Six quarantined after weekend COVID-19 breach

(CNS): Six people are now in mandatory government quarantine following a breach of COVID-19 isolation protocols by Skylar Mack at a weekend Jet Ski event, and after public health officials completed their contacting tracing. A file regarding the case has been submitted to prosecutors for a ruling on the woman’s alleged offences, and others who may have been involved could also be prosecuted, Travel Cayman has said in a release.

The six individuals, including Mack, will be tested Thursday for the virus and again at the end of the 14 days, for which they are footing the bill. This is to allow time for the incubation of those who were in direct contact with Mack, who although negative on arrival had not completed her quarantine period.

Public Health officials said that all primary contact tracing protocols were observed following this breach of residence isolation on Sunday. Because Mack was at an outdoor event, aside from these six individuals, there were no other close contacts as most people were found to be secondary contacts and are not required to isolate.

Officials have also claimed again that the wearable tracking technology is working correctly, even though a visiting couple breached the system on numerous occasion last month and were only caught because other residents where they were stayed reporting them. CNS understands that the couple removed the iMsafe wristbands and that Mack did the same thing.

Three other cases of quarantine breach are also now under police investigation.

Police have now complete the investigations in the Mack case and a file has been sent to the Director of Public Prosecution (DPP) for a decision on whether to proceed with a prosecution. That office is also going to determine whether anyone else will be charged in connection with the breach. Anyone who is charged will be liable now to the new CI$10,000 fine or two years in jail if they are convicted.

Medical Officer of Health Dr Samuel Williams-Rodriguez urged everyone in the Cayman Islands, visitors and residents alike, to take ownership and responsibility for their health and protection of the community. “Together we will get through this,” he said.

The Quarantine at Home programme (QAR) is part of what officials described as the phased border opening initiative managed by the QAR board.

After conducting an internal investigation into the circumstances surrounding the recent breaches of the quarantine in residence or home isolation, the board running the programme has concluded that there was no malfunction in the wearable tracking technology and the monitoring team at the Department of Public Safety Communications (DPSC) acted in full compliance with established protocols.

The number of checks at the airport by the Mobile Compliance Team have also been increased to ensure that wristbands have been fitted correctly prior to travellers exiting the arrival hall.

Nevertheless, breaches have occurred and officials have not said how they will address the problem of people removing the bands.

Deputy Governor Franz Manderson, who chairs the board, said he was satisfied that the monitoring and compliance built into the QAR programme were sufficient to mitigate against the spread of COVID-19. 

“Over 1,000 travellers to date have been approved to quarantine at a residence, and the vast majority have complied with the restrictions and completed their quarantine without incident,” he said. “Notwithstanding, public safety remains a top priority and government will not hesitate to seek prosecution of anyone confirmed to have violated the QAR protocols.”

The technology used to monitor participants in the isolation programme is different from the Electronic Monitoring of Offenders Programme that is also run by the DPSC, which is a much more intrusive monitoring device and is very difficult to remove or tamper with.

      We know that part doesn’t matter. Everyone inbound has to assume they are possible carriers since it can take up to 14 days to fully-manifest, and even then, without necessarily any symptoms for that host, even while potentially spreading and killing others.

      I am just guessing – they may have been innocent bystanders – but since they are in government quarantine and apparently having to pay for it themselves, I suspect that these people knew full well she was in breach when they had contact with her.

        How do you know? Most cases are asymptomatic which shows no symptoms. No one will really know how many breached the isolation policy until a symptomatic case shows up in the community. Let’s be honest.

    Those quarantining in a hotel/at home, or under observation at HM Customs facility (Cuban migrants) are not criminals, or prisoners necessarily, but there must surely be a similar standard of performance implied from those tasked with supervising and monitoring them. In the case of prisoner guards, permitting or aiding in an escape is potentially a 7 year criminal sentence. This stuff just can’t happen, especially if they are all wearing monitoring bracelets. If nobody is monitoring those folks competently, and with no risk of professional blowback on their own failed duty to supervise, then it’s all a sham.

