Cabinet reshuffled as Saunders crosses the floor

(CNS): Premier Wayne Panton has reshuffled his Cabinet after Chris Saunders, the deputy premier and finance minister, resigned from PACT following a meeting between the two men Tuesday. Neither Panton nor Saunders have detailed the reasons for his departure, but Saunders said he was crossing the floor to sit as an independent opposition member as a result of “differences that are material to” the two men working together.

Despite long-standing rumours that the PACT government was divided, the resignation still came as a surprise. However, there is no indication at this point that any of Saunders’ allies within PACT are departing with him.

Panton should still retain a sitting majority of at least ten with his seven Cabinet colleagues, plus Heather Bodden and Isaac Rankin on the back-bench and Speaker Kathy Ebanks-Wilks, who continues to caucus with PACT.

However, it is not clear at this stage if McKeeva Bush, who does not caucus with PACT, will continue to support the government or cross the floor with Saunders, increasing the opposition numbers to seven.

In the Cabinet reshuffle, Panton has taken over the responsibility for finance and economic development, while Dwayne Seymour becomes a minister in the PACT Cabinet, taking on Saunders’ former portfolio for border control and labour. Juliana O’Connor-Connolly becomes deputy premier, retaining the education, distract administration and lands ministries.

Kenneth Bryan, who retains responsibility for tourism and ports, has lost the transport portfolio, which has been transferred to Jay Ebanks, the minister for roads. However, Bryan himself recently stated that moving transport entirely into his colleague’s ministry would be a sensible move.

According to a press release from the premier’s office, consolidating traffic-related matters under Ebanks’ ministry will allow it to find comprehensive solutions to deal with traffic issues.

“I am looking forward to the results that Minister Hon. Jay Ebanks and his ministry will deliver, particularly in addressing current traffic issues now that all traffic-related functions are consolidated under a single ministry,” Panton added.

The premier said he had been carefully evaluating the government’s performance over the first two years, and the changes would “create better synergies and improve delivery of results in the PACT government’s stated priority areas”.

No changes have been made to Sabrina Turner’s ministerial responsibilities for health and home affairs. Bernie Bush retains the sport, youth and culture portfolios, and André Ebanks keeps financial services and responsibility for investment and social development With his advancement to the Cabinet, however, Seymour has given up the post of deputy speaker.

In a message on social media, Saunders said that after the brief meeting with the premier, it was clear their differences were such they could not work together, so he had resigned as a minister of Cabinet and a member of PACT effective immediately.  

Speaking to CNS, Saunders refused to say whether the differences were personal or political. He confirmed that he would be sitting as an independent on the opposition benches and would not be caucusing with the Progressives.

He said that in the best interest of the Cayman Islands, the differences should remain between him and the premier. “The political stability and the international reputation of the Cayman Islands are more important than those differences,” he said in a message to constituents. He said that being an MP for Bodden Town West was more important to him than being in Cabinet.

Saunders said he hoped his departure wouldn’t be used to destabilise the government and the country as he wished his former colleagues in the PACT Government the best, adding that he looked forward to working with them on the opposite side of the aisle in parliament. 

Panton also wished Saunders well and thanked him for his service and contributions to the government.

    Please. Some PACT members know an early election is imminent. Andre made sure to get some face time with his constituents yesterday afternoon on a “out of the goodness of his heart” run for Meals on Wheels. Oh, and MOW was so kind to let him serve the good people of WBS – voters in his district. He found time to post/advertise about it too. Definitely getting ready for the inevitable. Expect more MPs to follow suit, campaigning disguised as good works.

        I disagree 9:51, – there are some that recognise the real value of our short time and greed is a foreign motivation. Simplify it, if you’re always looking for something to make you happy you’ll never be happy with what you’ve got. Greed is a function of deciding or the inability to allow the mind to perceive in a different way.

      Saunders was a waste of time. Cayman made a true mistake electing him. Did anyone stop to look at the businesses he was involved with and their legal troubles? That should had been a precursor to who the man really is. PACT is not much of a government but at least they might get moving on some issues now that he is out the way. Go sit in your corner boy.

