Decco to cap dump in New Year, officials claim
(CNS): The government has issued a rare official statement relating to the negotiations between it and the Dart-led consortium that was selected to tackle the dump and the Cayman Islands’ wider garbage management issues. The short statement said that Decco (Dart’s general contractor) will begin capping and covering the “main mound” at the George Town Landfill early next year. But there was no news about an official contract being signed.
It is now two years since the Decco-led consortium was selected by government as the preferred bidder to deal with the proposed Integrated Solid Waste Management System (ISWMS), and government has been in talks with the group ever since.
In the meantime, the Department of Environmental Health, which runs the dump, has lurched from one challenge to the next. Garbage collection is constantly impacted by equipment and staffing problems, the dump continues to self-combust, recycling efforts still only capture a small percentage of the waste that could be recycled, and the education awareness campaign to ‘reduce and reuse’ has not begun.

Although the public has made it clear time and time again that this project should be a major priority for government and way more important than its plans for a cruise berthing facility, the ministry is making exceptionally slow progress, but claims this is justified.
“Although negotiations have taken longer than initially anticipated, the extended consultation period is not unusual for contracts of this scale and complexity,” the ministry stated. “The Cayman Islands Government and Decco Consortium are equally committed to ensuring that ISWMS solution is implemented in a timely manner while representing a long-term, environmentally sustainable and value for money solution for the country,” officials claimed.
In the statement, the ministry also revealed that the Terms of Reference for the Environmental Impact Assessment (EIA) were not submitted to the Environmental Assessment Board (EAB) until this month, along with the Remediation Options Report for the George Town Landfill.
Officials said the EIA will focus on the design and impact of the proposed ISWMS facilities, which includes the Waste to Energy (WtE) facility (a major component of the waste management plan), a green waste composting facility, which was supposed to have started years ago, a construction and demolition waste facility, a bottom ash processing facility, an end-of-life vehicle and scrap metal processing, a household waste recycling centre and a residual waste landfill.
“We anticipate the EAB will complete its review of the draft Terms of Reference in the coming weeks and look forward to providing more details at that time,” officials said. “To facilitate capping and covering the main mound, tipping operations will be moved to lower areas of the existing landfill where there is sufficient capacity to contain the country’s waste until the planned ISWMS facilities are fully operational,” the ministry stated.
It is still not clear when the country will have a fully functioning modern waste management system, as target dates over the last 15 years have come and gone.

This is what I don’t understand, an island of this size (small) by comparison to the rest of the world, finds it so difficult to get things done efficiently. There should be no excuse for an island of this size to have as many problems as it does. All you have to do is drive the I75 from Miami Airport to Sawgrass and you will see what capped landfills look like with proper venting and drainage, nothing new to see here folks.
The key word here is ‘proper’. When was the last time you saw anything done properly here?
The other point is those landfills were properly managed before they were capped and Florida, for fairly obvious reasons, has some of the toughest recycling and waste disposal laws in the USA. You’re not comparing like for like here.
Have seen plenty of proper F#%kups here over the last 30 years. CIG seems to be an expert at it.

Give it 10 more years and there won’t be a suitable dump site that isn’t near a residential area so we’re just going to have to learn to segregate waste and deal with the nasties in a large enclosed space. That’s how it’s done in most of the developed world. On the bright side the sea level rise might just float trashmore away in 50 years.

1:03, A lot of us are very cynical because there have been announcements about fixing the dump 5 or 6 times in the past 15 years. Being a realist it is difficult not to be negative on this issue.
The only thing that makes any sense is waste to energy followed by a proper recycling program and the prohibition of unrecyclable goods.
The answer is not a psychotic kneejerk reaction like this Extinction Rebellion bullshit, but the proper application of science through the appropriate enforcement of the law.
Yes. We can fear WTE, or we can utilise it……. with care and with appropriate monitoring to ensure safe application. Air quality monitoring before, during, and after. I guarantee it will be far more favourable than when the damn thing is burning.

Stupid idea. The garbage in the dump now cannot be mined for Waste-to-Energy because most of it has rotted so that there is no calorific value left. So hen where would you put all of this old garbage that can’t be mined? Capping is the most cost-effective and practical from an environmental and public health perspective.

The port will proceed. Their election loss will be firmly as a result of their inaction on the dump.

DoEH recognize your limitations. Get out of the commercial garbage business. The renting & emptying of skips, and grabber truck services should be turned over to private (competitive) businesses as quickly as possible.
Focus your equipment & manpower on household garbage collection.

Not sure the delay in driving in and out from the East at rush hour is a priority for Mr Dart, or will matter much at all to him until he starts to develop properties out there. But the fact you can now see the top of Mount Trashmore from ground level at Camana bay certainly is. He need to sell the new development next to CIS, and his planned 10 story residential tower next to the new Fosters, and all those houses he is going to build on Britannia’s golf course. To say nothing of the 50 story tower. He wants that mound grassed over. He owns this government as well as the majority of he real estates and non financial services businesses. What he wants, he gets. That’s why they are going to grass over the dump first, before building the waste to energy plant.

Capping is not mitigation. Moreover, capping in many other locations has lead to dangerous and explosive gas buildup, sometimes with disastrous results. Capping does zero for leeching and contamination of the water lens/groundwater.
Capping temporarily makes a nasty-looking area appear better to look at; they can even plant on top of it, and it will grow.
Capping, because short-term solutions is what we [sometimes] do best.
Because it wasn’t separated and wasn’t sealed, its wet to the point where it would take more energy to dry it to a point where it could be used in for energy generation than you get from burning it -and contains dangerous materials. The waste to energy plant idea is for new waste – to stop a new Trashmore growing – but to work it has to rely on the waste being screened first.

Read in the Royal Gazette a couple of days ago, that the Cadets from Bermuda are ready to come to Cayman to train the locals. There were also a lot of negative comments posted by Bermudians, one in particular referred to mount trashmore, saying that “Caymanians were drowning in their own shit, while believing they were superior to other jurisdictions in the region”. Along with the US article yesterday, prompted our unity team to respond quickly. I guess by 2021 the dump will be green and they will campaign on having fixed the dump and get voted back in by the political ignorant Caymanians.

How many times in the past 15 years have we had an announcement like this? Believe 5 or 6 times so I am not holding my breath.
15 years? How about George Town Landfill began in 1963
“Mr. Miller spoke of “the threats of pollution from leach heads” and “the threat of a methane bomb going off on the outskirts of George Town at any time.
“If they think this is not a problem, go up to the dump and walk around,” he said. “Look at the leach head that is threatening the North Sound.”
That was in 1989.
