Indie PACT cracks under donor pressure

(CNS): Sabrina Turner, the newly elected MP for Prospect, and the new member for East End, Isaac Rankine, have been picked off by the PPM-Alliance from the Independent PACT group, according to PPM Leader Roy McTaggart, who released what is claimed to be the signature page of an agreement document last night. According to sources close to the backroom horsetrading, the pair were subjected to pressure from campaign donors not to support Wayne Panton’s PACT. While Jay Ebanks has yet to sign on to the PPM deal, his name was on the document. The decision by the two independents to sign has met with massive voter backlash, as the public does not accept McTaggart’s claim that the election was a vote for continuity.

Panton told CNS that he was surprised by the turn of events, given that it was only a matter of hours since the three members had signed the document that he took to the governor. He said all of them had simply walked away and turned off their phones, and by Friday morning he had still been unable to speak with any of them about the issues that have made them renege on the original agreement to form a People driven, Accountable, Competent and Transparent (PACT) government.

“I am willing to have that discussion but at this stage I do not know what became the problem for them. They are grown-up people who are responsible for their own actions and we can only wait now and see what they ultimately decide to do, given that they have signed two different agreements.”

The PPM has not said if the letter supporting McTaggart as premier has reached the governor’s office yet, but when it does, he will be faced with two competing documents that claim a majority of support for two different premiers under two different sections of the Constitution.

McTaggart issued a short statement late Thursday evening saying he was pleased to confirm that the PPM had an agreement with ten elected members to form the government and to elect him as premier. “This will allow the country to have a stable Government and continuity as we address the rebuilding from Covid,” he said.

McTaggart is assumed to be requesting he is appointed premier under section 49(2) of the Constitution. But in reality he does not have a majority party as it remains a coalition, and so he should, as Panton has done under under section 49(3), request a meeting of Parliament for a vote, which would be a much fairer way of resolving the competing letters that Governor Martyn Roper is expected to be in possession of this morning.

This would give the opportunity for the electorate to put some pressure on their MPs to counter that being applied by special interest groups. CNS understands that protests are already being planned in opposition to the PPM forming the government and specifically against Turner in Prospect, given the fact that she was voted into office after the electorate rejected the PPM-Alliance candidate.

The result in Prospect was a clear vote against the continuity that McTaggart claims the electorate voted for. Turner was elected in a close race but one that was an evident rejection of Austin Harris, the incumbent and unequivocal supporter of the PPM-Alliance. More than 70% of voters in that district voted against Harris and the PPM-Alliance ticket on which he was running. 660 people voted for one or other of the two independents on the ballot, both of whom had claimed no allegiance to the administration. It is impossible to reinterpret that to mean that the voters had actually voted for a PPM-led government.

Turner has now announced a constituency meeting at 7pm Friday evening at the Seafarers Hall.

It may be more nuanced to make the case for Rankine, as he ran against the incumbent Arden McLean who had campaigned in opposition to the Alliance. In addition, Rankine had met with McLaughlin early in the campaign and issued a statement indicating that his goal was to serve in government. However, that opportunity was given to him by the PACT group, which is aligned on a clear list of policies that Rankine had agreed to on Thursday when he signed the document supporting Panton as Premier, which has been submitted to the governor.

But Rankine, like Turner, as well as Jay Ebanks in North Side, whose position is not yet confirmed, have been placed under significant pressure and reportedly offered a number of inducements not just relating to Cabinet positions. While the pressure has come from the Alliance itself, CNS understands that it has also been applied by external wealthy and powerful individuals who were banking on the PPM-Alliance remaining in power and went out on a limb yesterday using various proxies to ensure that pressure and persuasion were used to get the numbers for McTaggart.

Chris Saunders had raised his concerns on the eve of the election that the non-political forces that have had undue influence over governments of late were already doing what they could to undermine efforts that he and Panton were making to bring an group together on their shared platform that could present a viable alternative to the PPM-Alliance. The men were clear on their policy positions relating to curbing excessive over-development, prioritising the environment, introducing a universal single-payer healthcare system, consumer protection and fair trade, among other goals to improve the lives of ordinary Caymanians.

CNS has attempted to contact the three independents but they have all been unresponsive.

Since this article was originally posted, Turner has called a constituency meeting for this evening at the Seafarers hall at 7pm.

Confirm if you have never been at one of the parks donated by DART. West Bayer’s are very happy about the road they now have to get into town.

    This is really sad and insane. Trump vs Biden, BLM movement and all other countries personal matters, we Caymanians are quick to voice our complaints and dismay but we’re facing blatant corruption right in front of our very own eyes in our OWN country and so many of my fellow Caymanians are standing by voiceless turning their heads in the other direction. These politicians are voted by us and expected to represent our best interests not their own personal gains and aspirations. We need to hold them accountable for their actions and not standby while they sell us out piece by piece.

