Serial rapist receives 35-year life term

Convicted rapist Jeffrey Barnes

(CNS): Jeffery Barnes (38) was given a 35-year prison term Friday, in connection with the terrifying sexual attack on a woman in her George Town home in 2011. This was Barnes third rape conviction, in addition to sexual assaults and a long history of violent crime. Following his conviction in 2013 he was given a life sentence as a result of the serious nature of the crime and his repeat sexual offending. Following the introduction of the Conditional Release Law, Barnes, like all lifers, was entitled to have that life term defined.

However, as Barnes’ life term was a discretionary sentence set by the judge and not, as is the case in all murders, a mandatory life term, his earliest possible release date will be based on 60% of the 35-year life sentence.

But the judge made it very clear, and said he did not want it to be misunderstood, that the sentence remained a life sentence. He warned the prisoner that he should be under no illusion that after he has served 21 years that he would be released. Justice Charles Quin said that would be a decision for the Conditional Release Board entrusted to make the determination about his continued imprisonment and whether he posed a danger to society. Given the circumstances of the crime and Barnes’ attitude towards his offending, it was extremely unlikely that he would reach a point where he would no longer pose a threat to women.

Even after serving the full 35 years, Barnes could still be detained in custody because any release for lifers is based on rehabilitation and their risk to society.

Barnes’ crime was described by the judge as “extreme and grave”; he said there was evidence of pre-planning and the woman had endured a terrifying ordeal, which she said in the victim impact report had ruined her life and forever changed her.

The rape took place in the early hours of the morning in October 2011, when Barnes broke into the victim’s home and she awoke to find him lying on top of her holding a knife to her throat. He subjected her to a terrifying sexual attack that lasted several hours, and at one point placed the knife to her genitals and threatened to cut her if she did not comply.

After the attack Barnes remained in the woman’s home and allowed her to go out to work, telling her to come back to him later. He said there was no point in her going to the police as the RCIPS was not able to solve any crimes. However, the woman went straight to friends and then fled to her home in Jamaica, never returning to the apartment. She reported the incident some time later.

Earlier in the month Barnes had also abducted and raped a woman after he picked her up from a bus stop, having offered to give her a lift. He pleaded guilty to that crime before he was tried for the case in which he received the life term. Barnes’ first conviction for rape was in 2001, when he was given a ten-year jail term.

    When you get early released after doing 60% of your time, and then go right out and do another crime, do you have to go back and finish the rest of your first sentence? If not, why not? Just askin’

    We need to amend our laws to eliminate early release for all violent criminals and to ensure that the mandatory penalty for a second violent offence is at least twice as long as a first offence, and for a third offence is at least four times as long as for a second offence. That is the only way short of hanging the bas(*&^ to prevent these animals from re-offending.

      Unfortunate emphasis on the “human rights” of criminals, and not on the right of citizens to live in peace. This whole balance is so tilted against the ordinary citizens. Gone too far “rights”!! Lawyers making lots of money though. LOL.

    The idea that violent criminals should be eligible for release after serving only 60% of their sentences is both dangerous and ridiculous. It was based on the idea that government could save money on the prison system and not based on any concern for the safety of law abiding citizens.

    If anything sentences for these violent criminals should be at least 200% longer than they are now not 40% less. Judging by the rapidly increasing violent crime in this country we also need a new high security prison twice the size of the current Northward Hotel and Spa.

      Exactly right. The judge wanted to make it clear “that the sentence remained a life sentence”. WTF kind of a “life sentence” is that? Life means LIFE, not 60% of some unknown number which represents his lifespan!

    The Cayman Islands should still be sending lifers or prisoners of Category A offenses to Jamaica or the UK, as in years ago. H.M. Northward is known as “Hotel California”, even to solitary confinement prisoners. That is a name impressed for luxury and easiness compared to prisons in other jurisdictions. There is nothing deterring about knowing that is where they will serve their sentence. This is a reason almost guaranteed why these crimes are committed and repeatedly. Other nations have human rights also yet their prisons are a ‘world’ in and of themselves. Nothing luxurious or easy for near all prisoners.

      I hear what you are saying but why should Jamaica take him on, they have enough of their own. Why don’t the Caribbean countries come together And invest in a secure prison facility for these kind of prisoners that are a danger to the public, and always will be. There are plenty uninhabited Islands in the Caribbean, an investment from each island and their mother countries could build a secure prison to send all prisoners convicted of rape and murder so they can be held securely in a place where life mean life and they work to sustain their own island prison and never have the opportunity to endanger lives.

      C I Govt. should make deals with one of the central American country to keep the Prisoners there and it would only cost half or less what the tax payers pays to keep these scum bags in prison here.

    Kudos to the brave women that played an integral role in his conviction.

    Jeffrey is not a normal human being and should always be regarded as a danger to women and society at large.

    I sincerely urge the last 2 victims to seek damages from the Cayman authorities as they clearly failed in their duty to protect you from harm.
    No one with knowledge of Jeffrey’s track record could every deny this claim.

    If that tab brings about a shift in public policy that will increase the future safety of my wife, daughters, and sister – I am happy to pay it.

          i remember that jeffrey banes tryed to have sex with me with his gurnaria but i let him know that i not a homo so hit him in the head with my two by four and he cut me with his razor so i’ve drop the two by four and tryed to get the razor out of his hand so i can cut him in his troat but he’s drop the razor and flush it so i pick up the two by four and hit him in the face and the officer take us out of the cell and carry us to the hospital and i got stitches a round my belly and he got stitches on his bold head and the next day i’ve call the police and give them my statement about jeffrey tryed to have sex with me and i let the police know that i told jeffrey banes that i not no homo and me and robert never have sex in the taxi car it just that people tryed to mess up my life which the court do not find me and robert guilty so they let us go because the judge know me not no homo so me do not know if jeffrey banes think me a homo why i see him try to have sex with me with he nastyness well anyway the police look at two of my statement and the police said to me that me not no homo and they find out that jeffrey banes is a bisexual and the police said to me if i want to charge him and i said yes and the police went back to the station and came back and said that it could not go to court because it happen in prison so the police let the prison officer know that i’ve must give them my statement and i give them my statement and they find jeffrey banes guilty for trying to have sex with me that’why he get more time and i got less time in prison
