André Ebanks: Independent candidate for West Bay South –
Recently resigned from post as the Cayman Islands Representative to the UK and Europe.

Background and work experience:

Ebanks has served for the past seven years in various roles in public service, including the past nearly two years as the Cayman Islands Representative to the UK and Europe.

In this role he represented the country’s political, policy and regulatory affairs, managed relations between sister Overseas Territories and the UK Foreign Office, promoted business development, and assisted Caymanians in the UK and Europe with a wide range of matters.

He is a qualified lawyer with an international perspective who has helped the Cayman Islands navigate significant issues of global importance such as Brexit, the EU tax list, and the Covid-19 pandemic.

Prior to his role leading the Cayman Islands UK office, he was Deputy Chief Officer in the Cayman Islands Ministry of Community Affairs, which was principally responsible for the Department of Children and Family Services, the Needs Assessment Unit and the Gender Affairs Unit.

Before that, Ebanks was Senior Legislative Policy Advisor in the Department of Financial Services Policy and Legislation, in the Cayman Islands Ministry of Financial Services.

He has played an integral role in developing legislation and regulations, including the enactment of the Securities Investment Business (Amendment) Law 2015 and the Mutual Funds (Amendment) Law 2015; the Limited Liability Companies Law, 2016; the Foundation Companies Law, 2017; the revamped  Accountants Law; the Limited Liability Partnerships Law, 2017; and the enactment of portfolio insurance company regulations.

Before joining the civil service, Ebanks commenced his legal career at Appleby (Cayman) and subsequently worked in the Investment Funds Practice Group of Walkers (Cayman), where he specialised in investment fund formation, restructurings, liquidations, general corporate and regulatory matters

Ebanks’ academic and professional background is in sociology and law. He has a B.A. in Sociology from Morgan State University, obtained his LLB from the Truman Bodden Law School, and has a Masters in Legal Practice from Manchester Metropolitan University. In 2005 he was called to the Bar of England and Wales by the Middle Temple, and in 2006 called to the Cayman Islands Bar.

Among his many professional and civic memberships and activities, he held positions as an ordinary and council member of the Caymanian Bar Association, is a past member of the Cayman Islands Law Society, and a member of the Honourable Middle Temple in England.

Ebanks has served on various statutory boards and organisations in the community, including youth mentoring organisation Generation NOW, the Human Rights Committee, the Gender Equality Tribunal and Cayman Airways Ltd.

He is the son of Attlee Ebanks of West Bay. He is married to a senior civil servant and together they have two children.
