Two in quarantine lockdown after isolation breach

| 01/04/2021 | 91 Comments

(CNS): Government officials have reported that was another alleged breach of COVID-19 isolation protocols on Wednesday, when, during a routine welfare check, the Travel Cayman Mobile Compliance Team found an unauthorised visitor at a residence where a traveller was in isolation. The incident has been reported to the Royal Cayman Islands Police Service (RCIPS), who are investigating, but the individuals have already been warned for intended prosecution. Both the traveller and the person visiting have been placed in a government quarantine facility.

Primary contact tracing has been undertaken adding that there is no immediate cause for public health concern. Officials did not say if the traveller or visitor have been vaccinated or if the traveller was negative or positive for the virus. But they did state that, regardless of a person’s vaccination status or COVID antibody status, there is to be no direct contact between members of the public and persons in quarantine during their period of isolation.

Anyone delivering food or supplies to someone in quarantine should remain in proximity to the property for the minimum necessary time for delivery and immediately depart. People in quarantine should not physically collect supplies until after the person delivering the supplies has left the yard space or property vicinity. Anyone that is found to be in breach of the mandatory quarantine provisions is liable to a fine of up to $10,000 or two years in jail.

Meanwhile, just one more traveller was added to the tally of COVID positive cases in Thursday’s COVID-19 test results. Cayman has now recorded 501 cases of coronavirus here since testing began in March last year. There are currently 22 active cases of the virus among those in isolation and quarantine, with four people suffering symptoms of the virus.

Efforts to vaccinate around 75% of the population continues, although the pace slowed down this week. Around 47% of the population has received one does of the PFizer vaccine and around 31% the full course. Just 131 people received either a first or second shot of the vaccine over the last day. In total 30,607 people have received at least one vaccine shot.

Where are people getting this 99.9% survival rate? Worldwide stats are 2.9mil dead and 132.7mil infected. This is a 2.2% death rate ??

  3. Anonymous says:

Oh no! A breach! They may have the virus that’s so deadly you have to be tested to even know you have it
    Oh my gosh
    Hide everybody

CNS: There is no excuse for this level of ignorance a year into the pandemic. SARS-CoV-2, the virus that causes COVID-19, is so deadly precisely because most carriers don’t know they have it. This is why it spreads so quickly and so widely. Most of the carriers will be fine, but because of the scale of infected people, it will reach people vulnerable to the disease, many of whom get sick and some die. An estimated 2,863,193 around the world have died of it so far, even with all the precautionary measured taken to try and stop the spread.

    • Anonymous says:

Not sure about that CNS. The estimated number of dead FROM covid19 is very different than an estimated number WITH Covid19. It’s not overly deadly compared to many diseases out there (Yellow Fever, Ebola, etc.) It is clearly very bad, infectious, etc. However there is simply no argument anymore that its far from the world ending pandemic we’ve been panicked into accepting it was to be. Simple data over the past 12 months proves this. Lockdown or no lockdown, the patterns of viral spread mimic seasonal respiratory diseases. The real tragedy of all this is that whilst we’re nice and protecting the vulnerable, we’re devastating so much of the world – economically, politically and also the health of so many of us that simply would never, ever suffer with this Covid19. And the poster is correct, its nearly laughable that you have to be tested to know you have it, that’s how non-deadly the thing is.
Its a case of perspectives. Some see it your way, some see it the other way. Neither is 100% right or wrong. But what is wrong is how we continue to live in fear of a non-pandemic.

      • Anonymous says:

Oh my,where to start?? Do some research before posting. The biggest difference between Ebola etc and Covid is how it is spread. Example Ebola was only spread in late stages when symptoms were easily visible and through blood or sweat. Covid can be spread by asymptomatic people simply by talking to them from up to 6 feet away. Which do you think is worse? Another difference is the number of people worldwide affected. At the end of the Ebola pandemic it infected 28,000 people. Covid has close to 500k new cases per day. Which is worse? And of course death rates. Let’s use total deaths instead. Ebola with 50% death rate killed 14,000 people total at the end of the pandemic. Covid kills almost 7,000 per day. Which is worse?

    • Anonymous says:

People “vulnerable to the disease” should have already been vaccinated and thus this breach is irrelevant to them.

CNS: Tell that to a parent of a child with a pre-condition. You people!

      • Anonymous says:

        CNS: loosen up
Please don’t act like this virus is proof of ignorance. Let me give you something to think about, especially since you mention children:
According to the CDC there are over 800,000 child deaths per year from diarrhea every year. Eight-Hundrend-Thousand!

About 88% of diarrhea-associated deaths are attributable to unsafe water, inadequate sanitation, and insufficient hygiene.
Rotavirus is the leading cause of acute diarrhea and causes about 40% of hospitalizations for diarrhea in children under 5.
Most diarrheal germs are spread from the stool of one person to the mouth of another.

