Pedro says ‘ravers’ breached contract
(CNS): Residents around the Pedro St James historic site were furious this weekend when a ‘rave’ at the location got out of hand. But the Tourism Attraction Board (TAB) has said that organisers of the event were in breach of the rental terms and they will not be allowed to host any more similar events at the site. Pedro St James Castle can be booked for many kinds events, mostly cultural events and weddings. However, on Friday the location was booked for a soca-rave.
Residents in the area complained to the RCIPS and the TAB, which runs Pedro, and also sent video to CNS recording the noise level of the session and the cursing, which could be heard over the speakers, that people living in the area had to endure into the early morning hours on Saturday. They also sent images of the garbage strewn around the area in the aftermath of the session. Because this was not the first of its kind and the sessions have been getting more and more loud and unruly, residents are appealing for the raves to stop.
Authorities at Pedro have been quick to confirm that they had received numerous complaints and would no longer offer the venue to the same renters. They also confirmed that their own staff had cleaned the area after the event.
“Due to the level of complaints received, the TAB/Pedro management has deemed the renter to be in breach of the Event Policy,” the TAB told CNS in response to our enquiries. They explained that the contract for renting the venue prohibits any use that could tarnish the reputation of Pedro St James Castle.
In light of the loud music, cursing over the loudspeakers and numerous complaints, the TAB confirmed that “the renter will no longer be allowed to host events at the Pedro St James property”.
The TAB also said it was working to ensure that anyone who rents the venue sticks to the rules in the rental policy agreements.
“We are making further adjustments to our policies to improve the quality of events being held at the property,” officials said. “With immediate effect, any renters who are found to be in breach of these rules will be suspended indefinitely from hosting events at the property. The Tourism Attraction Board and Pedro St James apologises to neighboring residents for any offensive language or music that was said to have been heard over the loud speakers.”

Well if you’re gonna stop this, maybe we should also stop Batabano and Pirates Week as the same stuff goes on there.
As adults we have been having these sorts of parties for years, why should we expect anything different from our kids be thankful they are there no fights, not braking into our homes.

For your information the Pirates Week and Batabano of old were more about Family, Children and Community and not the drug, alcohol, sexual, cultural fiasco it is today.
Since about 2002 and up, these events have been overrun by persons of different cultures that are pushed, and most of those other cultures are not very good, and has caused these events to lose the Community culture that once was a big part.
Just like the Heritage District Days have been chewed up. I remember going to all of them and the Main events. Now-a-days I refuse to go and I will never take my kids, or grand kids, to them. The strong sexual and drug overtone has become the norm.
Caymanian bands played these events, with maybe one international act (Byron Lee). Now you cant even see any caymanian bands.
Change is enevetable but it should be good change and not bad change, which occured.
The events occuring at a National Heritage/Cultural site ( Pedro Castle) have no bussiness being held there.
Batabano was always about adults getting on bad hence why it’s a carnival type event just like in Trinidad and Tobago.
TAB should focus on the positives here. “Pedro Castle gets rave reviews!”
Two wrongs do not make a right. To start comparing what went on to other events is futile. Comparing filth to filth can only result in filth..! For the life of me I cannot understand why these “entertainers ” find it necessary to blast the neighborhoods/airwaves with all the filthy noise, because we really can’t call it music.. I believe that if anyone has to resort to such filth perhaps you shouldn’t bother. I have heard it said that anyone who has to speak in such a way is lacking in a meaningful vocabulary.
So will the TAB assure residents in the area that this was the last event of this magnitude of stupidity to be ever held at Pedro St. James??
Bandaid approach. What is needed is proper regulation of what is, and is not, allowable noise levels off your property. The police should be able to pull up to the side of the road, raise a meter in the air, and if it hits red that’s a 15 minute time-out for the event. If it happens a second time, that’s party over. No asking the police to make judgement calls between neighbors. Or relying on venues no longer allowing certain renters any longer. That later just moves the problem somewhere else. What is needed is for the LA/CIG to do their jobs and legislate ‘anything louder than this is unacceptable disturbance to your neighbors’. With proper sound engineering it can be loud on the dance floor and soft on the outside. Turn the speakers in and point them down. (Turning them down helps too of course.)

They do not just fail. They refuse. There is a difference, and it is embarrassing and dangerous. They need to start enforcing all our laws without fear or favor, or resign en masse so we can bring in some professionals to do their job. Dubai works well with an imported professional police force. Perhaps we should consider the same.
I assume you mean the Town & Communities Law. Unfortunately that does not give a set noise level to differentiate between problem and not-problem. Having called the police (and had them called on me) I know that it puts them in a hard position having to judge what is a problem and what is not. The Law needs to be clearer (more precise).
Exactly right. Town and Communities law is what is most applicable, and while it references a decibel level, it never states what that level is. We shouldn’t try to reinvent the wheel, but mirror that which has already been long established in the UK.
Any entity should not be able to blast music in a residential area. There are plenty of locations in which that can be done without infringing upon the sensibilities and rights of others. It’s called a “statutory nuisance”, and it isn’t enforced very much; Mostly police respond to complaints and “urge” the business or entity to turn it down. It’s not the RCIPS fault. Those are the tools which they are given.
There need to be established decibel levels that are acceptable to the residential areas, and those levels enforced, with real consequences for transgressions.
Look, we all want to have a good time, somewhere. Why should anyone be allowed to inflict the product of their good time on others who don’t share it? It’s not a reasonable thing.

Is the ‘renter’ referred to in the article the same renter that is promoting the upcoming weekend event being billed as Rumpy. Or is there any affiliation/correlation. In any event, as a resident of the area, I implore TAB to cancel this event immediately- as I foresee many issues that weekend.

7.24 am I have the same problem and also live off South Church St. This maniac who has been doing this for the last 35 years can preach and caterwaul (he thinks he can sing as well), 24 hours a day for all I care, but NOT over amplifiers broadcasting with a range of more than a mile. I have called the police many times, they go down Walkers Rd and shut him up, and an hour later he starts up again. His equipment needs to be confiscated.

I live two roads over and could hear the music in my home with the windows and doors closed. I could hear it well enough to sing along to the songs…It was way too loud. The worse one was the one during Batabano, which was on a week day when kids had school the next morning and adults had work.
At least confine to weekends and don’t let it go on until 2AM in a residential neighborhood.
This kind of crap happens EVERY weekend on the Brac. I live a half mile from a certain bar, and can hear every song, even with my doors and windows closed. I can’t imagine what it’s like living closer, but I’m glad I don’t. This shouldn’t be allowed to happen. There have been times when it was so loud that I called the police. Nothing happened.

Regarding the event, I would say that people can only control themselves. No matter the event, people will choose personally how they wish to conduct themselves. I would not say that the event hoster breached his contract, if the Pedro authorities were aware of the event from the beginning.
While I agree the event organizer can not be held responsible for the behaviour of the attendees I will say the organizer can, and should, be help accountable for the DJ’s.
The music that is played at these “Raves”, “Fetes”, “Promotions” ect….. is very vulgar. The DJ’s themselves are heard cursing.
That can be accountable to the organizer and Promoter.
In any event this venue is a Government owned “Caymanian Cultural Heritage Site”. These types of events have nothing to do with “Caymanian Culture” therfore should NOT be allowed there.

I am surprised the Deputy Premier, who has responsibilty over this area (TAB), would allow for these kinds of events to occur at this venue.
Would it be safe to say that he himself, and maybe the TAB are present when these events occur, hence why they are allowed to be held in this venue?

Apparently they are already advertising a session called “RUMPY” in August for Pedro Castle. I guess that means they will be focusing on peoples “RUMPS”.
