Caymanian to take up top CIG beancounter post

Matthew Tibbetts, Cayman Islands Accountant General

(CNS): One of the government’s senior financial officers, Matthew Tibbetts has been appointed as the accountant general after an open and competitive recruitment process, officials said Wednesday. The post-holder is government’s principal accounting officer whose primary responsibility involves the consolidation of the government’s entire public sector budget and financial statements. Tibbetts is a Certified Public Accountant who has served in the public sector for over 14 years.

Having held the post of deputy chief financial officer in the former Ministry of Health and Human Services, the job of chief financial officer designate at the Health Services Authority and worked seven years as the chief financial officer in the Portfolio of the Civil Service, he will be well aware of the problems government has faced producing its accounts.

Tibbetts, who has been the acting deputy chief officer in the Portfolio of the Civil Service since March of this year, will take up his post as accountant general in the middle of September.

The deputy governor and head of the civil service, Franz Manderson, said he was delighted that the civil service was able to identify another highly capable Caymanian for the key position.

“His appointment demonstrates our commitment to train and promote Caymanians in the civil service,” he said. “Mr Tibbetts is a professional and dedicated individual who is well respected within the public sector. His considerable accounting and human-resource management experience will be of significant benefit to the Treasury Department.”

Tibbetts said he was grateful for the opportunity to contribute to the further development of the civil service. He added, “I fully appreciate the magnitude of the Accountant General’s responsibilities and I look forward to fulfilling those duties in the most efficient way possible.”

He states, “In the absence of properly designed controls and effective controls, I was unable to satisfy myself that the reported patient services fees of $71.2 million are complete.”

    Is an HSA accounting background necessarily a good thing?

    wow this is a brilliant appointment- so many good things are happening in the civil service. to the posters who keep dwelling on the past- have you seen the tremendous improvement in the quality of the financial statements being submitted to the auditor general? I have and trust me history is being made and Mr Tibbetts will take Treasury to the next level. I am so impressed- first Mr Clifford as collector of customs – now this !! wow!! Thank you Deputy Governor and Financial Secretary your great work is appreciated.

        Actually no, that is not his responsibility. Each CFO should be held to account by their Chief Officers and the Chief Officers should be held to account by the Deputy Governor who in turn should be held to account by the Governor. The system is there and it is a clear one but we do not do “enforcement” well anywhere in Cayman.

        LOL well I guess you aren’t well educated in the positions of CAL. The top finance employee at CAL is currently the “Executive Vice President and Chief Financial Officer”. Do your research.

            The waste of money is the free tickets for life given to former Board Members, including the retired Chief Officer of Finance, who in other jurisdictions would not be allowed to profit from this benefit because she was a civil servant (attending board meetings in government time and so getting remunerated by both government and CAL at the same time) and is now a civil service pensioner. Only in Cayman. Snouts in the trough even after you retire. Efforts to stop this some years back were, unsurprisingly, obstructed by her Portfolio. No conflict of interest. My, isn’t life grand?! For some.

            Have you considered the effect that putting some four hundred Caymanians out of employment would have on the economy of Grand Cayman. If Cayman Airways never shows a profit, it is still vital to the economic welfare of the Cayman Islands. Not only Cayman Airways employees would be affected by shutting down the airline, but the economy of Grand Cayman would suffer extensive loss. People who unselfishlessly consider the many aspects, realize that shutting down the airline would be a terrible mistake.