Why is this not worldwide news? Because it’s not happening everywhere? Do we pick and choose what is important?
Are these lives in areas where the people are less important?

        I’ll go on:
The top PROVEN ways to save these lives:
        -Vaccinate for rotavirus
        -Provide Safe water
-Adequate sanitation and human waste disposal
        -Promote Handwashing with soap

CNS: Loosen up about death and disease? Don’t be silly. You’re right, those things need fixing. Yes, they are worldwide news if you read good news sources. Most people don’t. And yes, there are global agencies trying to tackle these things, which are underfunded (and other problems). No, of course those people are not less important. Why would you ask that? Yes it’s difficult to get global attention on something happening in distant lands. As a rebuttal it’s a non-sequitur, but it’s always good to remind people of these things.

OK, I know the majority of people in Cayman are not represented on this website, however those who constantly point the finger and show their anger towards expats on this site are flat-out bigots and hypocrites. You are racist, period. Take your multiple comments on this thread and go over to the other thread on a jewelry store robbery where no race is mentioned (do you think they were expats) and then just disappears into the unknown on a pebble in the middle of the Sea.
    You same people are P A T H E T I C

A lot of posters here seem to know that this breach was by an expat. Is this an open secret of a stupid assumption? I don’t know. I do know that the only known case of someone reportedly covid positive breaking quarantine twice is Caymanian so maybe cool it with the xenophobic nonsense huh?

CNS: He was charged last month. See here.

CNS: You’re more than a little confused how this works. He’s been charged but it has not gone to court yet. The court decides if a defendant is guilty or not. If a defendant pleads or is found guilty, they are then handed a sentence by the magistrate or judge.

Too many scumbags have been invited to come here to this island, Global citizens my @$$ instead of those who have come here and help build this place with us . When covid was running rampart through our streets those who could afford to run ran away but those who couldn’t we had to stay (caymanians) and (expats) it was us that sacrifice and obeyed the shelter in place curfews and restrictions that brought cayman back to a covid-free environment, and now that cayman is a safe bubble to the rest of the world those same global citizens has returned with their family and friends and once they come from big money every Harry, Larry, Skylar and Moe is invited back to seek sanctuary here. They don’t obey laws and social distancing regulations in their own countries and now the island is infected once again from these unruly turds.
I can remember for months I couldn’t go look for my mother and grandmother and family and friends even though we all are just a stone throw away from each other, but anyways troll maybe you should just stay behind your phone/computer screen and please for our future’s sake, do not and I repeat do not reproduce.

People are so inconsiderate. Just follow the rules and let’s get through this without another wave.

    • Anonymous says:

If person tests negative and is vaccinated, is there really a need to be in quarantine? Doubt it.

      • Anonymous says:

And you know these people were that? Also to answer your question. Yes. Unless they test negative minimum 7 days after arrival, you can’t be sure.

      • Anonymous says:

        Depends on your risk tolerance.

        a) People test negative and then positive a few days later, e.g., after coming into Cayman, all the time because of the ‘incubation period’ of the disease.
        b) It is to be expected that vaccinated people can still catch/carry/transmit the disease. (To some percentage.)

Is the chance of a negative-tested vaccinated person actually not having the disease (or being able to spread it) very low? Yes. But it is not zero. So saying you doubt there is a need to quarantine is not the same as there being no benefit to quarantine. Or even the (socioeconomic) costs of the quarantine outweighing the (socioeconomic) benefits of the quarantine.

Of course the risk is even lower if the other person (the local public who might catch COVID from an infected traveller) is also vaccinated. Hence the push for local vaccination before quarantine is removed. Even in that perfect scenario (both vaccinated and test positive) is there still a non-zero chance of COVID spread? Yes.

So the Govt. will soon need to change its messaging. From ‘quarantine until all vaccinated’ to ‘all vaccinated, risk suitably low, no quarantine but continued vigilance’. Because I will agree that we don’t want people thinking that the country can get (or can afford to get) to a zero risk of COVID in the community. Just an acceptably low risk of COVID in the community that makes significant numbers of people sick or dead. (Significant is of course undefined, but I’ll go with ‘detectable increase in overall death rates or overflows hospital capacity’, both of which situations are being seen in other countries.)

      • Anonymous says:

How do you not know the answer to this question already?

      • Anonymous says:

Whether quarantine is “needed” may be debated BUT there is zero room to debate on whether quarantine is “required”. The laws of Cayman currently REQUIRE it……10 days if fully vaccinated and 14 days if not fully vaccinated.

Every single traveler agrees to abide by the Covid laws. If a person doesn’t plan to follow quarantine rules, they should stay home.

      • Anonymous says:

Yes! It is the law and until the law changes it is a criminal offense.

