Work permits climbed to almost 38k at end of 2024
(CNS): The number of work permit holders in Cayman has increased to new highs again, according to figures from Work Force Residency Cayman. In December, there were 37,909 active permits for jobs across the board, from accountants to yoga instructors, the highest ever recorded. The most recent published figures from the Economics and Statistics Office, based on the 2024 Spring Labour Force Survey, showed that the local workforce is made up of 62,743 people.
If that increased through the rest of last year, it’s possible that expatriates now make up the largest percentage of workers in the country’s history.
The size of the labour force reflects the Cayman Islands’ rapidly growing population, and the number of work permit holders is likely to have passed 38,000 in the three months since the start of 2025. But the proportion of foreign workers, now estimated to be over 60%, has never been so high, even as there are still estimated to be around 1,300 unemployed Caymanians, and at least 600 local people claim they are currently under-employed.
The rise in the proportion of foreign workers in relation to locals is also a reflection of the increasing ability of employers to secure permits even when local people are looking for work.
The immigration system’s failings, from the starting point of temporary permits all the way through to status grants, are a major element of this current election cycle. Every party and candidate has identified immigration as a priority, but even when solutions have been offered, they came with few details, though most talked about the need for enforcement.
Candidates have also been debating which area of the issue should be addressed first. Some believe the problem will be resolved by stopping status grants to anyone other than by descent or marriage, while others believe the abuse of temporary work permits should be the priority.
The UPM minority government released a discussion white paper just before the parliament was prorogued ahead of the election. While there is an open invitation to people to comment on the document, the government did not offer any real explanation or public education campaign about it.
Labour Minister Dwayne Seymour recently walked back his support for one of the main elements of the white paper — introducing a year-long rollover for permit holders seeking to change jobs — as a result of feedback from the business community.
The document has also been criticised for not proposing more major changes for specific problem areas, like the one currently associated with the permanent residency points system.
However, it is clear that the new government will have major issues to deal with, such as assisting poorly paid, under- and unemployed local people in the face of continued demand for cheap overseas labour. It will also have to decide how to award residency and ultimately status to the growing number of foreign workers seeking to stay while maintaining the Cayman Islands’ cultural identity.
Another popular policy being put forward by various candidates is the need to introduce a moratorium on permits for particular jobs, such as realtors, human resource staff, delivery drivers and some front-facing tourism positions, to keep them for Caymanians only. According to the WORC figures, there are currently more than 80 people working in human resources on permits, 168 food delivery drivers and 37 real estate sales agents on valid permits.
However, the sectors employing the most foreign workers are now those who are working in some form of commercial cleaning work, such as janitors and kitchen helpers, and the various jobs in the construction sector. Thousands of permits are now issued for construction, which was once a sector that predominately employed local workers on decent wages.
However, as wages have declined across the sector, the number of Caymanians working in the sector has also declined, even though part of the reason given by politicians to allow unconstrained development has been because it provides work for locals.
But as that is no longer the case, it raises the fundamental question of why Cayman continues to employ foreign workers to build property being bought by foreign owners, while over-development is destroying the natural environment and changing the landscape beyond recognition.

Another way of looking at this (Problem?) is that finding qualified Caymanian workers is getting harder and harder. To find the reason you should look to what they all have in common. Two things come to my mind. Culture and the Caymanian (Culture) controlled education system. I believe that this can not be changed by anyone but Caymanians themselves and not CIG, which are the direct recipients of Caymanian Cultures riches. Anyone see this happening in your kids lifetime? Maybe after it goes bankrupt but that will more than likely really be the end of it. Just my little and worthless opinion.

The wording of this is very interesting… Valid permits lol what a joke. We all know that Number is wholly incorrect. For far too long, the real estate industry in the Cayman Islands impacted by a concerning trend: the importation of real estate agents who have never set foot on the islands, let alone developed a true understanding of what makes Cayman unique. The recent announcement of yet another foreign agent – this time from South Africa – only highlights this growing issue.
Real estate professionals should not only be licensed but should also have a deep familiarity with the islands, its communities, and its distinct market dynamics. When agents are hired based solely on work permits without a genuine connection to the Cayman Islands, it undermines the integrity of the real estate profession here.
While agencies such as The Agency, RE/MAX Cayman Islands, Property Cayman, and Sotheby’s have established themselves in the region, the increasing reliance on agents with no local knowledge or experience is detrimental. This is evident when you look at their staff rosters, most of which are filled with work-permit holders, many of whom may have never visited the islands before coming here.
In addition to a lack of local expertise, this trend raises concerns about how these agents truly understand the needs and desires of Cayman’s residents and potential buyers. The lack of a personal connection to the islands leads to missed opportunities for both sellers and buyers who deserve more than just a transactional relationship from their real estate agent. There should be a focus on ensuring that real estate agents operating in Cayman have a strong understanding of the islands, its culture, and its people, in order to provide the best service to the community. Importing agents who are unfamiliar with these key aspects diminishes the value they bring to the market and to the residents of the Cayman Islands.
Personality and drive are pretty important too. The brokers are not going to hire individuals who know about the culture, but don’t know how to talk to people. I’m not saying these roles can’t be filled by Caymanians (they should be). But showing up and grunting is not enough.