    Hey Cayman, opinion, comments, views…. all valid by right but all not necessarily correct.. in my opinion!

    My take is :

    Wayne’s rush to form a Government led to him including at least 3 “dubious” candidates in his proposed Govt. For me, that simply dismissed Wayne, in whom I had hope after Election results were published. Further, he continues to use Lindsay as his spokesman now, a man who wasn’t even elected!!… and who’s not yet officially a part of any Government! Come on Wayne, this all shows that you are not as prepared, seasoned or politically masterful as Alden or Roy, or as many of us had hoped.

    I respect that the people of Prospect and EE (specifically relevant to this discourse) voted for their candidates as Independents. of course, they would not want their candidates to join the PPM camp. BUT people…ask yourselves, is any decision ultimately based on what’s good for EE, Prospect or any individual constituency or for what’s best for the Islands as a whole?? From that perspective, I can see why PPM is determined to “poach” and I can see why Rankine and Turner may turn. For the good of “Country” at large!!

    God knows I didn’t want to see Juliana, Barbara and some others back in any Government! Unfortunately, Wayne’s options for the Islands’ Government includes only himself, Saunders, Bernie, Bryan and Heather with ANY MP experience – ALL the rest are novices. Kenneth Bryan in Cabinet? Really??!! May as well accept the other convicted felon! Although I am happy that Kathy and Andre, especially, were elected, a Government made up of majority novices (some with chequered pasts – including convictions for crimes) could never be effective and successful for the people!! If PPM can form a better Govt that Wayne’s desperate attempt.. then by all means DO IT!!

    Remember, in the long run it’s for the people, the majority….not just the people of Prospect or East End…etc.

    Think, people, don’t just react, as Wayne Panton seemed to have done. Wayne has displayed his lack of leadership qualities and disappointed me…for one!!

      Roy has already stated that Sabrina and Isaac, both complete and rookies, will be given Cabinet seats in the Alliance government, so your arguments are utter nonsense. No doubt John John, who is worse than useless will also be given a ministry, ditto JuJu, ditto Moses, who spent much of the last four years spending million trying to persuade that we needed a dock we didn’t need. Joey will go back to building roads and not doing anything to actually address the traffic issue. But at least we won’t have Tara (who was also given a Cabinet seat as a rookie by Alden) screwing up the FS industry.

    Is anyone thinking how unstable this is making us look in the eyes of the world? We look like a 3rd world banana republic at this point! I would not be surprised if UK implemented direct rule after this debacle. Think of the implications for the country’s financial rating and the knock on effects to our financial industry! All because PPM desperately wants to hold on to power. That’s what the early elections were about anyway! Alden didn’t want his government to crack apart over McKeeva. These people will stop at nothing to retain power! That much is obvious. I’m so sad that our people didn’t have the sense and integrity to resoundingly defeat them. Yes – I am talking to you George Town! If Johann had prevailed in GT North, and Alric in GT South we wouldn’t be having this conversation! But it seems some of us want more hand outs as second class citizens rather then hand ups and opportunities as proud Caymanians. And don’t get me started on the former Premier of our country dancing like a jackass to a song mocking his opponent. Disgusting.

    This is all just a repeated and glaring example of the need for a paradigm shift in what is a completely unacceptable, negatively consequential and debilitating status quo as it pertains to the inequitable and asinine constructs of inequity which subjugate the Cayman Islands and her people to a woefully inadequate, institutionally corrupt and illegitimately influenced farce of democratic process and/or processes from the inside out, from the outside in and from beginning to end.

    Moreover, regardless of whether or not the parameters of the Westminster style of parliamentary democracy, out of dire necessity, are to be superseded by the real and tenable, lasting and valid, interests/benefit and well being of the Cayman Islands and her people, then what should be abundantly apparent to any objective, uncorrupted, right minded and/or clear thinking individual and/or member of the electorate is this; The only group of people in and of the Cayman Islands who, deserve, should and/or shall have the valid right to choose who will be the Premier is the electorate themselves/ourselves, to the explicit exclusion of any and/or all others and specifically to the explicit exclusion of those who are themselves given the privilege of a position of elected leadership and those whose decrepit and well recognized modus operandi of deceitful, self interested, greed induced, undemocratic, illegitimate, debilitating, manipulative, underhanded and inequitable tactics use said inequitable constructs to further their own agenda/s at the expense of all and sundry.

    Those who cannot and/or will not yet identify/address and proactively seek to rectify this as one of the underlying and extremely destructive cause and effect factors which the Cayman Islands and her people are both subjugated to and unjustifiably made to endure are either themselves a part of the problem itself or they are willfully ignorant and in dire need of whatever level of intestinal fortitude and/or personal integrity and/or wisdom necessary to deal with these issues at the base of the root.