I am not sure why people just think because they believe something else that they don’t have to follow the law. This is not Trump country where you watch your relatives die from coronavirus because you choose not to wear a mask or social distance for the stupid reason that it impacts your human rights. Human rights are no good if it kills you or those people around you.Get sense people. All of this political foolishness still isn’t working in the USA and we don’t want or need it here.

Because we choose to follow the law, we now live in a covid free environment and are the envy of the world. Those that choose not to follow the rules and do the quarantine which has been proven to work for us need to find another place to live in my opinion.

I live in a block of condos. A couple of units are used for quarantine & one is in the ground floor. People there open their patio doors & visitors sit outside. Is this legal?

    • Anonymous says:

No!!! and it will get rougher for the rest of us if these condo quarantine folks “bend the rules.” Sounds like they are playing with fire…just what’s App or facetime?

It is going to be WORSE with Easter this weekend and families will want to “drop by” please resist and call your Strata Manager ASAP.

      • Anonymous says:

Yes – it comes down to what is the defined quarantine area. The defined area for a condo is the living space plus the patio/balcony. The general area of the strata is not the defined quarantine area, otherwise everyone living in the strata complex would be in breach. As long as the quarantined person does not leave their defined quarantined area, and no one else enters the defined quarantine area, then there is no breach.

      • Anonymous says:

Yes it is allowed butthole. If the boundary doesn’t include the outdoors then someone can stay outside some defined distance away and it’s allowed

im sure you’d love north korea where you can snitch on people for talking

      • Anonymous says:

I’m sure you would love to get covid again because people see quarantine infractions and don’t report because they are seen as snitches. Like how old are you? What mindset is that to have? If you see someone break the quarantine rules then you report them because we all need to be responsible for keeping this virus out of general population. Maybe you should educate yourself instead of calling people snitches. Calling you stupid would be an insult to stupid people. Grow up.

        • Anonymous says:

I think you are the uneducated one because if you did even a tiny bit of research, you would realize that covid has a survival rate of over 99.997%, and is comparable to the regular flu. Also, if you knew anything about history, you would be concerned about giving up basic rights because of “security”.

          • Anonymous says:

            Lol.

Loving your made up stats. 130k people in uk have died of covid, that’s 0.2% of the entire population most of whom haven’t even had covid. You should be able to figure it out from there.

            • Anonymous says:

You do realise most of those people had serious health conditions and may well have died even if they hadn’t had Covid? That’s why it’s classed as “died WITH Covid” and not “OF Covid”.

CNS: It’s really disappointing that this still needs to be explained. Because of possible discrepancy in how deaths are recorded, in order to study the effect of covid in any country it’s important to look at excess deaths, i.e. how many more people died than was projected. There’s plenty of info on this from official sources for any country you choose. This shows conclusively that many many people died who wouldn’t have otherwise.

The callousness in the “may well have died’ throw-away comment is breathtaking. People who have a pre-existing condition, or who have a family member, especially a child, with a pre-existing condition who could, with the right medical and lifestyle care, live for many years but were/are put at real risk of death or serious illness from covid have a right to be angry about the “oh well, they were old or sick anyway” attitude. Thank God for the vaccines.

              • Anonymous says:

The UK had excess deaths of approx 90,000 in 2020. A year in to the pandemic the ignorance of so many posters like 9:39 is staggering. Well said CNS.

The truth of the matter is, having a system that relies on the integrity of those in quarantine will result in the eventual outbreak of COVID-19 back in to the local community.

Allowing people to stay at a residence is a bad idea and will eventually be a regrettable decision.

All of the hard work out it by the PEOPLE of Cayman will go down the drain, simply because of some selfish individual who does not believe the rules apply to them.

I’m willing to wager that some of these very same quarantine-breachers are coming from countries where the virus is out of control.

I look forward to your campaign to remove the drunk driving rules and your explanation to the victims’ families as to why, statistically, its no big deal. (Especially the victims in the other car, i.e., the people waiting their turn to get vaccinated against COVID.)

      • Anonymous says:

Every Time I hear someone say this foolishness about 99% survival rate, I have to follow up with the question, why are you hiding out in Cayman? Why aren’t you traveling the world and not wearing a mask while you are doing it? Have you had covid? If so, any ongoing side effects since you survived? If not, what if you or one of your relatives contracted covid and died or have to live their live with serious side effects.

I have two family members in Tampa that died from catching it, one was only 31 and the other 52. I can tell you, I prayed every day for their survival and when it comes to death neither 99% or 1% means anything. Do you know how difficult it is to watch a family member slowly die and you can’t even as much as give them a hug and in my case could not even talk to one of them because she was on a ventilator.

Until it happens to you, you will never understand what 1% means. At that time you will wish and pray that you will be one of the 99%.
