CIG pushes out George Town revamp at 11th hour

(CNS): A request for proposal was issued Friday for bidders to undertake street paving upgrades, curbing and sidewalks, integrated concrete pedestrian systems, street lighting, addition of mature trees, seating and street furniture as part of the long-awaited George Town revitalisation project. In another eleventh hour move, less than three weeks before the election, the PPM-led Unity government issued the tender on the unfulfilled Progressive campaign promise first made on the 2013 election hustings. The project was prepared following public consultations that took place almost five years ago.

The proposed project will result in the full pedestrianization of several streets in the downtown area.

According to a release from the commerce ministry, this first phase of work in the business district will be to upgrade Cardinall Avenue. Then in the second phase the post office intersection of Edward Street, Cardinall Avenue and Main Street will be upgraded. Officials said this involves replacing the road surface, adding a circular monument garden, mature trees, urban lamp poles, seating, underground utility chase, manholes and drainage.

Similar work is then proposed to take place in the third phase of the project on Main Street. George Town Manager Colin Lumsden said the main objectives of the project are to improve the aesthetics and character of the downtown area.

“This initiative is aimed at greater foot traffic by locals and tourists in George Town while increasing security and safety by adding adequate lighting and pedestrian friendly spaces as well as enhancing the surroundings by providing public open spaces adjacent to businesses,” he said. “The cornerstone of any economic development weighs heavily on its downtown area and that is why this development will create a gathering area that is colourful, attractive and much cooler with added vegetation and trees for shading as well as lighter coloured finishes.”

Officials said the design of the central district enhancement project is a collaborative effort by the Ministry of Commerce Planning and Infrastructure, the National Roads Authority, Caribbean Utilities Company and transportation civil engineers, Apec Consulting Engineers Limited.

At this stage government has not attached a price tag for this part of the project, which is expected to start in June and run for six months.

    Too bad CIG thinks laying down Barber Greene everywhere is a good start for down town. With what needs to happen below ground to upgrade infrastructure (communications, water, electricity and sewer) why haven’t they considered laying interlocking paving bricks instead. Pavers can be reused and relayed, asphalt is not readily reusable. Pavers are more suitable for pedestrian thoroughfares and don’t absorb as much heat either.

    it’s not that I don’t like the idea but it’s just stupid. I am all about revitalization of the area but just putting in some lights, trees and so forth is not an answer. The entire area should be converted***** sorry to all that hate him****** to a Dart like area which was created in Camana Bay. An actual reason to be in town. Get all of the offices and other b.s. out of town. Create an area which consists of living space, shops( not tourist crap, although I known there needs to be some tourist crap for the time tourists are actually here……) outside eating, live music, …….you get the idea.
    Parking….yes , to anyone who doesn’t know, there are these things called parking garages. Amazing. Somewhere to park your car. Crazy idea. And of course let’s touch on the drinking and driving. Absolutely not an advocate of that. That’s crazy. I am all about coming up with some kind of after hours transportation system to get people home safe. That’s absolute and I believe possible.
    If you really want to create some kind of usable city like region you have to think a little bigger. Streetlights, subway, and Dairy Queen are not the answer. Although I do love a little evening cone from DQ.

      There are very few offices left in George Town – a few government functions and one or two private businesses, but mainly it has been given over entirely to shops servicing the cruise trade.

      No matter how much lipstick they put on it, George Town will remain a dead pig until that changes.

      If you want to revitalise the town centre, then first of all get some people living there, then have planning do something about the mix of commercial uses for properties.

    Cayman Downtown is coming around, beautiful flags flying on Main Street by the courts. Heroes Square redone. I see lots of buildings getting renovated parking lots repaved. New public benches and planters. It all looks much better than before Covid. Nice to see the collective pride of the different building owners coming together to improve town. It’s a community.

I’d like to recommend, as I have to some of our current legislators for many years that we take this opportunity to start planting edible fruit trees everywhere that we plant trees with public funds rather than mere decorative trees. How about giving us mangoes and avocados instead? Same cost, greater benefits. We’re talking about increasing farming and self reliance, but CIG has been planting what? Lead by example! Please don’t worry that fruit might fall to the ground… I seriously doubt that will be a problem. ; ) The only place they would not do well is the waterfront in Hogstye Bay. That will require salt tolerant trees such as date palms to survive the soaking they’ll get there in big storms.

      How about trees that would attract birds and butterflies to the area? Or attractive flowering trees that one does not see in Minnesota or Europe, like Poinciannas, orchid trees and such?
      They will create shade, photo opportunities, maybe even get people interested in visiting the Botanic Park.

