OfReg exec jobs advertised day after PAC
(CNS): The timing of advertisements placed in the local print media for the executive director positions for both the ICT and electricity sectors at OfReg were “purely coincidental”, said the CEO Malike Cummings, and “not in any way tied to the incumbents’ testimonies during the current Public Accounts Committee”. The senior jobs held by Alee Fa’amoe and Gregg Anderson were advertised Friday, even though nether of them had resigned.
Although both men are Caymanians, these are three-year contract positions, which have to be re-advertised when they are coming to an end, according to the current rules under the Public Authorities Law. This means the men have to re-apply for their jobs if the want to stay on at the beleaguered regulator.
“No decision has been taken to terminate or not enter into a new contract,” Cummings told CNS in response to our enquiries. “The Office is carrying out the relevant legally mandated process in accordance with section 42.1 of the Public Authorities Law.”
He added that the executive directors for the ICT and the Energy and Utilities sectors “will have the opportunity to compete for the posts”.
Both men appeared before PAC last week to answer questions on the damning report by the Office of the Auditor General on OfReg and its numerous failings, including the lack of value for money.
Fa’amoe was particularly candid in his responses about the problems OfReg faces and said that not only had the regulation of telecoms been held back by the creation of this umbrella utility regulator, but on its current trajectory the office was not going to resolve any of the problems it was established to tackle.
Nevertheless, Cummings, who also appeared before the committee on Thursday, said this had nothing to do with their jobs being advertised.
“It is a pleasure and an honour for my team and I to take part in the Public Accounts Committee hearing and we look forward to the next opportunity to appear,” he said. “The OAG audit of OfReg’s performance is legally required to be undertaken every three years and I thank the OAG for their work. Without a doubt, OfReg has a talented team of individuals who have given me support since my arrival.”
Cummings said that while there were challenges and some lost opportunities during OfReg’s first years, it is now on a trajectory of efficient spending, addressing policy gaps for the regulation and competition in the markets.

Even if One is British (pref Caucasian) born across the pond, with reporting lines above the local establishment, it’s still hard to get things in the 3 arms of Govt and statutary bodies in Cayman straight. That setting is very rear tho.
I can understand the stress Alee and Greg must be under. Even if they want to change things in their regulatory remit,they must be under soo much pressure not being able to touch the status quo. If they talk too much or do too much job gone.
Remember Alee came out with blazing guns imposing fines in FLOW for various violation. After that there was almost nothing while they continue to violate their island-wide fibre service roll out agreement.
GOD Himself will dissolve the “clubs” to get things right in Cayman. Look and see.

All executive level jobs in all government agencies and departments should be three year contractual positions.
So what happens to the nice cars if their contracts are not renewed? Or does the job come with a new car every three years?

This “Authority” is a financial black hole. We as taxpayers would be further ahead if it was simply shutdown. A complete waste of taxpayers money.

He understands where is bread is buttered and who is really calling the shots at OfReg.

If they were unable to perform their duties as a functional board, they should be ineligible for re-appointment, and should already be making other plans. We can’t just reappoint non-performers over and over again, expecting different results. Time’s up on that.
It starts in the Government schools – no one is ever made to fail and required to repeat a year…. like these jokers on the board…non performers are allowed to continue, with no consequences.

Well we can be certain that Linford Pierson will not be replaced as OfReg chairman entering an election. The Premier will not do the right thing and remove him under any circumstances. A deal is deal no matter the costs to that Cayman Islands. There is no accountability at any level in the Cayman Islands.
Linford and Alden have decided it’s either there way or NO way at all.
The political interference that was acknowledged by the OfReg Chair at PAC given his private meetings with the a Premier must be thoroughly investigated by the Auditor’s General Office now.

Public authoroties law allows for open ended contracts especially where caymanians are concerned.

Section 47 of the Public Authorities Law provides that staff may be appointed for such period and on such terms and conditions as shall be determined by the public authority. Where does that Law provide for open contracts especially where Caymanians are concerned?
Sounds like public authorities can decide to give open-ended contracts to Caymanians then. It’s in their discretion how to employ people.
