McTaggart still disputes Panton’s government

(CNS): Roy McTaggart, the leader of the Progressives, is refusing to concede, saying that Wayne Panton, the leader of PACT, does not have a majority and by putting McKeeva Bush in the speaker’s chair, he has created a hung parliament. Following Panton’s announcement earlier that he had secured an agreement with ten non-Alliance Independents, including Bush, McTaggart argued that with nine members in government and nine members in opposition PACT would not be able to pass legislation. He described Panton’s announcement as “merely a ruse” because a speaker can only break a tie in favour of the status quo.

Although the country has voted for an Independent-led government, McTaggart has still not offered to support Panton’s potential administration. Making it clear that the Progressives intend to obstruct Panton’s efforts, the PPM-Alliance leader said the PACT would not only be incapable of passing legislation, they cannot even elect a Premier.

“Parliamentary convention throughout the Westminster system of government in the Commonwealth requires that the casting vote given to the Speaker to break a tie be exercised only to preserve the status quo, not to pass legislation or to elect a new Premier. Mr Panton does not therefore have a viable government at this stage,” McTaggart said.

“This is merely a ruse and whilst Mr Panton may be able to fool some of the country with this tactic, he will not be able to fool the majority. The Progressives and our Alliance partners remain committed to working with elected members to form a Government that can manage the affairs of state and one that can stay together through the difficult time ahead,” he added.

The statement makes it clear that the PPM is not giving up despite what appears to be overwhelming public support for Panton to lead a government made up of Independents. But at this point McTaggart’s position is also untenable. Until either a PACT member reconsiders the PPM-Alliance or a PPM-Alliance member crosses the floor, Cayman could be heading to the polls again in the not too distant future.

    The state of our islands is a complete mess, we voted for change and we got it. We don’t know what was negotiated between Panton and McTaggart but I would prefer to see a balanced experienced government with a maximum of 4 PPM forming it along with the independents for what is best for these islands putting aside egos and greed.

    Are all the various independents members going to come together and create one manifesto outlining how they plan to move the country forward or do they all have their individual ideas, can that work or will it be a one man show? With any organization/government a common goal is needed.

    Fellow Caymanians if you have not read our constitution I ask of you to please do, so that you have a understanding of it for yourself and not just listening to what you hear.

    Either way it’s still the same Caymanians that are in control, know your history!

    Did Mr. Wayne Panton’s manifesto really suggest that land ownership should require development within a certain timeframe “or the land is returned to the market”?

    If that is the case that will result in the total destruction of what is left of the environment in the Cayman Islands. I think a lot of people are hoping that Mr. Panton will be good for the environment because he helped steer the National Conservation Law through – If he really believes in ‘returning raw undeveloped land back onto the market’ – there will be bulldozers clearing every last piece of land – it could be horrific…too awful to even contemplate…

    the best option is for Wayne and Roy to put on their big boy pants and get together face to face in a room – and don’t leave until they’ve worked out a Cabinet with a mix of the best of PPM and PACT.

    It’s grating how authoritarian lecturing experts of Westminster parliamentary governance, always glaze over the key construct: that the executive branch must be held accountable to the other Legislative members and people. There’s no mention of private caucus Bill ascents, debate censure, or obfuscated back bench reporting. There’s another word for that and it’s not Westminster. Ironically, it’s the people of the Cayman Islands, that are right now grappling for something that better restores the baseline tenets of the Westminster system. We haven’t seen them in a long time.

    Please keep in mind that it was the PPM/Unity government that called for early election in order to side step dealing with the Mac issue. I will never excuse them, or all that remained silent, for that. They were afraid of losing control prior to election, that is why they made the decision they did. They have no right to now use siding with Mac as a negative. It is the old “do as I say. not as I do.”

      The 5th grader also defeated a very impressive, educated Caymanian by 27 votes.

      If you ask me (and the majority of voters) we would all much rather have Mac as speaker (having signed code of conduct etc) than have the PPM challenging its citizens with their own tax money and selling Caymanians down the river to the developers/rich expats for another 4 years.

      to the PPM – I guess that small miracle with the port turned out to be a massive miracle that kicked your assess to the curb!

      And the best part (which shows just how disenfranchised you are with the Caymanian population) – YOU DIDN’T EVEN SEE IT COMING!!!!!