    The drawings look unimpressive for how many years of thinking and salary have gone into it. You need more trees to create shade with benches under the trees, widen the pedestrian area and keep one road running through. After watching CIG press conference yesterday on waste management please put Peter in charge of this vital project. And maybe they should actually hire landscape architects as they have at Dart to assist and plan on a better design before rushing this through. The revitalization project of the main square in front of court buildings in George Town is awful not one tree in sight, no shade who wants to sit in blazing sun. And how many times has that been redeveloped wrongly. Such a waste of money. Hire the right people and do it properly and not in a rush weeks before an election.

      BTW, I agree with your suggestion of using that building as a Nat’l Museum. Just a couple weeks ago I was making a related observation while passing the existing Museum. One drawback I suppose is, Cayman’s artifacts and “museum” pieces would take up only 1 floor. Next thing they would start “padding” content such as done with the “process” of naming National Heroes then granny’s old baggies may end up on display as “museum pieces”.

      BTW, Gov’t keeps ignoring, avoiding or forgetting one significant person in our history who SHOULD be a National Hero – Sir John Cumber! For real!! He gave us the plan but we tore it up! To our detriment, nothing has been the same since he and the senior Civil Service team he mentored left the stage!!

          I also wholeheartedly agree about the Glass House. One of my favorite buildings and a real shame it wasn’t maintained. Kind of like a perfect reflection of how the island has become with today’s politicians. Letting things go, not maintaining what used to make this place a paradise. For those that have only been here 10 years, if you think this is nice, you should have seen it before it turned into a Florida key. Yes many good things but sometimes you can upgrade the best features out until it barely resembles the best parts. Not everything has to be shiny and new!
          Let’s just hope something is done to repurpose it as it stand before they sell it to Dart in another backroom secret deal/trade! Soon come…

    Trees make a big difference in how an area looks. They should’ve been added ages ago, the waterfront is boiling hot and the place just feels stuffy. And if they want to add pedestrian streets, then provide parking around downtown, otherwise traffic is going to be even more of a nightmare then it is now. Public transport system should be next on the list, with actual public buses, not those musty vans. Look into mixed use buildings; apartments on top, and shops at the bottom. This will bring a community into downtown. Close all those cheap souvenir shops and open leisure places like a mini Cinema, a small Fosters (similar to the mini corner stores they have elsewhere). Bring back the sense of community and vibrancy that it was in the 80s!

        Yes they are black olive trees and provide great shade. The Rotary Club also provided several concrete benches built by the residents of Norhward. They all disappeared years ago and government never bothered to replace them.

    South church street needs to be made into a one way street. There isn’t enough space for a gas truck, bus, flat bed to pass with traffic coming and then a bicycle will not stop and get out the way so they can save their life. Make it a one way or block bicycle traffic on south church street.

    Is it my imagination or has this government been busy dealing with the EU, the financial industry, passing the needed legislation and keeping it moving forward, COVID and making critical decisions to keep us safe, keeping the economy afloat whilst our borders were closed out of necessity, just to name a few. There’s no other Caribbean Island or other onshore 1st world jurisdiction in our position. We are blessed and to be envied. So they had a few other things to do and they can be excused for just having an opportunity to attend to these matters which might have been put on the back burner. Yes we didn’t like port idea and yes they might not have topped environmental issues but give Caesar was due to Caesar – they have my vote!!! And by the way the relentless bend of environment commentary sounds bias and one sided.

          Everything has been open in my area in the US since July with minor restrictions, but certainly open. We do still have to wear masks into establishments, but that has become second nature and really not too big of deal. Actually kept our faces warmer this winter. 🙂

      Only one minister is appointed for financial and international affairs and dealing with these grey lists and blacklists has been happening since time and memorial. Are you trying to say that this is what kept them so busy that they couldn’t concentrate on the domestic economy until now.

      This PPM government believes that as long as they can bring in new development and the only thing they have to do is dole out concessions that the local economy will just keep rolling..and so it has but not for the average Caymanian.

      Do you realize that in this country the entry level price for a decent single family home is around $300k and that is in something like a Frank Hall development where every house looks alike.

      This PPM train is running off the tracks and we need to figure out how we make this country for Caymanians again otherwise we will so be on a reservations set aside for us somewhere inland by the rich developers.

      A good start would be freeing us from anyone that still continues to have the mindset of the PPM and UDP parties.

      Cayman we need change. We need to breathe fresh air again. We should to feel this oppressed in our own land.

