Cadet Corp boss moves to health ministry as DCO
(CNS): Bobeth O’Garro, who was the commandant of the Cayman Islands Cadet Corps, has been appointed as the deputy chief officer in the Ministry of Health and Wellness. O’Garro has had a long public sector career but up until now it has been largely in uniform. She began as an extended service instructor at the Cayman Islands Marine Institute, before joining the RCIPS as a police constable and then moving on to the cadet corps, where she rose through the ranks to become a Lieutenant Colonel.
Some of O’Garro’s recent work across the civil service has included recruitment for the Cayman Islands Regiment, creating a joint partnership with At Risk Youth, as well as working on the Deputy Governor’s Wellness Programme for the past seven years.
In her new job she will be responsible for overseeing the four departments for which the ministry is responsible as well as a team of policy analysts and specialists.
O’Garro said she was delighted to join the ministry team, who had been welcoming and supportive. “I look forward to the opportunity to continue to effect change that will positively impact the lives of Caymanians. It is my goal to follow my favourite inspirational quote in all that I do: ‘Lead by example, do what you want others to follow and never ask others to do what you are not willing to do yourself’,” she said.
Originally from the district of George Town, she has a masters of education from the University of Bristol, a postgraduate diploma in international business (University Of Liverpool), a postgraduate certificate in global executive leadership (UCCI & FIU), and a bachelor’s degree in psychology and sociology (UWI, Mona).
“During her recruitment, she demonstrated a level of competency and ability to develop and implement a range of policies and strategies, displaying a sound understanding of the role and the responsibilities that come with it,” said Acting Chief Officer Nellie Pouchie. “She has good knowledge of best HR and internal audit practices. In addition, her direct involvement with and appreciation for activities associated with health and wellness shone through. All of these made her a standout among other applicants, and a perfect fit for the role.”

When did these Cayman islands make the transition to such a vile, negative, downer society? So everything nowadays is bad news and worthy of unnecessary pessimistic, commentary? Taking out your frustrations on other people will only make matters worse…
Not to detract from Bobeth’s experience gained in running the Cadet Force, but does she know more about Health than the Minister?. Do we have the blind leading the blind!

Cadet Corps rank. Not an equivalent to the Regular Army or Reserves. And you would have to have 15 years in the reserves to retain your commission rank after retirement.
Why wouldn’t it? If you drop the job, you drop the rank.
Congratulations Bobeth, anyone who has actually worked with you knows you are well deserving. It was a pleasure working with you in the private sector for a short period, during which time you demonstrated attention to detail, great teamwork, and being a fast learner.

The private sector will continue to promote persons on the basis of merit, rather than gender, race, nationality, sexual orientation,etc. It would be wise of the Civil Service to follow suit but no one will be holding their breath.

The civil service has been promoting based on competence and capability for years now. Gone are the days when tenure got you a promotion.

9.00am It never ceases to amaze me how so many civil servants like you, actually believe they are delivering good service.What about demotion for incompetence and laziness, that never happens, only promotions for buddies to get higher salaries. Do you ever read the host of comments on this website that reflect what the public who have to deal with you, really think?.
If you take a random selection of people the size of Cayman anywhere in the world how many do you think are smart enough, properly qualified and who actually want to stick out a 30+ year career as a lawyer? Personally I can think of nothing worse. Now, given our dire education system and countless opportunities outside the law, why do you imagine Caymanians are actually more willing and capable than everyone else to become lawyers? Sounds like a massive stretch to me. In a global market it’s a numbers game.