    Good riddance “One Love. One Jayman Saunders!” He should not have been put in that position in the first place but Wayne was so hungry for power that is how low he stooped. Now step up Wayne and tell Caymanian voters the truth about why that character had to step down! Rumours are rife and we need to know fact from fiction. Hiding it is doing much more reputational damage to these islands than the truth will do.

    If I were a Caymanian I would sell my land now. Sell it to the Americans, the Canadians, whoever. Cash out now because your land will be worthless when the Jamaicans are in charge.

    It is a matter of time, there is no way to reverse it. Within a generation a people of a certain culture will be the majority, and they will be able to vote, and run for office and then Cayman as we know it will be over. they will vote for their own, as expected like every bigoted, xenophobic people in the world but it will not matter. Cayman will be gone.

    We will be Jamaica, that is a given. Ask whether you want to wait around with your land, with your properties to find out when it happens what they are worth.

    Humans are tribes. Preventing expats from voting may have helped. But you ultimately let the fox in the hen house when you let 20000 Jamaicans in.

    It’s over. There is no way back.

    Expats should be allow to both vote and stand for election.

    Expats want to contribute to Cayman, but the current electoral system is preventing us from doing so. The easiest thing in the world would be to keep silent, and let the current mess continue. Instead, we would like to help. Cayman has good and bad points. We appreciate the former, but would like to contribute to help rectify the latter. This is particularly the case when many of us have moved from countries which demonstrably have failed in many, serious respects. We chose to leave those countries, and we are keen to help Cayman avoid such mistakes. Please allow us to do so.

    As the 2019 Parliamentary report* re. Caymanian status / ‘belongership’ warned, expats should have the right to both vote and stand for election:

    “…those who do not have [Caymanian status], or the equivalent, cannot vote or hold elected office, even if they are permanently resident British Overseas Territories or UK citizens. …Cayman did not respond. In its written submission, the FCO points to its 2012 OTs White Paper, which expressed the hope that the OTs would extend the franchise to [non-Caymanian status holders] …the size of the electorate is small compared with the overall population, with ‘[Caymanian status]’ a constitutional prerequisite to qualify as an elector and to stand for election. The 2012 White Paper stated the UK Government’s belief that people who have made their permanent home in the OTs should be able to vote… [The Caymanian status requirement is] wrong. While we recognise that the OTs are small communities with unique cultural identities, we do not accept that there is any justification to deny legally-resident British Overseas Territory and UK citizens the right to vote and to hold elected office. This elevates one group of British people over another and risks undermining the ties that bind the UK and the OTs together in one global British family. The UK Government should initiate a consultation with the elected governments of the OTs and work with them to agree a plan to ensure that there is a pathway for all resident UK and British Overseas Territory citizens to be able to vote and hold elected office in territory. In its response to this report the FCO should lay out a timetable for this consultation process and set a deadline for phasing out discriminatory elements of [Caymanian status].”

        So true, the moment you allow status holders to be elected is the moment these Islands really go down hill.

        The 20K Jamaicans will drag us all down like an overloaded lifeboat.

        The sad thing is it’s only a matter of time. The current voting rules are the best of the worse but they can not hold the tide back.

        This island will eventually be Jamaican with all the problems that causes. It is only a matter of time.

        You either grant voting rights to status holders which equals = Jamaican government, or you wait until one generation down and end up in the same position.

        Caymanians, it is over for you. It’s been nice.

        You are so right. That is exactly how we got Saunders in the first place. The dense J’can population in Bodden Town West put him in office. Intelligent Caymanians did not support him because they could see through his smoke screen. I am glad that he had to step down from Deputy Premier because Wayne should never have let him get there.

      The only MP Wayne Panton can be sure of is HB because unplugging from him means she would have to engage a thought of her own or speak a sentence of her own so he has ONE guaranteed supporter there. Everyone else has a price.

      CS wants to be the next premier and he isnt going to wait his turn if he can snatch it away. Whatever dirt WP has on CS must be golden for this to happen AND for every other MP to be fine distancing themselves from CS.

      CS is already grooming his two new political candidates so he can leverage off them plus whoever follows him.

      Allowing KB responsibility of not just Tourism but the borders is WILD considering his past pharmaceutical career!

    all parties/individuals running for office should clearly state what ministry they plan to run and have a comprehensive preliminary plan on what they plan to achieve during their tenure. this way the public can truly evaluate whether or not they are fit for the job. no one person have the solution to every problem yet every candidate attempts to do this on the election trail.

