piers . With the final score by thumbs up, Moses 109 to Ezzard 25 , and thumbs down Moses 106 to Ezzard 22 . And not a person said a thing about either article .

        There are other perks that comes with being a politician besides a sizable paycheck, good health insurance and pension plan FOR LIFE. No one you mentioned is poor. No one you mentioned is at a disadvantage. And no one you mentioned, obviously wants to be trapped in a law office or an accounting firm on a daily basis. No one in Cabinet is making any kind of personal sacrifice there. Or in the LA. They’re where they want to be, I assure you. Or they’d go back to their “big pay checks” at whatever firm or company, if they could keep up with the private sector pace. But bored much? Who among them wants to forgo all that “power” that’s wielded being called Honorable. With their trips to Europe and beyond all perched on the peripheries of the world stage? (Cayman’s merely a territory, really a colony, so they only get to put on their big boy/girl pants at conferences. They may even get thrown a speaking engagements between setting local policy. But mother country always dictates.)

        But I digress. Who among them wants to go back to being a nameless lawyer or bean counter? No, they’re not giving up the shine of being “Honorable” and having their capped 32s spread out in the papers.

        Plus, with all those comp tickets, business deals for family, their glowing sycophants aka voters telling them how great they are for doing THEIR JOB, you really think they’re making a sacrifice? Please.

        This narrative is at best, laughable. Politicians in Cayman are safe compared to many of their counterparts right here in this region. They go to church on Sunday or the bar room without very little harassment. A little heat thrown their way when they are steering the country into a brick wall, that will affect all of us for generations to come, is not reason to cry foul on their behalf. Sacrifice? Hush.

        Not one of them is suffering or sacrificing with their health insurance FOR LIFE.

        But just you watch my friends in power. Build that dock, mess with that reef and sea bed and you’ll be RESPONSIBLE for Cayman’s final descent into economic hardship and environmental chaos when the next storm rolls into town. And in the wee hours of the morning, after you’re voted out, or retired some of you know will know, without a shadow of a doubt, that you SOLD OUT CAYMAN’S FUTURE for some crap downtown that no one will ever buy.

        That’ll be your legacy, Cabinet.

    Anyone looked at the full page advert they have playing on facebook called cayman port, cayman future? it shows a lovely cruise dock drawing. says something interesting, it says “largely, they will look like this” its’ referencing the piers, but its a clever likely legally avoidable way to say you’ve seen the design when you have not. the design shows no new buildings on the port, yeah, right!! as if we believe there will not be a load of new buildings for certain, pre-ordained retailers to sell their sparkles. give us a break

    It would be nice if we had leaders (or an FCO) that rolled down the windows from time to time and took stock of the geopolitical realities, and our place within the global zeitgeist – and I don’t mean at the FCCA, or Walmart in Tampa. In the remaining months (or hopefully years) we have of Goldilocks “peacetime thinking” in the West, we should be connecting the dots and preparing for, and aligning basic strategic interests with those that will resupply us with food and supplies when the global resource wars begin. Aligning with the China/Russia/Iran/Mongolia camp for the next 25-100 years is probably not optimal, and may put us, and our kids in grave isolated danger. Jamaica and Trinidad are already of considerable strategic interest to the Chinese as puzzle pieces securing the canal resource trade routes connecting them to their resource interests in Brazil. Complete with ports, dry docks, roads rebuilt to optimize artillery movements, and Logistics Parks wired for future command and control centers. If you can’t see what China’s angle is, with lone-bidder sweetheart developments at unbeatable prices, then you are asleep at the wheel. There is no Foreign Corrupt Practices Act restraining behavior or bribes that Chinese officials are more than willing to pay, and no shortage of corrupt politicians willing to accept. The Cayman Islands are just one more strategic puzzle piece in this staging phase.

    Come on Moses, you know that a new dock won’t make cruise ship passenger fork out money for overpriced t-shirts and Waterford Crystal made in China. The merchants downtown need to revamp their business model. It’s a model that’s been dying for years, predicated on fashion trends that predates anybody lovin’ KiKi. She wasn’t even born back when Kirk Freeport was booming. What budget cruiser wants to buy ceramic knick knacks and t-shirts made in a Bangladeshi sweat shop? But still, you want the rest of the country to suffer immeasurable damage for generations to come to appease a few? When you blast away a living organism, it won’t get remade in China. Papa Dart doesn’t possess that super power either.