Regardless of individuals stance on this stuff, one thing cannot be denied and that is the overwhelming majority of people we are importing to these Islands are low skilled and low paid.

Then the new $200Million new prison will need another 1000 Jamaicans to run it.

The Caymanian middle class is gone. The service economy is here to stay. Service for the wealthy property owners for all of the new high rises and more to come replaced the middle class. Dead end jobs with low wages and more slums soon come.
I hope every young Caymanian has laser focus on education and technical skills. Unlike here, electricians, mechanics, welders, plumbers, carpenters, and more can earn a comfortable living wage in America, despite Trump. Many earn 6 figure incomes!
Build a secondary technical school now to ensure all Caymanians who cannot be lawyers, doctors or accountants have a chance in life even if its in the States. Make it open to older Caymanians who want to learn the trades too. AI cannot take those jobs!!!

75% of St.Matthew Medical school faculty and administration are from India. When and why did this happen? I am not going to talk about school’s reputation which is worse than low, I want to know how did its current adm and faculty pass the English language test for it is a known fact that it is very difficult and sometime impossible to understand them speaking English. And these people are TEACHING in English?
P.S. I am actually shocked by the number of staff from India who got jobs at the already troubled medical school.

I knew a couple who were teaching at SMMS for more than a decade. Their English was allright. Since I knew where they were from I investigated their credentials and its value. For a lay person 3 pages of their educational and other “professional” achievements look impressive. But the reality is they were never qualified to teach at SMMS or other Medical school. They have MD to their names, yet never practiced medicine. Not a single day. Their credentials are outdated and some have little to no value, it is all smoke and mirrors. There are videos of their “lectures” which made feel embarrassed, this is not how University professors teach. They left the island and are teaching elsewhere, but not before securing the status and purchasing few properties.
Now, I don’t blame this couple, why not if you CAN! If people who approve work permits are so ignorant and simply unable to UNDERSTAND what exactly things on people’s CVs mean. That explains why everything is so f&#d up in Cayman including SM Medical school.
About language skills of the current SMMS staff – I guarantee that none of them had taken the English language proficiency and pronunciation tests, because those don’t exist. Understanding and writing is one thing but speaking is a totally different thing for someone who is applying for a teaching job in any educational institution.
It is truly a shame that standards are either low or don’t even exist when it comes to pretty much everything in Cayman. Including building seismic resistant buildings, which is a lie.
They were qualified all right but not for the positions they held (even though they have PhD to their names).
P.S. I went to one neurologist because he has PhD in autonomic disorders. Well, a lot has changed in the last 30 years since he got his designation. Today He knows $hit about autonomic disorders.

I have yet to meet one person born and educated in India who speaks legible English. Maybe after a decade in English speaking environment their pronunciation improves.

The developer lobby needs regimes that will keep minimum wage labour rates as low as possible. The Caymanians that hold these clusters of permits, do so at the expense of their fellow Caymanians. Many of them active employees within the Civil Service.
And they make the permit holder find their own work, pay for all their own fees, insurance etc, plus get a weekly kick back. The buy a work permit system in rampant and the developers love it because they are cutting out the legitimate contractors.
and everyone of them has been approved by cig who in effect have confirmed there is no local available to that job. so caymanians cannot complain about anything.

There is an enormous disparity between applicable legislation and enforcement. You see all the ads in the papers advertising jobs? No, me either, at least not like before. Before our MPs decided that they wanted foreign investors and unneeded boutique hotels filled with underpaid expats. Those underpaid expats generate a huge amount of WP fees. It’s the same reason that the same “group” want a cruise port. Never mind what distress it inflicts upon those of us who live here, there are head counts to be made!!!
I believe if we actually enforced those WORC and job requirements — advertising, etc. — that the people would be enriched. CIG, who frankly, hasn’t done anything for gigantic health care/insurance costs, fuel costs, great cost of living or even struggling people who can’t make ends meet. No. We are the minutiae of their existance. We don’t matter; they are onto big changes and big personal monuments.
The Government got rid of the requirement to advertise in newspapers when they introduced JobsCayman.
JobsCayman is the single most effective way to stop Caymanians from obtaining employment. If i was inclined to limit Caymanian employment (which i am not) this is what i would do.

WORC will reject an application that has not been advertised unless there is a good reason for it (that is a separate issue as it does appear that the temporary short term permits are being abused), but for any full work permit, it must have been advertised and a copy of the advert submitted to WORC with the application.

As an employer, I’d always rather hire a Caymanian, it’s easier and cheaper, but they have to be up to the job and willing to work.

There will always be unemployables in almost every society. Drug and alcohol addiction, mental illness and bad soft skills for many unemployables will always be in the count.

