Dogs on the attack in weekend of trouble

Cayman News Service(CNS): The Royal Cayman Islands Police Service responded to four reports of dog attacks over the weekend; in all cases the animals were not feral but were pets that were not being properly controlled by their owners, police said. In one case a dog that was inside a car managed to bite a passerby through an open window, causing minor injury that was treated at the hospital. The reports of ferocious dog began on Friday, when the police responded to three separate reports — two in George Town and one in Bodden Town. They received another report on Sunday about an attack in West Bay.

In two of the cases dogs had roamed from the property of their owners and then attacked dogs on other properties. The police said that dog owners in two of the incidents have since been located and warned, and in one case the parties involved are in discussions over possible compensation.

Referrals were made to the Department of Agriculture (DoA) for all the reports.

“Often owners are shocked to learn that their dogs have attacked other dogs or bitten someone,” said DoA Deputy Director Brian Crichlow. “But what must be remembered is that your dog may behave quite differently around others than how it behaves with you. Don’t put other people or dogs at risk by allowing your dog to roam freely about the neighbourhood; you are responsible under the law.”

Police and DoA animal welfare officers are continuing their joint neighbourhood walkthroughs this week to distribute educational material about pets that are not being properly controlled and also enforce the la.

    When my dogs bark loud and disrupt all my neighbors I feel good. Its like I invaded your place without walking a step onto it and there ant nothing you can do. I can’t explain it, but I can have a bad day and knowing I have just caused a little misery nearby makes my day. Maybe that student wont’t be able to study a little, maybe that couple wont be able to have a little peace a quiet at the dinner table, maybe you can’t enjoy the nice weather because my dog is blasting in your ear. Its all good by me.. Just get a dog and join in on the fun.

    The policy of unlimited public warnings hasn’t been working for us. Our laws become useless and foreign when they are not enforced. Contrary to what someone said earlier, there are fines and consequences in the Animals Law (2013 Revision), for example:

    Being in possession of an unlicensed dog in the Cayman Islands, is a $500 fine under §24. Nobody should be able to get a license for a prohibited breed. If you are breeding dogs (any dogs) without a license, §29 prescribes a $10,000 fine. Breeding prohibited dogs is a further $4000 fine, §45. Not being attentive, and/or failing to pickup after pet is a $2000 fine under §43. Dogs off leash *anywhere* is prohibited in the Cayman Islands under §45.2d with $4000 fine and imprisonment for 6 months per §45.6. Stray dogs onto highway is a $500 fine, §36. “Dangerously out of control” under §40, is a $4000 summary offense and/or imprisonment for 6 months, or conviction on indictment imprisonment for two years. Obstructing officers responding to an order is fined at $40/day. To sic your dangerous dog on someone is $500 fine §46. Animal Cruelty has a large section 70 with fines of $4000 and a year in jail. Abandoning your dog – to let them become strays is the same, $4000 and a year in jail.

    There are no mentions of discretionary powers and second chances in the Animals Law (2013 Revision). Quite the opposite. We all know people that would rack up >$20,000 in fines every weekend if there were any serious enforcement, but it has become a joke.

    Decades of stray animals, ignoring the proliferation of prohibited breeds and crossed offspring, organized leagues of commercial dog and chicken fighting, acid attacks, poisonings (much of these chemicals sourced from DoA inventories), mutilations, donkey-rapes, long-ignored and unpunished animal cruelty; all enforcement of Animals Law (2013 Revision) comes down to one person: the Chief Agricultural and Veterinary Officer (C.A.V.O.). He doesn’t seem to be aware that he alone has been the key man for decades holding these specific responsibilities for the territory – protecting the public from animals, and animals from the public! The C.A.V.O can be directed by the Governor (not Cabinet) to waive parts of the law in specific circumstances under section 93, but otherwise, he has to do his job. The press should ask the C.A.V.O. very pointedly to comment on whether such instruction has ever been given, and if so, on which governor’s authority? If he can’t answer, or prefers not to accept responsibility, we need to rescind that appointment (and any comp) and nominate a more professional C.A.V.O. asap.

    Reading the article, the police did what? Warn two people? Oh no, not a warning, (probably not their first). I bet if you go back to the same houses the same dogs are loose. Nobody fined or dogs removed for attacking someone else? Worthless.

      The animals law currently does not provide for fines, but for EVERYTHING to go to court. If the owner was not there at the time, or could not be located, there is little the police or DoA can do except take the dog, IF the dog is there as well. In one of the instances, the dog was confiscated. The animals law needs to be updated to provide for hefty fines, or this behavior will never stop! The DoA said as much on Rooster. It has been languishing for years but the politicians don’t care! It’s not the cops or DOA, it’s the MLAs! Too busy building ports!

        No its the DOA, they need to be more proactive and pick up roaming dogs. Head of DOA says owners are responsible, then prosecute those owners instead the DOA don’t want to do the file necessary to take the owners to court.

        Wrong. The Law is packed with big fines where Police, CAVO and Animal Welfare Officers either routinely ignore, or offer do-overs beyond their remit. THEY should be prosecuted under Penal Code for dereliction.

      I have a video of one of these so called “victims” baiting and teasing the dog to attack her. She did this then recorded the dogs being aggressive towards her, she then called the police.

      The dogs were not doing anything until she started. The worst part is she has a dog in her backyard that she keeps tied to a fence post, with a tree for shade and no water or food for days on end.

      There is always a reason someone does something……..

    There is a moron that lives across the road from me that constantly allows her dog to leave her property to bark and act aggressive towards anybody that is walking on the road. She believes that because her dog is small that it won’t actually hurt anybody. One of these days it will actually bite one of the children that walk on the road and the dog will get put down because of a careless owner.

    Would DOA please pick up the big brown female on Mulberry Drive in South Sound? Her owners are complete shitbags and do not have any intentions of keeping her in their yard. She is growing more and more aggressive towards me and my dog when I take him for a walk on his lead.

      This is my problem in Northward. Cannot take my dog out on a lead for all the local dogs roaming the streets, going through the trash, coming in the yard and pooping, and annoying my dog. Lost count of the number of times my dog has been attacked out walking. I now drive the dog several miles before getting out to walk her.

        The owners of the yellow house east of the South Sound public beach/Community Centre think it’s okay to leave their large black and white dog to roam free on the beach pooping everywhere and being aggressive towards other dogs too.

        If DOA actually did their jobs they’d be rather busy people.

          That’s funny because I’m pretty sure I know of a mid-size dog you may be describing.
          I am down there with my dog twice a day (more on the weekends) and I’ve never seen that dog be aggressive to other dogs unless the other dog comes on his property. But then they sniff each others butt and start playing… So that’s weird.
          My dog seems to love that dog.
          I guess you got lucky to see him poop. I’m not saying he doesn’t, but I’ve never seen that either.

          Of course they are being lazy, but if they actually enforced the laws soon enough people would modify their behaviour and the amount of work would tail off. But as long as everyone assumes there is no enforcement the same old continues. Whether it’s excess tint or not controlling your dog or not paying your employees pension contributions it’s the same story. The law abiding comply, the lazy, greedy and disinterested do whatever the hell they like because they know no one will do anything and our society moves ever closer to being like our neighbors and away from the paradise it could be.
