UPM leaves next government a CI$26.2m deficit

(CNS): The departing UPM administration is leaving behind a public finance crisis for the next government. After an increase in core operational spending and a drop in expected revenue for 2025 and 2026, the minority government managed to turn what should have been a surplus of almost CI$55 million this year into a $26.2 million deficit, representing a whopping negative shift of $80.9 million.

It is also now forecast that the minority government will leave a hole of more than $50 million in the public’s bank account for 2025 compared to the original forecast, an increase in the debt and what will be a breach of the Framework for Fiscal Responsibility. And things are looking even worse for 2026. For the 12-month period ending 31 December 2026, core government’s operating deficit is now forecast to be $44 million.

These worrying numbers were released through the government’s Gazette by the Ministry of Finance on 2 April, as per the legal requirement before an election under the Public Management and Finance Act, though the publication of the document was not publicised.

According to the ministry’s report, one of the reasons for the projected decrease in revenue by some CI$15.3 million was the non-implementation of planned legislation that was expected to generate additional revenue. “This shortfall highlights the fiscal risks associated with delays in policy execution,” the report said.

Government expenditure has increased significantly because of the COLA allowances to civil servants, the uplift in benefits for the elderly seafarers, veterans and those in need, as well as the failure of the government, again, to properly budget for rising demand and increased costs of medical services to financially vulnerable individuals and overseas tertiary healthcare expenses.

So far this year, the UPM minority Cabinet is responsible for a large chunk of the extra expenditure, after it steered through an increase of $32 million in supplementary spending to the budget.

The report is not just bad news for the public but for the candidates running in the election as well, both challengers and incumbents. While several of the incumbents can expect to take the blame for the terrible turnaround in the state of public finances, those who will be taking office next month will have to tackle the projected problem.

The forecast breach in the Public Management and Finance Act means the next administration will not only have to deal with the financial implications of a deficit but also risk losing control of the finances to the United Kingdom. The new government will have no spare money over the next two years for spending to fulfill election promises and will likely have to cut existing spending commitments or increase revenue.

In order to regain compliance with the six principles of responsible financial management, the next government will need to undertake deliberate action to avert the projected operating deficits for the next two years, officials stated in the report.

“Such deliberate actions could entail implementing revenue enhancement measures and re-examining the current operating and capital expenditure plans with a view to achieving expenditure reductions,” the authors said, adding that a critical examination of the current fiscal trajectory should be of “paramount importance” to the next government as it needs to present both the Strategic Policy Statement and the budget for 2026-2027 before the end of this year.

      Mac and Kenneth’s Chinese friends will come to the rescue , and they’ll add another $200Million for the new Northward resort.
      Details such as commissions, loan repayment, interest rate etc will be agreed behind closed doors so that we, the public will not be troubled by such foibles.

    We are in April so the new government will simply cut funding so that a deficit doesn’t occur. Question is what will they scale back on. Roy McTaggart is qualified and competent and PPM reduced govt debt after McKeeva ran debt up.
    I cringe when I listen to Gary Rutty speaking on minimum wage and putting taxes on unhealthy foods as he benefitted on this business model from Burger King. Hypocritical and running in an area he doesn’t even reside in.
    I worry that Dan Scott’s team cannot appreciate the average Joe’s struggles.
    I don’t feel that TCCP is the answer either with Wayne and Andre at the helm. They were part of the problem forming PACT and proved they can’t lead. They had their chance.

    How in the hell can PPM justify going to someone’s door asking for their vote, at the same time welcoming Kenneth, JuJu, and JonJon, the three people most responsible for this despicable act, into their fold to form the next Government?

    Also, with the UPM’s recent acts attempting to gut any environmental protections, PPM must know that they cannot embrace these individuals without accepting responsibility for their past actions. We have to assume that this is also the PPM’s position.

    I specifically called out the PPM because their candidate came to my door and cannot get my vote under the aforementioned circumstances. However, Dan’s Party, whatever they call themselves, sent a “representative” to my door. It was not their candidate, just someone who was doing a “survey” and wanted to ask me questions to ascertain my feelings on certain subjects. My response to her was that I would ask the questions, and she replied that she did not know the party’s position on cruise piers and the National Conservation law. This was six weeks before the election!

    Andre’s party is no better than the other two. You assemble a team consisting of a few good people, and then pad out the rest with a bunch of crazies. This applies to each of the three supposed parties. How in the hell do you welcome crazy stupid people into your party and then express surprise when they say/do something stupid or crazy?

These same roads needed it years ago, when the Gov’t had money…..She using our money to buy votes in order to get voted back in, money she could have used years ago to pave these roads that needed it so bad already…

    This debt will now mean more duties rising, fees, licensing fees, fuel cost increases, medical bill increases, school fees…… and much more to raise more money for Gov’t…

    Time to protests this crap, they just gave $750,000.00 ci (seven hundred and fifty THOUSAND) to a group that in reality does not exist but IS seven day adventists….

    The poor people of Cayman are going to have to work harder to put food on the table, to own a home….we gonna FEEL it. These ex MLA’s wont. They get $10,000.00 ci (Ten Thousand) a month in Gov’t Pension. They can afford to buy stuff.

      Wayne was the Minister for Finance for less than a year, before he got ousted.

      Then Juliana was Minister of Finance – who caused all of this mess. The budgets were all in excessive surpluses until she took over. She is a dunce. She should spend less time reading her bible and more time listening to her staff in the Ministry when they were warning her about the effects of all the overspending. She was warned multiple times, but she choose not to listen from time they said the coffers would suffer after the COLA to civil servants, seamen, NAU clients.

      What they need to do is reverse the salary increase for MPs, DG, Chief Officers, Deputy Chief Officers and the other heads of departments on salary scale A-D. The bottom workers deserved a substantial increase as they carry out the heavy work, with these same A-D employees taking all the credit. Shameful a d Disgusting.

    Step three CIG hiring and promotion freeze.
    Step four: fire a couple hundred of the bottom feeders at cig.
    Step four cut the salaries of all MPs to $50,000 per year, no district admin allowances or travel budgets. Sell all the damn Tahoes and they can drive their own cars or ride the friggin bus.

      Yes the BUDGET was backed. But certain ministers then overspent, that is how you get a deficit.
      The budget was for a small surplus.

        PPM Gov left PACT with a surplus and an unused credit line. They rinsed through that and dipped into the open credit line as soon as they took office putting the country in debt before UPM had to take over because PACT abandoned the country.

      You forgetting all those little extras? Or the comment about how faikure to pass beeded legislation resulted in budgeted revenue being achieved? Its not as tho the government or parliament were exactly overworked now, is it? If they actually met regularly and dealt with business in the house things would get done, but too busy working on side hustles with vested interests and trying to push through vanity projects. Incidentally, that deficit is less than half the cost of that planned Brac school, and not far off the cost of Kennys park.

      THIS EXCESS SPENDING came AFTER or SUPPLEMENTAL to the Budget that was previously passed.

      Just think, that approved budget had a surplus. After it was approved, these eeidots say I want this and I want that as election coming, we need to use Government money to help our re-election chances.

      That’s the 5 eeidots fault, not the other MPs.