    This will require not only a solidarity and a consciousness on the part of those who actually understand and who hold reverence for the value of a valid, equitable and workable system of democratic process, but it will require those who are deserving and/or otherwise currently and in the future in possession of a position of elected leadership to act both selflessly and with integrity. There is nary a shadow of doubt that failure to do as such will result in repeated traitorous debacles of continued maladministration, institutionalized corruption and underhanded profiteering at the continued expense of the Cayman Islands, her people and any hopes for a viable, sustainable and equitable future.

          This is a parliamentary democracy not a presidential one. Individuals do not vote for “Premiers” – that is the cornerstone of a parliamentary democracy. Where we fail here is not having a functioning party system.

Wasn’t he not voted out by his constituency last term, to now be voted back in naturally/assumably with a chip on his shoulder/ego. Not trying to take sides, but for constructive thought only.

      Clearly you have taken sides or you wouldn’t assume such foolishness about Wayne Panton or attempt to smear the man. Anyone who knows him knows that he does not have a chip on his shoulder and that he has a real and deep love of the Cayman Islands and its people. He lost the elections last time by about a dozen votes and won it this time by a wide margin in a 4-way race. We cannot prove that he is the favoured leader over the whole country because we don’t have nation-wide elections, but I can tell you that he is widely respected, unlike Alden who is not a loved figure, except by developers.

    The Governor is ultimately responsible for ensuring good governance, and what seems to be very limited application of the Nolan Principles in the Cayman Islands. Even while the jurisdiction sits on one sanctions list and is being openly considered for inclusion on others, for among other things: political corruption, money laundering, and lack of enforcement. The Anti-Corruption Commission, if anything more than a smokescreen of political compliance, should be on red alert XXXX

It appears that the direction of the nation for the next four years is going to be decided by a few rich people rather than the majority of the electorate.         In this instance, I think it is more than our most significant wealthy backer. We have a few on island with hurt pockets with the ability to control PPM so naturally money was thrown on the table. I’ve known Sabrina a long time and she knows nothing about loyalty nor does she genuinely care what anybody thinks or feels. As a Prospect voter, I could not bring myself to vote for her. I’m sorry Michael, you certainly deserved a chance over Sabrina.

          I am shocke at Sabrina’s decision to join the PPM. Prospect voted for change not to keep the same party in power . Austin was PPM we don’t want that party in power less much in prospect.     Just have one Government that is only allowed to rule on Mondays, Wednesdays and Fridays and another Government that is only allowed to rule on Tuesdays, Thursdays and Saturdays. Then we can all stay home and eat Turtle meat on Sundays.

    Excellent news…. when a party sends 7 candidates tot he polls and ALL 7 win their seats, that’s validation of continuity. TO state otherwise is just journalistic gibberish. 7 for 7 is simple… of course the other 12 seats having been contested between independents and other parties were clearly won by independents but that’s a resounding beating for the ‘opposition’ parties and not the PPM incumbents. Again, to state otherwise is just classic misrepresentation and a play on clever words to change the narrative. Its not to say that the Independents led coalition was not strong and that PACT would have done a lesser job but please don’t carry on here as though somehow the PPM led group was somehow stealing anything… this is politics and Wayne Panton played his hand, albeit a bit early and has now been called by a team with a competing hand… seemingly better played…. time will tell but this is fair-play on all sides.

        Not really. PPM didn’t have candidates in those districts. So anywhere there was a choice between continuity (ppm) and change (independent) the PPM won. That sounds like continuity to me. And they won 7 for 7. I don’t like all of them either but it would appear the people in those districts do.

      7 for 7 is one thing. Austin was soundly voted out and was running on thier platform, so 7 for 8. Tara didnt run again and as far as im aware neither Raul or Andre officially signed on to the alliance, 7 for 9. Then they also got spanked in GTC 7 for 10, Al ran on thier platform and got removed from office, 7 for 11. how many do you need for a majority? 10. 7 for 7 is not a mandate, stop pretending it is. if money is actually changing hands then i literally cant see how this doesnt get looked at by the Anti-Corruption Commission.

      And to be clear your argument is the people approved so much of the PPM that they didn’t manage to pick up a single seat against a rag tag group of independent challengers?

      You might want to stop pointing out that all the PPM can do now is hold the seats they already have it’s not quite as compelling an argument as you think it is. The only places where the PPM seem to be able to win convincingly are where they encountered joke candidates (Elvis and Maxine), and where the races had multiple challengers (GTW and GTE), almost every other race was within a hundred votes

    Accountants got the private funds bill passed last, much to the endless objections of the lawyers.

    And now a former accounting partner of KPMG has become premier over a former law partner from Walkers.

    Sorry lawyers, rational and steady will beat out blusterous and alarmism.

      My experience of the accountants on this island is that they are slipshod and put expediency above accuracy.

      My experience of lawyers on this island is that they are vainglorious and cunning with only a passing interest in actually practising law.
