Minister accused of ‘dodging’ CAL chairman

(CNS): In his resignation letter from the position of board chairman of Cayman Airways, Jude Scott accused Tourism Minister Kenneth Bryan of avoiding him, instructing other directors without his knowledge and ignoring a number of critical and pressing issues relating to the future of the flag carrier while pursuing other policies that could be devastating for Cayman’s tourism sector.

CNS has received a copy of Scott’s 22 August letter from trusted sources following the revelation last week that he had quit. Leaving no doubt about the rift between Bryan and Scott, who was appointed by Cabinet just a year ago, the four-page letter sets out in detail several concerns that the departing chairman has about the policy direction the minister is taking and the things he is ignoring.

“In spite of making myself available, whether it is due to your other duties or otherwise, I have found it increasingly difficult to get access to you,” Scott wrote. “You have sought to instruct other members of the board without my knowledge and you have announced policies such as ‘dual destination’ tourism without engaging myself and the full board to consider and advise on the possible implications.”

Scott raised significant concerns about this potential new policy for Cayman to partner with Jamaica with regard to tourism and described it as a policy that is likely to have “a devastating result for Cayman’s tourism while primarily benefiting other countries”, noting that Cayman Airways is underwritten by the Cayman taxpayer to support Cayman’s interests.

But as well as accusing Bryan of pursuing a policy that Scott advised would decrease the number of nights visitors stay in the Cayman Islands without any certainty of increasing numbers per head, he outlined various issues that need the minister’s “urgent” attention that he has failed to address while ignoring proposed policies, such as collaborating with other government entities like Invest Cayman to attract new business.

Scott accused Bryan of neglecting the approval of funds the airline needs under the Public Authorities Act to compensate staff that so far have not been given the cost of living allowance that has been given to civil servants and other public sector workers. He wrote that the government “may not be delivering on its responsibilities and legal obligation” to pay the staff.

Scott also set out a catalogue of concerns about the situation relating to the unlicensed aerodrome on Little Cayman, which he said is putting the route at risk. The Edward Bodden Airfield is partly on private land that government leases but that lease has expired.

In addition, he said, CAL has to repeatedly apply for temporary waivers to fly there. He noted the limited capacity of the Twin Otter aircraft and the need for a third plane, given that it is the only aircraft that can land on the airstrip, as well as the government’s failure to appoint a formal aerodrome operator, all of which add to the challenges for this important domestic services.

Scott wrote that, despite his efforts and the urgency of some of the issues that haven’t been addressed, he has not been able to engage with Bryan, so he has no choice but to resign.

CNS has contacted the minister for comment about Scott’s concerns and we are awaiting a response.

Following the revelation last week that Scott had resigned amid some serious policy concerns, Bryan’s first public comment was to thank him for his “leadership” and guidance as well as “his insights and dedication”, which the letter clearly implies were all ignored.

Since Scott’s resignation, Deputy Chairman John-Paul Clarke has been acting as chairman and the ministry is expected to appoint a new chairperson shortly.

    Dearest 803am i hear you but the fact is Kenny B only qualification for his current job is an 8 months stint in her majesty prison for selling drugs to an undercover officer at Next level night club. Joseph Woods nor Jude Scott has no such distinctions. Saying that Mr Bryans apparent arrogance indicates he has learnt little or nothing from his life experiences including self respect for himself and others.

    If you read his letter, Jude spends half of it telling Kenny how great Jude is. Just because he can’t find the time to see you Judy, doesn’t mean you can’t go ahead and get everything in place to be fixed and working harder to do so despite being ignored and you’re feeling lonely

    Little Cayman: truth is, it doesn’t unquestionably need an airport. There are plenty of archipelago’s that use boats between nearby Islands.. one of the Bahamas most popular Islands is only accessible after hopping over to a nearby Island runway and then boating in…we could get rid of the Twin Otters completely, let Little Cayman build a workable marina/landing and utilize the Brac runway and increase service there. Tourists would absolutely love the switch from air to boat by private and public ferry taxi, it happens all over the world and the Caribbean…the few mega wealthy recluses on LC can use their helicopters if they want to fly in. And the Police chopper can still be called for emergency airlift.

    InvestCayman – they and any other private/quango entity can’t organize these charters and conferences without Kenny B? Wow. Ok Jude…most people will tell you that it’s easier to organize things without Govt departments than with.

    Dual Destination – yep, 10 visitors with 2 nights is 20 nights and 5 for 7 nights is 35 nights…but 10 visitors might tell a lot more people about Cayman than 5 visitors do, right? At least agree that you’re not 100% sound here on the rationale.

    Getting access to anyone on this Island is as easy as calling your mate who works with your mate and knows where he’s drinking or playing domino’s.

    Jude wanted out, no shame in that. But go with humility, hey Jude? And as for Kenny B, making yourself available is kinda important. More so than being on the radio all the time talking about it.

      The new blood bit I heartily agree with. Let status holders run for office. Most of these people are better educated, more wordly wise and have clear morals and ethical standards than the current bunch of self-serving individuals.