Someone from outside Cayman needs to start draining the swamp! Pull records and those in government positions bank accounts and see where their money and WHO their money is coming from! You know the elite power/property/big business and corporation owners are paying the government cabinet people and the business owners to bring in “certain” people and friends of friends in to work in KY! Someone owning property there and hoping to retire there will no longer have that dream. People on a work permit won’t care about investing money in KY other than rent. They’ll also just look to get married to stay. I’m not a millionaire so we will never be able to obtain residency after investing a lot of our hard earned money, decent people who would never harm anyone there or commit any crimes won’t be advancing to build there. No point when you can only live there for 6 mnths and forced to leave for 6 mnths and over and over. Too old for a work permit too I guess because I have applied for so many jobs there and always told that a Caymanian was hired(lie). I have so much experience in Armed Security, TSA, Bus Driver, Truck Driver Class A, and Road Maintenance and Construction, landscaping. I’ve never been chosen. 60 yrs old is just a number! I am still going strong and more energetic than kids half my age! Discrimination Lawsuit is what I need based on age!

If they have British passports they can work as a local yes, now if folk have only a BTO passport then it’s different. Though actually I do think if you have a BTO passport you should be at an advantage over other countries.
And I would imagine that a substantial number of people on work permits are also drug addicts and untreated mental patients.

How many are illegals that KY has allowed to stay just because they said they are seeking “asylum”? While it may not be many, giving those people residency in “”3”” years AND jobs is not fair to others at all! To 6:26am: Caymanians return home with degrees and it takes them two years to find employment in their field (if they ever do). It is not a matter of blaming expats; it is a matter of companies headed by expats not making an effort to recruit qualified Caymanians so they can gain the required experience.
In a small labour market that seeks finished capable and skilled workers, the understudy vocational journey for Caymanians needs to start well before graduation with summer office jobs and overseas real world placements. The desk overhead costs in Cayman are too high to expect graduate-entry recruitment and on the job training at anywhere but the largest firms, or anything short of Ivy League excellence.

I have a lot of experience now, but my first job was based on having a degree. Painting houses and working in food service didn’t qualify me for my first professional job.

Just here to read all the comments hating on the foreign workers. All those 80 human resources employees when there are Caymanians out of work? Yeah all those people who left school with no qualifications and have never been able to hold down a job…they should be given those human resources positions and the expats thrown off the island. That will fix the problems!

Most of the problem we have in Cayman is that the majority if not all the politicians have side hustles through family members and friends. Therefore, the bigger the work permits that are granted, the bigger the cut is for them. We know this and as usual, nothing is done.

Caymanians have been sold the idea that expats and work permit holders are the problem—but that’s not the full truth. Meanwhile, the real issue goes mostly unspoken: the Cayman Islands Government has become heavily dependent on work permits as a revenue stream.
It’s easy to blame foreigners, but that’s just a distraction. The real question is: where are the solutions? I don’t hear anyone running for office talking seriously about building new, sustainable industries that would give Caymanians long-term opportunities.
If you truly care about the future of Caymanians, then stop pushing the narrative that expats are the root of all our problems. Get up, step up, and start working to create industries that empower Caymanians—because real leadership means building something better, not just pointing fingers.

How can we when our government has made it difficult for a caymanian to compete with the wealthy investor. If I wanted to build a 2000 sq. ft. Home for investment purposes, the cost to build this house is astronomical from the start out of the gate. Yet the wealthy investor who wishes to build a 200,000 sq. ft. Property will get a number of concessions. Who do you think would be more successful and profitable?
2% unemployment (1300 unemployed / a workforce of 62743) anywhere else in the world is more than acceptable. In a realistic world, skills and needs don’t align for 0% unemployment.
Unfortunately a good number of Caymanians might be unemployed because in some sectors, employers would rather have low wage work permit holders than those with the full freedom to move as they please.
Revenue from permit fees, accordingly to logic, must be at an all time high. With more people comes more consumption and more duty. Higher revenue year after year is a tough habit to give up.
In the face of an unsustainable situation, our next set of MPs are going to have to make hard decisions to create a sustainable future for immigration forget the rest of the issues facing our nation.
In 2017, CIG paid Ritch & Connolly $312,000 for a report detailing the legal issues of granting PR. This report was kept secret despite numerous attempts by the media to get it released. Nothing has changed to date.
We’re less than a month until election day.
Don’t forget the couple thousand surplus workers at CIG. If you know the right person a job in Gov’t is basically a handout for life.
They need to put a moratorium on Trade and Business licenses for Janitorial companies asap. Everyone has one these days. It’s ridiculous. All these companies are doing is bringing in slave labour. They cannot survive on 6.00 per hour so what do you think they are going to do? They need to limit the amount of status grants and permanent residencies. They also need to stop foreigners coming in and buying land. They need to change the point system and take out owning land for points as now they have priced the Caymanians out of owning any kind of land it is too expensive. But all I listed will not happen. That’s how it goes I guess.

These janitorial companies are slavers. They charge the client $16-25 an hour, then pay their employees $6 and assign them 12-15 hour days! It is disgraceful. Knowing that reality, we cannot—should not—condone it.
