NCFC names new Sister Islands planning board
(CNS): The coalition government has named a new line-up for the Cayman Brac and Little Cayman Development Control Board (DCB), which hears planning applications for the two Sister Islands. According to an extraordinary gazette published on Friday, Stephen Tatum, an accountant, has been appointed as the new chairperson. There are also five new private sector members and an ex officio member from the airport.
In addition to Tatum, the National Coalition for Caymanians has appointed former district commissioner Kenny Ryan, the current plant manager at the power company, as deputy chair, and Richard McElhannon, a real estate agent, as the member for Little Cayman.
The other members are local business owner Tracy Hunter; Keeshan Ritch, power generation supervisor at Island Energy; and Elkie Rose, a lawyer and regulatory consultant. CKIA Airport Manager Joshua Burke is now the ex-officio member, and Andrea Stevens, a planning officer on Cayman Brac, has been re-appointed as the board’s executive secretary.
Their appointments started on Sunday and will run for two years.
The board does not meet as frequently as the Central Planning Authority on Grand Cayman, but the number of applications is increasing on both islands. Some applications are running into controversies especially given the increasing environmental concerns as development begins to encroach on both islands, threatening pristine habitats and the unique local species that depend on the islands’ natural resources, such as iguanas and booby birds.
According to the planning department website, the previous board last met on 13 May. At this point, there is no indication when the next meeting will take place.
Correction: An earlier version of this article stated that Stephen Tatum is an accountant at the Dart-owned power company, Island Energy. According to the general manager of Island Energy, Mr Tatum has not worked for the company but worked for Cayman Brac Power and Light from 2013 to 2014.

Dear CNS, you may want to correct this information. Mr. Tatum does not work at Island Energy. He was a junior accountant at Cayman Brac Power and light 10 plus years ago.
CNS: I’ll happily change this if it’s wrong but I’ll need an email from an identifiable person. His LinkedIn page says he still works for the power company.

Tatum is experienced at buying cheap bluff land, subdividing, then marking up individual lots for resale. Bravo – give the lad a Mckeeva style honorary PhD in planning.

Did you fact check before publishing ? Chairman does not work for any Dart owned company. Poor example of journalism, rushing to connect dots that don’t exist.
You must have missed the memo (and paragraph above) where Dart bought Island Energy (formerly Cayman Brac Power and Light). Mr. Stephen is an accountant there.
Three of the six members work for Dart.
–Hunter operates a trucking company, so more development delights him.
–McElhannon, is a builder and a real estate agent, so he gets a double dip from more development.
–At least two of the members do not live full time on Cayman Brac.

It’s pretty much a Dart board.
Dart’s companies have purchased hundreds of acres of land on Cayman Brac.
The question is whether the members close to Dart will recuse themselves if an application for development of Dart land comes before the board.

Yea, chairman moved back “home” alright.. after spending the last decade since early 2010s shxtting on the Brac and his fellow Brackas on Facebook, only to call it home again now after figuring out how to make a buck off of the land.