      You do know that if she has antibodies then she isn’t going to be positive from Covid, nor able to pass it on. So why the uproar? At some point in the future we will have to open up, likely without quarantine for those with antibodies, or a vaccination. Infection rates will eventually drop worldwide but I doubt it will go away. Everyone will likely have to get their head around that fact, and that people with antibodies will be welcomed here…at some point! We have a quarantine, with rules to make sure Covid isn’t spread, but if the individual can’t spread Covid then why quarantine?         Thankfully the public health risk here does seem low, if she already had covid AND tested negative on arrival. But there is still a risk, however small, because of the question mark over how long covid antibodies last.

        When she decided to travel to Cayman, she submitted herself to Cayman’s public health laws. She seems to have travelled with no intention of complying, if the purpose of the trip was to watch the jetski race. She clearly felt the laws were unnecessary in her case, but it was not her place to choose whether or not to comply. Unfortunately that selfish/libertarian attitude is all too prevalent in the US especially.

        She should be prosecuted, given the maximum fine, and deported.

        You’re correct that at some point we will have to open up to those that have COVID-19 antibodies, but not until such a time as the elderly and vulnerable in our population are themselves protected. We are not there yet, so our government has put in place quarantine laws that protect us all from having to go back to wearing masks or shutting schools.

        You are also right that people won’t like you implying that Ms Mack is somehow above the quarantine laws because other people break the Traffic Law. That makes no sense at all. When DUI drivers are caught, they are prosecuted, and fined or sentenced accordingly. Ms Mack clearly thought that somehow the law does not apply to her because, presumably, she felt that she was not posing a risk. Well it does apply, in the same way that the Traffic Law applies to ALL drivers, regardless of how qualified they feel to drive under the influence of alcohol.

        Anybody in the community that wants to avoid a return to COVID’s spread in Cayman will be supportive of a strong message from the courts.

      They’ve told us multiple times the criteria they define medically as close contacts: Which is being in close and continuous proximity (within six feet) for a period of 15 minutes or more. It’s quite feasible that she spent most of her time there with only six people.

      Weather the criteria should be more broad is a different matter. But this is consistent with established practice.

        I am not an anti-vaxxer, but I would like to know more than is currently out there. In my mind if you are older and/or at high risk then you should seriously consider taking it, but if you are fit and under 30 then the possible negatives probably outweigh the benefits.

    How did they remove the monitoring bands – why did nobody see on their monitoring equipment that those quarantined were out and about. Incompetence – and/ or deliberately turning a blind eye.         CIG should be commended for keeping us safe for the past 9 mths. There is no where in the world that has achieved what Cayman has achieved.

      How did they remove the bands – well, they could have just slipped them off ( that’s how I removed mine when I finished quarantine – the kind soul who put it on clearly didn’t want to make it too tight). Or they could have cut them off – its not like a criminal electronic tag; there is nothing that triggers an alarm when you cut it. In fact, when you end quarantine they ring you at home and tell you to do exactly that. You hand in a cut tag they have no idea whether you cut it at the end of quarantine, or 5 minutes after arriving.

      The issue is not the tag – its the failure to do frequent, random checks on the quarantine location to make sure people are at home. If they did that instead of just relying on the tags to alert them we wouldn’t have dentists and jet ski groupies thinking they could wander around the island.

    Why are we allowing rule breaking tourists in when locals are having trouble getting flights to come home? What exactly are the rules Travel Cayman applying or is it who you know or who knows you?

      Question out of curiosity – are you having problems with flights from Miami /U.K. To Cayman? Or problems for flights from where you are stuck to Miami / UK ?

        Flights from Miami to Cayman were my problem. Stuck in Miami unable to get to Cayman due to sold out Cayman Airways flights.

          Same here. I am sitting in Florida for the next few weeks because of that.
          Do I want to be alone in Q for Christmas?? No. But as I can’t leave FL for Cayman by next Wednesday I will stay until after Christmas. Grrrrrrr
          Burning all my holiday time off. Leaving my colleagues to cover me.

          On case I need to say, I am Caymanian and had to come to FL for emergency reasons last week.
