Election officials on alert over voter fraud reports

(CNS): District registering officers are exercising heightened vigilance in reviewing and verifying voter registration and change of circumstances forms after a number of complaints were made about people intentionally or inadvertently submitting false information. The Elections Office said the complaints were in relation to people attempting to fraudulently register to vote in electoral districts where they do not reside.

Elections officials are currently processing registrations for the 1 April register ahead of the General Election on 30 April, and Supervisor of Elections Wesley Howell said that registering officers would be paying close attention when reviewing forms.

“The Elections Office remains committed to ensuring a fair and transparent electoral process. We urge all Caymanians to act responsibly and in accordance with the law when submitting voter registration forms or other related documents,” he added.

Submitting false information not only undermines the integrity of the electoral process but also erodes public confidence in the democratic system. People signing voter registration and change of address forms supplied or completed by prospective candidates and those canvassing for them are strongly encouraged to read the information carefully and only sign if the contents are true. 

Voter fraud is a serious offence and all citizens are urged to adhere strictly to the laws governing voter registration. There are severe penalties for violating the Elections Act, including knowingly making false statements. Offenders are liable to a fine of $500 and up to three months’ imprisonment if convicted. 

Meanwhile, eligible Caymanians have just one more week left to register in time to vote in the general election or for existing voters to submit any genuine change of address. The deadline to make the April electoral roll is Wednesday, 15 January.

Anyone who suspects any instances of fraudulent activity should report them to the Elections Office immediately by emailing office@elections.ky or calling 949-8047.

    I’m less worried about fraudulent voters electing the next government than I am about fraudulent voters voting “Yes” on the port referendum. These politicians are giving us the referendum we wanted, and putting in fraudulent voters to make sure the vote goes their way.

    And we do this by rehiring a Vote organizer in a certain area of an eastern district constituency in a government position. DG helping out his besties who is funding this sitting MP

    Wesley Howell, ever-conflicted gatekeeper to elections fairness, sees to it that this remains a Cracker Jack “on conviction” $500 fine, and up to 3 mos misdemeanor offense. Nobody has ever been tried or convicted of this in the Cayman Islands. Dare to compare to U.S. Code § 20511 which is a state and federal felony of 5 years in jail on conviction, and perhaps both.

    I am moving on March 1st. Not sure where to yet but it will definitely be a different electoral district. Should I just pick an address in the one I want to vote in and register there?

        The voter should have to present valid current proof of residential address to change their district registration. The voter can’t properly begin that process until they have changed their driver’s license, CUC bill, etc.

    No one is trying to commit voter fraud, who wants to be registered in multiple jurisdictions and honestly what good would it do? All the candidates are terrible across the board! They will all make the same corrupt decisions regardless. The whole system needs to be revamped, not just for an easier way to verify eligible voters.

      Not registered, but corruptly voting multiple district ballots simultaneously. Wesley’s supposed to be in charge of ensuring this can’t happen. Look how many foreign mail-in ballots were cast for the UDP/PPM party members in last election. In some districts, it’s nearly 50% of votes cast by non-residents.

    Y’all need to have everyone verified for place of residence. In order to vote, they must’ve lived in their constituency for over 12 months! They have to bring their drivers license and/or voter ID for them to vote!

    Could someone please confirm the difference between having Caymanian Status and being Caymanian?

    The Immigration Law says you are not Caymanian unless you have status. The elections website suggests there is a difference between being Caymanian and having status.

      There is no difference. You are indeed not a Caymanian unless you have Cayman Status (today called the Right to be Caymanian).

      The elections website appears not only wrong, but also is divisive (in that it purports to treat persons types of Caymanians differently) and increases the prospect of non-Caymanians being able to register to vote.

      At least the form 4 is (almost) correctly phrased in that it requires everyone registering to vote to confirm they possess Caymanian status – but the evidence required to prove that status appears at some variance from the requirements and expectations under the Immigration (Transition) Act and preceding legislation defining who is a Caymanian.

    Why does it take so long to vet registered voters?

    What can be done to create a system where no one gets disenfranchised and people can register right up to election day?

      Applicants are supposed to be vetted before they are added to the Register which gets approved and Gazetted every quarter. Dead and no longer resident are supposed to be systematically removed from the list, but even with full-time people tasked with reconciling death records and Worc exit data it would seem that somehow this hasn’t been properly reconciled under Wesley’s watch. He is a strange person to be blowing the whistle given its his entrusted responsibility.

      The quantity of postal and mobile ballots in Cayman elections amounts to >50% of votes cast in some districts. The USA average is around 23.5% So, by that metric, it’s an incredibly high percentage of votes cast. To illustrate: Juliana received 155 of her 266 votes, 58%, from this category, Moses also received 58% Jay 53%, Isaac 50%, McKeeva 44% (won by margin of only 27 votes, with 30 more mail-in ballots than Mario), David 42%, Katherine 41%, Joey 39%, Sabrina 38%, Kenny 36%, Bernie 36%, Alden 35%, Barbara 34%, Andre 32%, Roy 30%, Heather 29%, Dwayne 27%, Wayne 26%, Chris 26%

    Sir, what errodes public confidence is when the elections office continues to breach the Data Protection Act. When do you propose drafting a Cabinet paper to fix this? The Supervisor of elections was on Cayman Marl Road show in early December acknowledging that the Elections Act breached data protection requirements and that an amendment to Elections Act was required. Parliament could consider an Elections Act Amendment Bill on an urgent basis.