    Why is it that children of Caymanians who gained status can’t run for office? I was born and raised here and because my parents are originally from somewhere else, I can’t run, in my own country. There are a lot of Caymanians in my position and it makes us feel as though we aren’t really Caymanians. This is why the same men and women take office. We need new blood!!

      Born here 1980 and 42yrs later i can obtain employment without a permit, vote, get my stamp duty waived on first piece of property I bought, go to Northward and remain here after my sentence unless its serious and end up getting my status revoked… Which could also happen if I say the wrong thing to someone like the truth and they don’t like it…invested everything in this place cause its home…have kids who are generational Caymanian now… more qualifications than Quaker got Oats.. 15yrs of representing Cayman internationally at rugby…a world record under Cayman..turtle stew and marinated Kunk I make better than most… Can dive a Kunk unlike the entire LA to list a few… . but can’t represent this country as a leader and get shit done….

        Your status can only be revoked if you commit a felony. What you should be worried about are the thousands of McKeeva grants of status to people (who then brought as many children as they could to claim their own) to get status too.

        Status grants by cabinet are NOT revocable. I really thought that would be the end of Mckeeva Bush having sold our birthright away but the fools just keep voting him back in for a little $25 here & there, a fridge or their “light bill” paid or a driveway paved. They cannot see they are no better off three generations later!

        For clarification, I am not talking about the many deserving people who were granted status at the same time (who were entitled to it and should have been granted it years before). They were just used in the process to muddy the waters.

I guessing you received your acknowledgement as being Caymanian under section 29, so that means you have resided on Island since birth. There is nothing legally that bars you from being a Candidate.

      Most new Caymanians especially those that were made rich and successful by the infrastructure they found here in financial services and development industries to name a few do not see Caymanians particularly Caymanians of color as equals. It is clear that most new Caymanians have no respect for generational Caymanians our heritage our history and our ways. We know what is said but more importantly see how new comers behave towards us and the overt discrimination goes unchecked.

      We cannot allow new citizens to overrun us and ignore the multi-generational Caymanians and our families or self appointed traditional Caymanian merchant class. This will not become a new Fiji. Political control is the only thing we have left and will fight to maintain it.

      New Caymanians have options the majority of multi-generational Caymanians only have Cayman to call home.

      It is a total nonsense that all Caymanians, irrespective of birthplace, cannot run for election, a restriction that remains in place for the sole purpose of protecting the electoral prospects of the incumbents.

      It simply doesn’t fly to suggest that non-native born Caymanians are in some way of questionable loyalty- that is at most a straw man, and in any event should be a question for the electorate to determine. The purported concern is rather at odds with an existing system in which one recent MLA actually pledged his allegiance to a foreign state prior to commencing service in its military.

      If the incumbents were confident that they would prevail in the face of competition at the ballot box by all Caymanians, this rule would have been abandoned long ago. That it has not been speaks volumes.

    Kenneth Bryan is completely unqualified and far too full of himself (loves to hear himself talk. On the other hand Jude Scott is a professional and accomplished gentleman. We really do need to find a way to elect better persons to public office as there are too many just like kenneth, McKeeva, John John and others, who are there only for themselves!

    Why don’t someone form a committee to push for a referendum so that the people can change this “Garrison” style of elections to a “National Vote”, thereby allowing the voting public to vote for whoever they see fit, regardless of the district. It is only then that the elected would have to show accountability.

    The so called honourable Minister needs to realize his arrogance has only increased since he became part of the majority.
    While i do not agree with many things about the previous tourism minister, he didnt have people resigning from lack of access. To Mr. Mo$e$ i give you credit for being accessible but question your perceived conflict of interest

    The dominant issue seems to be that the requested funding did not come through which is not surprising given the amount of extraordinary expenses the Government has been dealing with recently.
    The Little Cayman situation is mostly a CAA & Government issue not the CAL board
    Beyond all that I see the letter writers Ego being quite visible.

We had brainy members like Tara, Winston, Alva, CG, Mark, who sadly didn’t play politics well enough to survive because that’s all it is! A political game, nothing to do with ability or suitability.         Barbados doesn’t pay for airlift. They get more than enough out of the UK with BA, Virgin and others flying in jumbos multiple times per week.

        No country in the Caribbean pays anywhere near what we waste on KX every year.

          Any country that doesn’t pay for airlift is subject to the whims of the airlines. That means they will cancel flights that do not have sufficient capacity to make it profitable for the airlines. So if you want your people and tourist to have confirmed flight times you pay the money or else.

          Skyport now runs their airport and will for the next 30 years, keeping all the profits, since they financed the building of the airport. Any shortfall in projected revenue to Skyport is paid by the Bermuda government.           I am not happy with Cayman Airways losses, but we have guaranteed flights, and the government can call upon them to evacuate tourists in the event of a hurricane threatening to destroy the island.

          Additionally, Cayman Airways provides direct jobs for over 100 Caymanians who further contribute to the economy, and probably hundreds of others who earn a living by doing business with Cayman Airways. Would you prefer we add another 500 people to the NAU list?

