WORC boss promises great things as bid opens for IT

(CNS): The Workforce Opportunities and Residency Cayman (WORC) interim director, Sharon Roulstone, is promising significant changes for locals looking for work in Cayman as the new department begins to take shape. “WORC is radically changing the way job-seeking Caymanians connect with employers and vice-versa, with technology playing a pivotal role in the process,” Roulstone said in a release on Thursday, announcing the opening of the tender process for a technology platform that will underpin the new business processes.

“It is fundamental to our new business processes to have the IT systems in place,” she said, adding that the successful bidder is expected to commence work on the project by late September of this year. “This is a project we are all looking forward to. A digital process equates to efficiency, transparency and consistency in the outcomes.”

She said the new digital platform will automate the application process for Caymanians seeking work, work permits, permanent residency and Caymanian status. “This technology will revolutionise employment and immigration processes and we look forward to the efficiencies and other benefits it will provide. It cannot come soon enough,” Roulstone stated.

The new department is part of a complete shake-up of immigration and labour relations. WORC will now manage the importation of labour, while the border control element of immigration will move to a new joint unit with customs, eliminating the immigration department in its current form, as the two separate elements are split apart.

The hope is that by merging the work-permit application process with what was once the labour department and the National Workforce Development Agency, the challenge of persistent Caymanian unemployment in the face of rising work permit numbers may be better understood and addressed.

Proposals for an IT solution can be submitted through the Government’s electronic public portal, before Monday, 23 July 2018.

    So tired if seeing the same old faces recycled through various government departments. Nothing will get better until there is a complete change and corruption within the government is stopped. It is now frequent news to hear of one scandal or another in statutory authorities, and there probably more to come.

    How will an IT program stop employers from requiring obscure unnecessary skills for a position or stupidly wide salary ranges? How about applying the laws/regulations and penalizing these companies?

    I trust the WORC will be more than just a new entity for the CIG. Actions MUST speak louder than words. How is it that an affluent country like the Cayman Islands finds itself treating its own citizens like third NOT second class citizens?

    CIG people are truly hurting and I am much afraid, if this trend continues for any length of time, social unrest is going to be the least of Cayman’s problems.

    Therefore, if the WORC is your solution, then get on with it in a much timely manner.

    I presume since the publication was 19th July and submission must be in by 23rd July a vendor has already been picked XXXXX LOL if this is how it starts then there is no hope it will help any Caymanians

      The very fact that the time to respond on such a technical issue is so short calls into question the lawfulness of the whole approach according to our constitution.

    easier for foruiners to apply from overseas and steal jobs. be for real…a caymanian can find or make a way on down at almost anytime…they know.

      It won’t create jobs but it willl provide some facts to address the popular belief that WP holders are taking jobs qualified Caymanians are willing to do.

      The article does not say that the IT platform is all they need – it identities it as a piece of what is needed. You can’t possibly think that in today’s world that they would not need some strong technology behind it? Sheesh! how can such negativity come from such a simple announcement?
