Traffic, sewerage objections dismissed for WBR development

(CNS): Parkway residents rallied unsuccessfully in opposition to plans for a new property development by local entrepreneur Stefan Baraud at the front of their neighbourhood on the West Bay Road, which was approved by the Central Planning Authority last week. The proposed development of 17 two-storey, three-bedroom townhouses was redrawn by Baraud after residents indicated that would be preferable to the original application for three floors of 20 condos, which was granted planning permission by the CPA in March but subject to appeal.

Objections to the new plans focused primarily on the additional traffic, which could potentially be 168 vehicles from 84 households that would be using the Parkway entrance on West Bay Road, taking into account the recently approved 12-unit development by Baraud further south and the 50 plus homes already in Parkway.

Residents told the CPA meeting that their access to West Bay Road resembled a four-way stop, and a 15 minute wait to get onto the main road was not unusual.

Causing more concern for residents, however, was the impact on sewerage capacity from the additional three-bedroom units. Residents stated that their sewer system is already stretched and would not withstand another 32 bedrooms. Others mentioned the possibility that garages could be converted into an additional bedroom.

“I could have said these units were two bedrooms plus den but it was not my intention to pull the wool over anyone’s eyes and the application was made in the most sincere way possible,” Baraud told the CPA. The developer also stated that all issues regarding sewerage capacity had been resolved during a meeting with the Water Authority.

A number of Parkway residents said they had been in the unfortunate situation of having raw sewage pushing onto their front lawns and if the vent that had been built to direct the odour away from their homes was removed, then it would leave them having to face noxious fumes again.

Baraud noted that during his meeting with the Water Authority, which confirmed there are no capacity issues for the sewerage, it was explained that part of the problem in that area is that many of the houses were built below the existing grade level that is required today.

He also highlighted the scale of development taking place along West Bay Road, with the HHG Hyatt project and Dart’s new hotel to come, remarking that his 17-unit development would have a much smaller impact on the sewerage capacity in this area.

    I used to live in Parkway and sold my house because of these people. If you did not go along with everything they said you were blacklisted in the neighbourhood. worst bunch of people to be neighbours with.

    Like most development, unless its jam packed frank hall homes – these are NOT built for Caymanians.

    Most definately not young professional caymanians or the likes. Trust these words or just peek the going price…

      Why would prime real estate be for anyone who can’t afford it? Stop acting like locals should be given everything. Kids here act like they are owed because of this kind of attitude so they don’t work hard to achieve anything. Grow up and buy in Savannah or West Bay or anywhere else you can find a deal. We did!

    As to the fate of sewage and waste water from SMB developments, my departed brother-in-law predicted that it will all soon appear along the beach or North Sound! Perhaps he’s right, glad he didn’t live to see (and smell) it!!

    Live anywhere in that area at your own risk. The dump is toxic. Found a lovely house to buy close by but the thought of getting some respiratory problem from it isn’t worth it.

    It just shows the inconsistency of the CPA. These public authorities need to be held to account for their actions through the courts. How can the Water Authority connect some of the earlier properties and now say they were not up to standard?

    This raises the question, what happens to all the sewage and waste water from all the new multi story hotels and condos in the West Bay Beach area that are sprouting up like the civil service wages bill?.

    Citizens should know that objecting to CPA is futile. CPA will approve any development simply for the added revenues to Gov’t coffers and the “excuse” that construction thereof will “provide jobs for Caymanians”- just don’t apply to build a fence or a shed in your garden!!

      I believe Parkway residents would be in favour of developments which do not break planning departments requirements regarding density. This was his 3rd attempt and it still does not comply but is closer than his previous attempts.

    So where’s the money for this local entrepreneur coming from hmm? I’m not aware of a successful business he’s established which would have provided either profits to invest in another venture, or a track record to obtain financing, unless the bank is just counting on rising property prices.

      He’s a Baraud… perhaps it could be family money that was earned through years of hard work. You probably weren’t around when his dad had one of the only restaurants in GT when It was the business capital of Cayman and his mom had the only decent recruiting company in a Cayman for at least a decade.

      You have a problem with a young Caymanian using either his or his families wealth to further themselves? Isn’t this how it often works for families with money? Isn’t that the point of trusts, wills, family enterprises, etc? So is it only okay when certain families do this? You so ridiculous that your almost funny. But you’re not.

          And…? What you want to start picking businesses and family wealth apart based on the origins and morality of their original wealth. RUN IT!

          This is an old “colony“ where some of us in society were slave owners and some slaves. Shall we start there… don’t get me started. You want to make your point why don’t you pen an article on all the businesses in Cayman or around the world for that matter that started with money that was a little grey. That should keep you busy for a hot minute.

        This is not the issue here. The issue is the flagrant breaching of Low Density Residential planning requirements because of avarice. It was rumored this was approved before the previous two meetings. Who spoke to who?

      Completely agree. My objection wouldn’t be traffic or sewer but the sheer ugliness of it. But then again there are so many ugly building designs in Grand Cayman this is just another one in the series.
