Bryan plans shake-up for regional tourism
(CNS): Tourism Minister Kenneth Bryan said Thursday that now he has taken on the chairmanship of the Caribbean Tourism Organization, the issues on his agenda include the possible reduction of tourism taxes, the removal of travel visas and multi-destination tourism through better air connections across the Caribbean region.
Bryan said that while the Cayman Islands’ air passenger taxes are relatively low, and no commitment has been made by this jurisdiction to cut them, he still wants to get Caribbean ministers and International Air Transport Association (IATA) representatives together to discuss airfare prices in the coming months.
IATA Caribbean Aviation Day, with the theme of “Recover, Reconnect and Revive”, was held on Grand Cayman Wednesday as part of this week’s CTO conference. Speaking at a press conference the next day, Bryan outlined a number of issues that he believes would help with the recovery of tourism in this region, and said he wanted to address them head-on.
For many years airlines have been asking for tax reductions on air passengers to cut the cost of flying to this region and open the door for more airlines and better connection between the islands. However, Bryan said his ministry needed to “assess the pros and cons” of cutting any air travel-related fees, as he was aware there was a point when destinations can lose out by making it cheaper for visitors to fly in.
But while it remains a stumbling block to improving inter-regional connections, he said he wanted to begin the dialogue between airlines and tourism ministers, and “not dwell on the potential negative issues”, before understanding the position of the various CTO members and the air industry representatives, as there had to be consideration of the price of an airline ticket before taxes to this part of the world.
Improving connections is not just for the convenience of Caribbean residents but to assist with another policy position that Bryan is keen for the Cayman Islands and the rest of the region to adopt: multi-destination tourism. This proposed policy is already receiving opposition here because many tourism stakeholders believe it will benefit other islands far more than Cayman.
Bryan said that Cayman does very well on its own and he had no intention of allowing visitor numbers to go down, but that dual or multi-destination tourism does not mean anyone sees fewer guests. He said the goal was to increase the number of people coming to the region as a whole and encourage them to visit more places while they are in the Caribbean. “I think a lot of people will want to be part of this,” he said.
Bryan said removing visa requirements applied largely to visitors. He was not advocating an open border policy, he said, but rather enabling a tourist who clears immigration in one Caribbean nation to be free to travel on to further islands without needing any more visas.
“Tourism is a significant economic driver for all of us in the region, yet the lack of inter-regional air connectivity often makes travelling to neighbouring islands seem like a long-haul journey,” Bryan said in his address at the opening of the IATA seminar. “The concept of regional integration, underpinned by a regional visa solely to facilitate travel by tourists, has been talked about for decades, and to date, those discussions have not led to any tangible actions or conclusions.”
He added that improving regional connectivity could potentially transform the Caribbean region. “Turning that potential into a reality would require a thorough analysis of the pros and cons, and a cohesive and coordinated effort, if we decided to give it a try,” Bryan said.
As he takes on the regional tourism challenge as well as the local one, Bryan implied he wanted to shake things up and move forward with the necessary work to make the changes to improve interconnection and attract more visitors to the region as a whole. He has already appointed Jamaica Tourism Minister Edmund Bartlett as head of a special committee to examine multi-destination tourism. He said he hoped that his report on that would be ready by January, as he committed to making things move much faster.

Has Captain Brainless considered that having “universal” visas – i.e. – entry to say Barbados allows subsequent unfettered entry to all the other members of bryan’s Caribbean Multiple Destinations club. In other words Cayman would rely on the Immigration/Customs services in all those islands being 100% efficient in checking the bona fidaes of multiple destinations tourists – good luck with that. All it takes is the odd corruptible border control officer on one or two islands, resulting in the security of everyone in the Club being exposed to potentially unwelcome guests.
kenneth doesn’t grasp that constantly coming up with half-baked ideas he has not fully thought through, simply confirms the general perception that he has little or no intellectual ability.
Given the rate of criminal investigations into the CI border services, it would seem the other countries have more to worry about if they trusted Cayman.

Kenneth multi jurisdictional travel will not be good for cayman if our stay over visitors:
1. Spend fewer days in Cayman (which they will because they will be visiting other jurisdictions).
2. Spend less here because they are saving some cash for the other jurisdictions in their agenda.
3. Decide to not come because the removal of visitor visas means less security checking or backgrounds and criminal records and Cayman suddenly gets classified as potentially unsafe.

Whose portfolio does Immigration fall under? Is it the Deputy Governor? If it is, I strongly believe this visa/inter-travel or anything else related will see another Premier vs Minister Jay Ebanks. Because I highly doubt the DG will support such a visa scheme. For example years ago there was an influx of Jamaicans coming into the island bringing drugs and getting involved in gang activity then going back out on boats or flying on then flying back out shortly after..
I’m not sure if anyone remembers back in the 90s when quite a number of our young men were being murdered. Law enforcement realized how this was taking place. It was smart of the Cayman Islands to implement visa requirements traveling from Jamaica; of course Jamaica in turn required the same of the Cayman Islands because they were not happy. But as someone who knows for sure the Visa requirement for people entering from Jamaica did an absolute 360° turn in helping curb the types of persons that were entering the island. It was discovered that there was so much falsifying of documents coming out of the country. The Visa waiver requirements was able to help curb some of this and help to recognize much of the falsifying document that was being produced to travel to Grand Cayman. I am absolutely not against Jamaican or Jamaicans. I am using this as an example because it’s the perfect example and the one nation that visa requirements were implemented against and I honestly and truthfully believe made a huge difference. This really is not going to look good for the Cayman Islands; it is going to turn out very negatively…adversely so. It seems the minister is always starting one project that comes up with one idea and hopping like a toad from one lily pad to the other not really completing most of what’s been started. Every time we turn around there’s something new coming out of the ministry. There is still no solution for transportation but yet there was an idea to bring those immensely huge buses from Jamaica to put on our small roads. The public is still stuck with the present transportation system with no information forthcoming of what is intended. Focus have been diverted to this present position and hosting this conference. Still nothing more about the present situation with the Board of Cayman Airways. Still nothing about the Miss Cayman Islands. Still nothing done about the property on the waterfront that destroyed historic buildings and is just sitting there. The way that the circumstances of the Ministee and Ministry is acting it is as if a dog is chasing its tail. It is not getting away from itself but it is still not catching its tail. We are in a huge, huge downward spiral. Our dollar is very powerful and that’s what a lot of these other countries are after. But will our dollar always be this strong with the direction many of us can foresee? What good is this going to benefit the people of the Cayman Islands right now? It doesn’t matter how many visitors come to the country our people cannot afford the cost of living in this present day. People are starving; people cannot afford housing; and here we are focusing on tourism instead of focusing on roads, on housing and all of the necessary things that these politicians were voted in office to focus on. Charity starts at home first and foremost.
Please take your common sense elsewhere.

Voters need to petition to change the Elections Law and impose new barriers for convicted felons and abusers at a minimum. Nothing changes by asking the MPs to self-regulate. They can’t be expected to do it.
The removal of travel visas? My personal opinion, it’s not in our best interest, Not only is visas revenue for Government but it also serves as a safeguard to some effect by the visa application requirements including a valid original signed and sealed police record from the applicant, bank statement showing traveler can financially afford their stay etc. Take that away and it’s quite possible we could attract a criminal element more than what we have already.
He just wants Jamaicans to flood Cayman by lifting any checks on them…then…

Since covid, the flights have been terrible to fly to GC. Have been down 3x and all 3 have had to take one airline down and a different carrier back. Each trip has been with long delays and cancellations (know that it isn’t GC fault), but just mentioning. Prices are staggering.
