Second local inmate sent to UK jail
Justin Ramoon
(CNS): Exactly one week after his brother and co-conspirator was transferred to a British prison, Justin Ramoon (26) has now become the second prisoner to be shipped to a UK jail from HMP Northward. CNS was informed by family members after they learned from other inmates that he had been taken from the prison under guard Thursday afternoon. Shortly after the British Airways flight departed this evening, officials confirmed that he had been moved.
Ramoon is serving 35 years for the murder of Jason Powery outside a bar in George Town in July 2015. He was convicted alongside his brother Osbourne Douglas, but according to prosecutors, Ramoon was the one who pulled the trigger.

CNS has been able to confirm that Douglas was sent to HMP Belmarsh, a category A facility in South London. While Ramoon has been transferred under the same colonial legislation from the 19th century as Douglas, officials have not yet confirmed if he is heading to the same prison. The authorities have, however, confirmed that he was moved on the same grounds that he posed a risk to national security and public safety.
A number of questions remain unanswered about the transportation of the two prisoners. Both men had appealed their murder conviction and it is not clear how that case will now proceed, whether they will be forced to consult with lawyers to prepare and appear for the hearings via video link or whether they will need to be returned to Cayman for that case.
Both men are also fathers and have close ties to their wider families that live in central George Town. It is not clear how the local authorities plan to assist the family members in keeping their connections to the brothers, who are now more than 3,500 miles away.
Cayman “thug life” unfortunately will claim the lives and futures of many more young men and women in our society. The fact that NW Prison is now at capacity speaks volumes of how we are continuing to fail our young people in Cayman.
This behavior does not just happen. It starts for most at a young age and spirals out of control as they enter their late teens and young adulthood. For some crime comes from poverty and the need to survive. For others it is a way of life and a chosen lifestyle.
Regardless of why, we must look at the progression over the years and come to the conclusion that regardless of how we handle the criminals this situation without a doubt will continue. In the past decade gun crime has become a threat to our well being. Violent crimes are a weekly if not daily happening and domestic violence is the norm in some homes.
The lack of respect for our laws is overwhelming. Drunk driving, theft, assaults, spousal and child abuse are all to common in our daily society. Most people don’t aspire to be criminals. The reality is we are breeding a generation of at risk youth.
Young people and small children need strong role models in their lives. They need mothers, fathers and extended family to set good examples of citizenship, values and respect for authority and laws. They need teachers who are provided the resources, tools and support from parents and administrators to ensure academic successes whether that come in the academic or trades classroom. Further, they need community support from the business community to provide volunteer opportunities in the professional environment to teach these kids there is power and freedom in education.
I am not one to say that the government is responsible to fix all of Caymans problems. However, why are the community centers in each district empty? Why are there no programs in these centers that provide low or no cost instructional programs that are geared to spark career aspirations or provide educational support? Why are children being bullied in our schools and blind eyes do not care to address the issues? Why are children living with empty bellies and parents waiting weeks to months for a response from the needs assessment unit? How can a child focus in school if their bodies are not nourished? How do we continue to turn a blind eye to children who are graduating high school without the ability to read or write past a primary school level?
We need to wake up and realize we are failing miserably! Action is required or our current situation will spiral out of control ultimately, impacting our tourism package. Parents need to be involved, set rules and realize you only get one chance to get the parenting job correct.
If I where a politician, which I am not and will never be. I would be less focused on “getting Jobs” for people and more focused on early intervention programs, district based community programs for children and youth offering tutoring and structured sports and arts programs, volunteer based internships for high school students, identification services for at risk youth with intensive counseling and support, a trades high school and support and education for young mothers.
We will not see positive change until we take a holistic approach in supporting all of the needs of the children and youth of this country. Until the needs are met we will continue to reep what we have sewn.
I heard the 1st brother when arrived in UK tried to cause a fuss when getting off the plane, something about his right, immediate response from the officers recieving him replied “what rights? Welcome to the UK and enjoy your stay”
Even funnier is the 2nd brother, when getting on the plane he was crying like a little biatch!

We have law abiding young men who have been trying to get jobs and are not being afforded the opportunity.

What scares me above all else is the fact that we are fast becoming a society of individuals who cannot associate actions with consequences.
When we are forced to pay the consequences for our actions we become delusional and seek to blame everyone else.

I have not even an ounce of sympathy for him or his brother. The only thing I’d change is to see if there is somewhere farther away and tougher that we can send them……and for double the time!

The families of the people they have killed cannot visit their loved ones – even to talk to them across a table or behind glass in a prison. To even expect the government to assist contact with their families is beyond ridiculous. It was their family and ‘close connections’ in Central who helped them turn into murderers! And who do you think became their minions but those same connections? Jason Powery is far from the only person they have killed! He was the only one they got convicted for. I am only sad that they are not protected from getting their just desserts in Northward. And no, I am not talking about cassava cake.

On a list of most secure prisons in the world Belmarsh is 10 (some have it at 8) – for comparison Camp Delta Guantanamo Bay is 7.
I’d sooner go through my honeymoon with Mrs. B every day for a year than spend a week in Belmarsh let alone a lifetime.

I am starting to have more faith in the prison and judicial system. Thank you Mr. Lavis Prison director or whoever made these decisions. Keep the rod hard on these buggers because unfortunately their parents failed to do it and society now has to deal with it the best way we can. Unfortunately it falls in the judicial system hands. What they need to also do is figure out how other prisoners are able to tip the family off. That place needs cell signal blockers. Even short range ones – it’s a prison! They should not have such easy access to cell phones and social media. They too can make threats and so on from behind the walls.

These guys should not have contact with anyone other that the Prison Officers and inmates of the Prison(s) they are in ok. Can the mother of the victim contact her son? They should rot up her but the years will fly by too fast is all I know and see if they will serve it. Tell them to cut the crap up there and see who calls what up here. I know that they did wrong by taking the life of another young man, whose mother will never see him again, however they too have a mother, children and family members who love them and could at least look forward to visiting with them once a week. When individuals are angry for one reason or another and choose to take a life they are not in the frame of mind to think about the consequences. Young men of Cayman look around and see what is happening and try to put down the criminal activity as its only a matter of time until you have to face a Judge or worse look down the barrel of a gun yourself. Let us try to make our country a better place, we are too small to adopt or copy the crime ridden cities of the US and some of our Latin American neighbors. Although I agree with most of your comment, these men brought this deportation onto themselves when they did not stop their criminal activities, even once in prison. Had they not continued to plan to have people on the outside commit serious crimes for them, I could possibly have an IOTA of sympathy for the fact that they are now losing contact with their family. However, they made their own choices to behave in a way that was threatening the community even though they are in prison, without any thought to the consequences. I don’t believe in splitting up families, but in some extreme cases such as this one, this may actually be in the best interest of their children.
One murder and I could perhaps say that it was due to pressures and panic. But these guys have planned and carried out least 3 killings that I know of. And multiple other crimes. They are not capable of rehabilitation and are obviously still involved in criminal conspiracies. Either execution or throwing away the key are the only remedies for them.