    No aspersions intended but can anyone please shed some light on Dr. Jean-Paul Clarke? I see he has significant aviation “pedigree”. Just what is his connection to Cayman prior to being appointed to CAL’s Board? Is he a resident of Cayman? Is he “reaping” any compensation other than the standard board member fees for that pedigree?

    There is a Caymanian-born lady who is a senior NASA scientist (Naul Bodden’s sister). Just curious, when Gov’t wanted an esteemed person with international aviation pedigree on CAL’s Board, was she considered?

      We need people who have run successful commercial airlines in a competitive environment. Neither the Deputy Chair nor a NASA engineer has that.

      Get some independent directors with ACTUAL commercial airline experience. NOT AA or BA, but smaller, regional carriers.

      Dr Clarke is extremely qualified and has consulted for all of the major US airlines as well as teaching at top rated US universities. He is married to a Caymanian. We should be grateful to have his experience on the CAL Board. I can guarantee you he is not doing it for the fee.

        Rest assured I realized from his his “pedigree” that compensation might not have been a factor.

        So, as others posters have queried, where is the benefit of his prestigious aerospace background in running a small regional airline?

        Perhaps such services have great value to a very large airline when considering purchasing fleets of new, design-in-progress, unproven aircraft? Not exactly CAL.

        Oh, perhaps the “knee-jerk” fall-out of the B737 Max fiasco has the whomever appointed Dr. Clarke gun-shy and thinks he has value in providing “aerospace” guidance on call? Hmmm….does it work that way?

        No? Then I wouldn’t be surprised if someone’s ear was twisted with similar rhetoric – “we’re lucky to have him and he’s married to a Caymanian”. Baffled with bullshit! Simple.

        The point I need to get to is, I am very well trained, qualified and experienced in more than one aviation discipline. But I’ve never been an aerospace engineer nor even a pilot. Also, despite my aviation background, I have NO airline background and little airline knowledge. Thus, if I were invited to join an airline’s Board of Directors my integrity would call me to decline. I could not honestly offer very much, despite the fact that I could definitely use the fee!

        Per Dr. Clarke’s pedigree, and per your own confirmation that “he’s not doing it for the fee” prompts me to ask.. What exactly is he doing (what is his value to CAL) and what is he doing it for?

        As I said, if CIG/CAL wanted international aerospace pedigree on CAL’s Board, for nothing but pedigree’s sake, why not the Bracka?

      Why are we surprised? The minister was out of his depth as a member of Parliament on the back bench. Mixing an out-of-control ego with arrogance and ignorance will result in the shit show we see today. We Caymanians have to wake up and STOP electing those who buy the voters’ votes, and those we like. We are destroying our country rapidly with this silly behaviour. We need strong educated leaders, with morals and ethics, leaders who will put Cayman and its people first.

    The voting public could petition to have the Elections Law modified so that persons with ANY lifetime criminal convictions and/or charges are immediately disqualified. Term limits imposed on career kleptocrats, publication of SIPL conflict disclosures, and real resources allocated to SIPL Committee would be gestures worth supporting. Simple and reasonable adjustments would improve governance tremendously. 25% of voters signing off would require consideration by Governor before next elections. Or we can whine forever about the poor quality and status quo…they won’t do it themselves.

          Cayman’s Elections Law doesn’t restrict criminals from seeking the meddling power of office. Voters need to trigger an Amendment to the Law to disqualify the vote buying and favor peddling bad actors – they are on both sides of the aisle.

      The rules to be elected in the Cayman Islands are what they are and they will NOT be changed unless we Caymanians say so. We have had and will have in the future many qualified and successful Caymanians that should and will step up and run for elected office. Unfortunately, the last election was one of throwing out the baby with the bath water due to people’s frustration and anger due to the direction our islands were and are heading. Kenneth is poor at his job, he should be removed from his post by the premier!

    When I was Acting Port Director, I experienced the same thing. The Minister would come and meet with a particular group of staff (one time at 2am) without the courtesy of informing me, or even speaking with me afterwards. I brought it to the Chief Officer’s attention and the Deputy Chief Officer witnessed it on one occasion. On the reopening of cruise tourism, it was the same thing; negotiations were taking place with no one from the Port involved. Talk about continuity and good governance? Politicians seats are only temporary; it’s the civil servants who transcend political recycling. And the Minister’s comments about being “blown away” by floating piers for GT Harbour shows that he hadn’t done his homework, because his Chief Officer is well informed on floating piers. Even the Premier said he had a good understanding of it. I need say no more. I think everyone is fast getting the picture.

              High schools are the least of our worries. They are just buildings. Kenneth is in charge of one of the pillars of our economy. No one needed to worry about Alde going overseas or even ending up in the newspapers sounding like a buffoon. I’ll take Alden any day over Kenneth and Saunders. Saunders is like a snake oil salesman slipping in. He worries me more than Kenneth sometimes because Kenneth everyone can see his mistakes readily but Saunders. He’s turning Cayman into Jamaica and with the two of them together, they will destroy us.