    What I find so discouraging is the apparent foregone conclusion that the PPM members, sitting in the opposition role, will need to oppose/block any and every thing that the new government proposes. What about evaluating each proposal on the merits that it offers the country and acting accordingly? A strong opposition is a good thing – we should be looking at things from different angles and engaging in healthy debate. But not everything is controversial and opposition, for opposition’s sake, is exhausting.

      To be fair, they would actually have to do this to be castigated for it.
      This is similar to the argument that Wayne HAD to buy off McKeeva with Speaker because otherwise the Progressives would. Note that they hadn’t, but it makes a useful straw man to justify deplorable behavior.
      I would suggest we save our indignation to those actions that have actually taken place, and to be sure there will be many that deserve it, but being mad about something that might happen and hasn’t is a little silly.

    How is 50% of the seats “overwhelming support” for a Wayne Panton government? Looks like half the districts want Panton and half want McTaggart. Either way, we will have an unstable government. The Panton side has been consistently bashing the previous leadership, but no one is talking about Panton’s new Cabinet Ministers. Say what you want about the outgoing Ministers, but each one of them has more integrity than Panton’s bunch combined. We will now have a full Cabinet of rookie ministers who can chat but who have never handled money. It is going to be interesting to see what happens once the honeymoon is over and these guys get full access to the Cookie jar.

    I don’t think very many of us are happy about this other than persons who were unconcerned with Mckeeva’s behavior in the first place but if the choice is having the PPM continue to destroy Cayman and the lives of Caymanians for the next 4 years or having that clown out a wig on once every 4 months then I know which I’d prefer to not have to make any arrangement with Mckeeva at all but the PPM and their financial backers have made that all bud impossible, if the choice is Mckeeva or the PPM, I’ll take the devil I know over the devils who will sell us all down the river to line their own pockets and to soothe their business interests

    My honest opinion is that they are not being totally honest with us. Either they have more than ten members on their side or the idea is make Bush a Cabinet member after swearing in. This could be done by appointing a Speaker from outside and have Bush replace the least experienced Minister who currently would be Jay Ebanks. Not sure if McTaggart is right about them not being able to appoint the Premier perhaps someone knowledgeable can enlighten us as to the procedure.

    That’s just a sensible convention. We’ve seen what happens to those in this era when they get in the way of power. McKeeva has never had qualms with breaking the traditions of the Speakership. I expect he will do so here and if challenged he will say that surely as one of 19 elected he has a say too in who should be Premier.

    The fact is that as of now, if PACT wants to force itself into government, it can, and Progressives cannot do anything about it.

    The country did not vote for a Independant lead government. The country overwhelmingly voted for the PPM as no other party was contending.

      First of all the people in CBE and CBW have no choice, so that is a given. It’s pretty bad that an alcoholic/drug user could build a base on the Brac and have more than 150 votes! they must really want JOC gone.

      Yet the bloody PPM couldn’t convince even ONE more person to run with them in WBW or anywhere? They can’t even get more members to step up in four years? Is there no succession plan?

      It’s very telling that several of their previous members are now in opposition or left the party; and people are protesting against them taking the helm.

      12 independent vs 7 PPM – Austin out, Eugene out, Tara gone, Frank Cornwall landslide. Take out the 2 from Brac/Little and that means only 5 out of the 17 members from Grand are actual PPM members.

      If PPM wants to be part of a coalition Government they should join PACT -duh

      Every election if the government changes residents/voters say the previous administration made a mess of things. There really will never be satisfaction. McKeeva Bush/UDP were they worst for two election cycles…until PPM took the reigns. Then after these past two election cycles PPM are now the worst. McKeeva according to the people was a sellout because he sold out Caymanian land to Dart; allowed Dart to buy and build and got free concessions. He McKeeva gave free and unearned Caymanian Statuses. Then it has become Alden/PPM sold out to the UK and the white investors/money people/special interests groups. This government cycle is not the first Cayman was on a “black list” or being placed in a financial scrutinized position. This has happened a few times over the past 12 or more years. One thing politicians count on. A short memory. 6 of 1 but half a dozen of the other. It is politics. There will never be enough to please everyone all the time.

        To his credit – Cayman was a desperate backwater when Dart showed up. McKeeva took a calculated risk. it is easy to judge him poorly in hindsight. The biggest problem with the Cayman Islands and the Caymanian people in general is their short memories and lack of consideration as to how lucky they were then and how lucky they are now. Always the focus on what is missing from their plate rather than grateful for what they have on it. Looking around this region you see so much need and want. Here we have an abundance because of our forefathers with vision. We need more of the fittest and wise and less of the fat, indulgent and entitled here.