      We should do away with the party system. It does “us” no good, and just reinforces an ongoing division. I understand that it is meant to emulate Parliament, however we are too small and ‘green’ for it.

      We should have two votes: One for our district MP of choice, and Premier. Government would thus be formed by the elected MPs and elected Premier.

      This ‘musical chair appointments’ as you so aptly put it, are a disgrace. We currently elect people based upon their declared party and platform, and after elections, the swap and flip-flop in a manner which personally befits them, to the detriment of the sanctity and security of the Cayman Islands.

      I think it is past time to discuss allowing Caymanian Status Holders to hold office. Can we really do worse?

      It is also time for more People-Iniated-Referendums. Since nobody is asking — ever — and the basis for which a person is elected can be subjugated by their reformation in a fluid government, our will should be easier to define. Of course, that requires streamlining of the PIR process, which can only be legislated by those who don’t benefit from it.

        The reason we have the Pact is because we don’t have two Parties to keep out the Independents from forming a Government, instead you should be hoping for another Party to come along. So in the future we wouldn’t have to deal with this kind of fiasco again. The Pact is not a party, it’s a group of Independent that form a Government, if the pact was a party we wouldn’t be having all of this musical chair that is going on. We need one or two more organized Party’s to insure less Independents get in the house, to insure they can’t form a Government.

    Leader Catron went on for about an hour yesterday giving a dozen reasons why Wayne fired Saunders – everything from disrespecting the Governor multiple times, to the test kit sandal, to breaking FAA rules for his family with protocol, to making the civil servants in his ministry cry to name a few. It was enlightening and worth watching the replay. It will be the Premier crying now as he tries to figure out this country’s finances. The real reason for the disagreement was money. This gang of spenders wants to borrow millions to fund all their re-election projects and Saunders said no – that would reflect badly on him. Watch this space – not only are they not allowing questions at their press conferences – they are not allowing questions about the country’s finances. They have done nothing, yet used up the reserve funds that McTaggart squired away for a crisis – Millions of it have been spent with nothing to show. Show us the financials – take action Auditor General.

        the Minister of education has an uncanny ability of being in the right place at the right time. She is like a cat, always landing on her feet!! With the education system in such a mess I wouldnt have thought that she had a free moment to take up anything else. I hope before she gets too busy she will try to fulfill her promise of an increase in salary to the teachers that she made a few years ago.

    Time for constitutional reform. Let’s escape the horse trading after elections and let the people choose who represent us in ExCo and as Premier. Rather than having one vote for your constituency representative, allow voters to vote for (a) their constituency representative, (b) say 5 votes for who they would most like to be members of the Cabinet, and (c) who they would like to be Premier. Yes, it would take longer to count votes, but the upside is that we would get a more nationally representative Cabinet and the Premier people want. That is a more pure expression of democracy, and it would likely attract higher quality Caymanians to stand for election.

    Judging from the troubled expressions on display, it seems that the entire PACT entourage was beaten and dragged to the Press Conference by Wayne and Julie (Loved the shades by the way Miss Julie —BOSS!!!). Clearly Wayne is now in the dominant positon because Kenneth, Jay, Isaac, Andre were there playing cheerleader instead of their ususal whispering plans of revolt over in the corner. I believe Saunders got caught with his hand in some cookie jar and now the others are rallying around Wayne so they are not assiciated with Saunders bad deed…I guess we will hear about it on CMR tomorrow. Catron sent out a text today that said she has the scoop and will tell all in the morning.

      A great day for Cayman. Thank you Permier. Chris needs to pause and ask himself how did he go from DP to opposition in 2 years. That is some feat.

      To the remaining PACT members. My advice is as follows.

      Act Like Ministers
      Dress like Ministers
      Respect your colleagues and staff
      Support all Caymanians not just the ones that vote for you
      Tell the truth

      Do the above and you might least another 2 years. I urge you to enjoy the next 2 years chances are you will never be elected again.

      Has anyone considered if there is any real difference in focus, philosophies, ethics, morals, integrity etc. between the PACT & the PPM? Other than changing the affiliations it would appear that everything is the same. Is there any other real difference because from a historical position in addition to the current members of the PPM this is what exists.

