Red Bay head ‘welcomed’ back to school
(CNS): The education ministry has confirmed that the principal at Red Bay Primary School has been officially reinstated. Vickie Frederick, who was suspended in 2021 because of allegations she had performed exorcisms on students, has been welcomed back on the job after no further action was recommended by police. Frederick has been back at school since November, but officials declined to admit that to CNS following our inquiries in January.
“Further to the press release dated 7 May 2021 regarding an allegation of misconduct towards students of the Red Bay Primary School, the Ministry of Education (MoE) and the Department of Education Services (DES) received correspondence at the end of October 2022 from the Royal Cayman Islands Police Service (RCIPS) (including communications from the Multi-Agency Safeguarding Hub and the Office of the Director of Public Prosecutions) advising that no further action was recommended in relation to any criminal proceedings in this matter,” the ministry said Thursday in an official release.
Although officials did not name Frederick, they stated that she had been back at work since November following a period of remote support she provided to the school during the investigation.
“We are pleased to welcome the staff member back to work and have the fullest confidence that she will continue to provide quality educational opportunities to the school’s students,” the ministry said. “We ask that the privacy of the staff member is respected as she carries out her professional duties at the school.”
No details of the findings of the investigations have ever been revealed about the allegations, and a freedom of information request made by CNS was refused. At the time of the alleged incident, parents who were involved said their children had been greatly disturbed and frighted when they were taken out of class and were the subject of religious rituals.

This will have (and should have) a detrimental effect on the school’s reputation, and rightly so. Securalist parents (at least) should refuse to place their children under this woman’s auspices. Believe me, Christian fundamentalists are unable to change their dogmatic views. The school will live to regret reistating this woman to her position.

It’s unfortunate that the Ministry of Education does not appear to have or enforce a standards guideline school principals. This requirement is standard in most jurisdictions. I’m reflecting on how leadership is managed in the Islands.. If this person was a class teacher she would have been dismissed or moved to a non contact position, historical evidence is available. The enforcement of standard rules and regulations as pertains to professional conduct appear to be unjustly selective.

For those bleating on about not being guilty of a crime, you do realise there are many instances in which people get dismissed without a ‘crime’ having taken place. It should be enough that she brought disrepute upon the school, the DES, the Ministry etc.
In this case, can’t they promote her away, like they do with less serious stains on the fabric of Cayman’s education system?

Almost every comment here has assumed that she is guilty of a crime without knowing any facts about the case. The term ‘exorcism’ has been coined by the press and public alike, but we do not know any details. The ‘investigation’ would include interviews with the kids, staff and parents. There was simply no case to answer, but the court of public opinion would have her hung drawn and quartered. If any commenter has evidence then present it to the relevant authority.
The affected students’ statements would be evidence. Assuming the investigation was conducted in a proper manner, statements would have been recorded.

2 issues at play
A) MASH – needs to better explain how this isn’t something that needs to be safeguarded against, because being forced to participate in religious activities that your family have not agreed to seems like its got to be some sort of wrong. (Replace religious activity with any activity. You send a child to school expecting a certain understood set of normal activities. The sport of axe throwing is not what you would expect in PE and probably needs parental approval for the kid to participate, right)
B) Civil Service managers that they can’t manage to penalise (much less fire) someone for doing something that doesn’t break the law even if it breaks common decency. (Some manage it, most are too afraid of shadows to act firmly but fairly.) – And no do not try to blame the system. The system is imperfect but it can be used better than it is by most managers.
This is highly negligent of the Ministry of Education…an affected family should start a law suit.

I was at school ‘that day’ and all the so called rumours were actually ‘TRUE’. Students were pulled from the classes and were traumatized after the incident. What a SHAME to inrush it all off!!

I remember a time when unwed mothers were harassed and harangued out of teaching in schools as they were considered to be a moral hazard. Apparently their “lifestyle” would be idolised by impressionable young minds and encourage them to “walk the same path”. It seems however that having affairs with married men, reproducing with them and beating children/students about the head with a Bible is perfectly fine. As long as it’s done with a proclamation of “God”, “God’s work” and by the “devout” in “good faith”.

not sure civil action will achieve anything. Cayman is a “Christian Country” according to its constitution. The only Bible bashing not allowed is burning the “good book” and speaking against it.
Cayman’s constitution also provides the right for any and everyone to be Atheist also. It may recognize Christianity as a heritage, but no a pre-req to be Caymanian.