    The GT reef represents millions of years of growth that supports the marine ecosystem that surrounds this Island. That’s why we have a “tourism product” in the first place, Bo Bo.

    When other countries are fighting to protect their marine environment, because they UNDERSTAND the benefits $$$, you and other public officials are still prostituting yourselves for a few pennies and votes to kill ours.

    No one will win in the long run if that port is built. Not even the merchants with their uninspired business plans. If you can’t find a way to turn a profit on the square footage you currently have downtown, it won’t happen at any other time.

    It is sad to see Moses desperately pulling out unreferenced soundbites from yesteryear and/or demonstrably false assertions, hoping to snake oil the gullible into believing there is urgency to surrender to his opaque dealings. Giora Israel, a top Lt of Carnival’s founder, is 65 years old and is at retirement age. Carnival’s port development strategy migrated to his much younger associate a couple years ago, who favors wholly-owned private islands with full-upland revenue and frontier Pacific and European port expansion. Wall street loves this kid. The soundbite on bigger and bigger ships is a pre-recession thought from an address to the FCCA long ago. The order book since, and liner commitments for the mature Western Caribbean theater, demonstrate a completely different business and market reality.

    How do ships that haven’t been launched and/or were never destined for our region, become opportunities “passing us by”?

    The three 183,900 GT boats Moses asserts are “passing us by”, haven’t yet gone into service. They are targeted for the cheapest of the lower-end cruise passenger market…AIDA’s AIDAnova with only 5200 (not the 6000 he claims sails by regularly) won’t be delivered in Europe until December of this year, the Costa Smeralda with max 5000 pass, goes to Europe for Oct 2019, and the Carnival TBA, hasn’t started building at Meyer Turku, but maybe finished in late 2020 if it goes ahead…There are a handful of 200,000 GT boats on the order book out to 2027 destined for Europe or China/Pacific itineraries.

    The urgency to proceed must be derived from some other undeclared motive he’d rather not talk about. Maybe it has to do with the blatantly conflicted family interests, and cronies expecting soft-dollar deals on the infrastructure spending. If not, if he’s truly Mr Transparent as he alleges, why hasn’t his gov’t set a date to open their personal books and interests and enact the Standards in Public Life Law? Don’t think the rush ahead on deal-making while deferring enactment of a law from 2014 aren’t related.

      Anyone who read the order book. In your honest opinion, can $200 – $300 million dollars spent be justified on less than a handful of ships that on average will give us about 1,000 extra passengers maybe (very big maybe depending on routes) twice a month compared to a regular ship IF they come here at all?

    I believe that the reason why Mr. Kirkconnell is going to hold a public meeting , is to counter of Miller holding public meetings , and to brainwash the public and tell them how transparent he has been on this pier project . You believe what he tells you , I have a better and more beautiful beach than the 7 mile beach I am selling cheap .

      Moses Kirkconnell is one of the the last of a dynasty of rich Caymanians who parlayed their wealth into a political career masked as a fake concern for their people.
      Time longer than rope, BoBo. If Cayman Brac still wants his leadership, they should probably go independent. He can subsidize them out of his own pocket, not ours.

    You know, the main thing here is that I don’t recall seeing the Unity Coalition logo on the ballots last year…the PPM and CDP both lost the majority to Independent Candidates. Moses repeatedly utters that he has a mandate from the people, as if repeating this insult over and over will somehow make other people believe it. The Unity Govt does not have a mandate from the people, and we did not put them in the drivers seat. The terms of the Unity alliance are so sleezy and secret that we can only guess what they were from what has transpired since. The two parties have demonstrated a common selfish aspiration and an unwilliness to open their finances or declare their conflicts.

      They lost 3 sitting ministers and were unable to form a majority government without the help of the CDP and Independents

          I did my part- I signed the referendum today. When I went by Hurleys the table was buzzing. Had to wait in line, so glad I did.