      The big picture would suggest that the changes we have seen in regard to the designations have simply been political expediency. Have the concerns around party politics, big business or financiers influence gone away because of the changed affiliations?

        Its just like the politics in every other jurisdiction. Political theatre. Look at the US for example – right wing, left wing – division is intentionally maintained so that solidarity cannot rule even though at the core, both sides share more values in common than the ones they war over. At government level – both sides are the same – two wings of the same bird.

    We need a larger pool from which candidates can stand for election. PACT/PPM/INDIES…none of dem impressive…at least let people with either Cayman Status or Nationalization that earned by years (10 or 15 i think, not simply bought it) stand (they’ve shown they’re here to stay and need a say)

    and ban leaf blowers please, oh and also ban CIREBA, and limit cars on the road to odd and even license plate days

    I must say that this is a surprise to many. It is unfortunate that former Deputy Premier Saunders felt he had to make this choice. He is beloved and respected not only by his constituents but also by many in the the Civil Service and by many throughout the island.
    The Premier now has the task of holding the Pact government together, a task that is not easy but which I pray he will succeed in.
    We need to pray for our country at times like this.

    What a garbage statement from Wayne. He’s “been carefully evaluating the PACT Government’s performance over the first two years.” And what grade would you give yourself? How about a big fat F. Because what have you actually accomplished? You barely hold parliament meetings which in itself is unlawful, no laws of real note have actually passed – a non-mandatory Digital ID ACT does not count – talk about a nothing move, you want to hold a referendum on gambling and ganja, you want the people to tell you what the National Development Plan should look like, you pretend like you have actually done something with the Sexual Harassment Bill which is only at White Paper phase (Legal Practitioner’s Bill anyone?). I mean seriously, what have you accomplished in two years? Nothing. Because you have no cohesiveness in Cabinet. And don’t try to blame Chris as the scapegoat now. Kenny going to walk next.

    And by the way JuJu was DP once upon a time as well, in a UDP land far, far away. And then became Premier for five months after a lack of confidence in gov’t motion that he she helped pass.

    Sorry Chris but Wayne might be too much of a gentleman to reign in all the egos, but I do believe that if you poll the population, you will see that he has broad national support than you. And might I say even at the district level but thanks to Alden and others that created these garrison constituencies so people like you could get elected.

    If voters wanted to petition to change the elections law to disqualify criminals, lowlifes, and morally bankrupt, then the last call alarm buzzer is sounding. If not now, it will get kicked over to after another regrettable snap election cycle. It’s possible the LA might not meet again after a winning no confidence vote, if there’s support for that happening.

      Disqualifying people for being “morally bankrupt”… pray tell who is going to Judge that? The CIG has enough problems with simple matters… can you imagine the problems they would get in deciding who or who is not “morally bankrupt”…

      Would it also apply to who gets elected… because some might think, mistakenly, being morally bankrupt is something which you need to be to get elected.

It has been rumored for months that Saunders was hungry and thirsty to become premier. So I think he would have stayed their and undermine Wayne every which way he could until he mashed up the PACT.       Min Sabrina Turner is an absolute disgrace, it pains me that we’ve allowed this group of ignorant, self-serving individuals to be in a position to run our beautiful country into the ground.

      We need to do better next election and vote for a party that makes it clear who will be in Government and who will be Premier, with their manifesto for 4 years so we can hold them to it. – No more independents with their own interests and agendas.

            In case you havent noticed there are several elected and past MPs who are SILENT: Kurt Tibbetts, Sir Alden McLaughlin, Ezzard Miller, Arden Mclean, Alva Suckoo Jr, Winston Conolly, Rolston Anglin….they know exactly what is playing out and why. Politics is not about helping your country people its about POWER. Getting it and keeping it. Caymanians are so easily mesmerized by $1500 and a load of top soil they dont apply one iota of analysis when it comes to seeing election after election the people with genuine intention who won’t buy votes are cast aside and the ones who sell it all are empowered.         I agree with you 💯%, we need to move away from the mindset of Independents forming a Government, and be more like the rest of the world where a Party forms the Government even it’s by forming a collision with another Party. Surely would be better than what we have now, the PACT.
