Scotland to step into Howell’s boots
(CNS): Superintendent Robert Scotland has taken over the responsibility for Uniform and District Operations in the Royal Cayman Islands Police Service, taking over from Angelique Howell, who has taken a leave of absence to complete her articles with a private law firm, having recently completed her law degree. Scotland, who has been in the police service for over 24 years, takes up the police management job having recently headed up the Specialist Proactive Operations portfolio.
In his new role Scotland retains responsibility for the Maritime and Air Operations units, the Armed Response Unit and the K9 Unit, while assuming responsibility for all other uniformed operations within the RCIPS. Altogether he now oversees 250 officers.
Scotland said was looking forward to the challenging but rewarding position.
“It is has always been my objective to do whatever I can to help improve public trust and confidence in the service and in my new role I will continue to strive to accomplish this,” he said.
Meanwhile, Howell, who has served in the RCIPS for well over 25 years, has taken an 18-month sabbatical from policing to complete her articles.
So Howell is going to become a lawyer like a lot of other former civil servants who studied on government’s time.But there is a whole bunch of them out there doing very little and not earning much because they are not top lawyers with superior qualifications and abilities, they are mediocre ones looking for the pot of gold that must surely come to all Caymanian lawyers, whether status ones or born ones – or so they think. XXX
“Supt. Scotland stepping into Howell’s boots.” That’s not possible, as those boots are too small for Supt. Scotland. LOL.
Happy to see this promotion however I am disappointed that a woman is not taking over or offered a similar level post. I am overly concerned that the latest promotions and appointments within the Civil Service except for the DOT Director over the past year have all been men, and women are not getting a fair shake of the game here.
CNS do a survey and find out how many woman have moved into the top ranks of CI Gov or heads of Dept? I don’t think we will be surprised but it will be interesting to see the numbers. Gender equality is one of the Governments mandates but I do not see equal opportunities being extended for women and while I have always heard of the men’s club in the civil service, I am believing day by day this is more truthful than just stories.

I agree with this statement its definitely a MANS world in Government…. another Director promoted in 911 happens to be a man again. Come on Cayman women step up!

We are learning Howell was entrusted with the responsibility for managing 250 of the most absent 400 officers at the RCIPS. We can only hope that Scotland will demonstrate how distracting a multi-year moonlight degree can be to a senior manger in charge of mission-critical personnel. Please deploy regular patrolling traffic units to start reigning-in the lawlessness and winning back some faith with the public.

Agree that the Police Stations need a paint job. That hasn’t been done since 2005 when Arden was Minister of Works.

Hmmm. Scotland seems to have his hands full with very critical responsibilities (including gathering RCIPS’ intelligence). So how productive is it to saddle him with more. Just saying. Having said that however, knowing his affinity for electronic surveillence one can imagine that his spooks will be working over-time!