      5.38pm We have seen very little from Mr Lumsden since he was appointed full time “Manager” two years ago, except completely digging up Heroes Sq when it was fine before.
      The big problem is as you mention, “pedestrianisation” of central George Town. Mr Lumsden seems completely oblivious to the fact that these roads are arterial traffic routes and closing them will result in the gridlock we see every time there is a function where these roads are closed. Does he live on the moon?, where will the traffic go?, why permanently disrupt the lives of commuters for the cruise sheep if and when they return?.
      Dreams of turning central George Town into another Camana Bay, are just that, – dreams!.

    I have suggested through my MP that the iconic “Glass House” building be refurbished to house a National Museum. Currently, most of the museum’s artifacts are in storage at Pasadora Place and are not available for viewing as the “Old Court House” museum has little display space.
    This project if enacted could become educational for all Caymanians and visitors to our Islands, offer a beautiful park for recreation and become a source of National pride. The Government has “earmarked” funds to beautify George Town and this would certainly be a worthy cause that would be much acclaimed.

      It should have been refurbished many years ago before it became a health hazard and become CIMA’s HQ rather than CIMA constantly paying commercial rental rates (SIX isn’t cheap and before that too).

      Now? Tear it down is the only option and make a nice park there. Its embarrassing to look at the building now.

    Paid street parking with a three hour limit downtown, build 4 floors of paid parking on the Tower Building/Seafarers Park space, change the zoning in the core to go to ten floors, with retail on the first, maximum one floor of office, and the balance housing and the downtown revitalisation will take care of it self.

    Oh… And move the cargo port to the North Sound.

    Oh… And make the world’s best cruise tender facility.

    Too little – and WAY too late. This ship sailed a long time ago with Mr Dart at the helm. CIG can never catch up now with the transfer of the financial services business out of George Town to Dart Town. Just look at how many big white collar firms have already moved and whose staff can more easily reach their office workplaces by car from the cross town bye-passes, without enduring the log jam of central GT.

    This is good but I wish there were more recent public consultation on the plans. I attended the original public consultations with great interest but at that time it was more of collecting ideas. If it goes out to tender now, how will the public have the opportunity to provide feedback on the specific ideas proposed?

    This reminds me of Smith Barcadere, where an RFP was issued without public consultation on the project.

    Why not make a short website with a survey monkey on the plans to collect ideas? Even if most ideas are not useful, you could gauge public support before committing to paying a contractor.

    GT is quaint. But the new downtown/city center has become Camana Bay (like it or not).

    GT is filled with faux-looking colonial buildings, and Soviet-era concrete/glass blocks (sorry One Capital Place….and Deloitte).

    Downtown needs a refresh, but I don’t think will happen.

    Well, there goes the last remnants of Caymanian Authenticity that I loved 34 years ago as visitor. Since then, all was lost to Liquor stores, Freeports, t-shirts and Jimmy Buffets theme (I do like his songs, but prefer ‘The Tradewinds.’

    Now we are full-on a tourist trap. Sigh…

    A proper boardwalk with Mature trees should be placed along the whole downtown Harbour front. It is ugly and boiling hot now. As much as I don’t like cruise tourism I look at them all lined up and feel sorry for them. As well for us locals it would be a huge improvement and add beauty and functionality to the whole waterfront downtown. I can’t believe that is not on this plan. So simple.

      I agree with you. Lots of lovely native trees should be used throughout town. They were all removed over the years. Their shade is cooler than any man-made shade structure could be.

        This is the cart before the horse. Clean up the infrastructure then you need parking, parking and more parking. Who will come downtown if there is no place to park? I can go elsewhere to buy t shirts or jewelry. Too much hassle.

      Not many trees can take the severe salt water soaking that hits Hog Stye in every big storm. Date palms can.

    First thing that needs to happen in central GT is connecting it to the main sewer. Start from the ground up instead sticking pretty Bandaids on above ground stuff. But alas, this will be like the dump, uhmmmd and ahhhhd about for decades until it literally blows up in everyone’s face.

      Best comment here. GT will always be third world without a public sewer system.Pooping down a deep well 100 yards from the ocean just doesn’t work. Bayshore Mall has the only decent wastewater treatment system. I have seen most of the others and they are inadequate.
      The dump is a tragedy we see every day.
      What tragedy very few see and are aware of is the wastewater treatment plant which is now loaded way past operational capacity. Simply put, a plant designed for treating 2 million gallons a day now receives 3 million gallons a day. (I do not know exact numbers, but do know the plant is well past design capacity, just trying to make it easier to comprehend) Water passing through the plant can not be treated for the sufficient time and all that improperly treated water ends up in North Sound.
      Cayman needs a WWT plant upgrade along with a public sewer in GT.
