MLA to press for higher local duty allowance

(CNS): The independent member for North Side will be making one last effort before the election to persuade the government that the duty allowance for Caymanians only should be increased. Ezzard Miller noted that it has been more than two decades since the $350 personal shopping allowance and the limits on liquor and tobacco were introduced, and is calling on government to double all allowances for local travelers. He said that given the increase in the cost of living, this would be a more meaningful reflection of inflation since the allowance was introduced.

The independent member is introducing the proposed change via a private member’s bill at the final session of the Legislative Assembly, which has been scheduled for late February.

Miller said that the duty could easily be policed so that it only applies to Caymanians, as the status of the travelling public can be verified through their passports. He said that he did not feel there was a need to allow residents or visitors access to the proposed increase and his priority was his North Side constituents.

The MLA said he also wants to see government introduce a mandatory ‘buy local rule’ for any developer who is given duty concessions. Having filed a motion on the topic with parliament, Miller said he wants to see government hold developers accountable.

If investors are given concessions on the fees usually required for a development, which for some, such as Dart, can be massive, they should be investing the money locally, Miller maintains. He believes that if the public is not going to receive the financial benefits of development through the public purse, government must ensure at the very least the cash is circulating in the economy.

    The bottom with Ezzard is that he clearly sees Groups of people. The group that is in his voting interest, and then the other groups that are less or not in his interests.

    And those groups that are in his interests obviously fluctuate, as they fluctuated when he was in the private sector, and operated in a way that favored expats at the time. I’m not going to call the company name he was working for at the time.

    That’s all you got to remember about this self serving sanctimonious politician. He’ll divide who he has to divide when it suits him and/or sell out who he has to sell out to eek a vote out of somebody.

    My concern with Ezzard Miller and his brand of politics is the way he seems to constantly try to divide the country. If you cannot vote for him he has no use for you and you are driftwood. Like it or not the country was much less divided before Ivan this rift between locals and expats was much smaller and greater civility existed.
    Then these like long politicians learned that barking on the radio against expats was a vote get er and Ezzard is among the best at milking that divide.

      10:32 PM don’t know where you come from and indeed its not relevant. What is relevant, however is the system of providing wholesale benefits to developers and other in bound entities who only seek to benefit their bottom line while paying meager wages ( now we have a miserly minimum wage makes it even better). This has to stop and quite frankly should have been stopped long ago. Instead all our representatives have done is pander to the developers without a defined rule on what is expected in terms of reciprocity on the concessions. Its time people for Our Government to think “People First, -the Community they are elected to serve , rather than the next development and having their name inscribed on a plaque. Change is coming. Yes it Is.

    I cannot understand what is the issue here. Every country allow their citizen only to bring goods into their country with a set allowance. Ours has been $350 duty free on goods bringing back home from our travels from I was a child and I am now a grandmother and it is the same today. Every country only allow this to their returning residence, so I do not understand why some is up in arms about permit holders benefiting from this and are being discreminates agains…it is only for the returning residence …American when they travel the world and buys stuff, anything over the allowance of $800 they have to pay, if we as Caymanians was working there with a permit we would not be allowed the $800 allowand just like they are not allowed the $350. Granted to us on our retun home.

    Cost of living has gone up several time and yes from my childhood to grandmother stage it needs to be higher thank $350..it is time..and yes only for residence just like all other countries I have traveled to.

    Increase is long over due to match rising cost of goods and inflation.

      The US rules applies to all US residents, not just US citizens. The allowance also varies from $200 to $1600 depending on where you have been and how long you were away.
      The same rules should apply to all legal residents of the Cayman Islands, regardless of national origin, otherwise it would be discriminatory.
      I do agree with you, that the allowance should increase in line with inflation (specifically retail price inflation in the Cayman Islands).

      The problem with your comment is that it is just flat wrong. US citizens or those with the right to reside and work there are entitled to the same allowance. The UK doesn’t even discriminate between lawful residents and visitors – same allowance.

      Permit holders are lawful residents here, and whether you want to admit it or not, allowing them different duty rights from Caymanians IS discrimination. No one likes to think that they are discriminating against people – it has a nasty tone to it doest it – but that is exactly what you and Mr Miller are suggesting..

    I personally dont like Mr. Miller, because the last thing he did with the hospital on Fairbanks Rd. People have a really short memory.

    Nah man. If you can afford to go abroad, AND buy $350 worf of tings, you can pay your part.

    I more interested in duty concessions for small business owners! If you employing say less than 5 or less than 10 people, how about concessions for their businesses? That way they can become a bit more competitive and folks won’t need to wait to travel abroad before they can buy all these things.

      Duty concessions don’t help the Brac, for lots of things are duty free here and prices is 3 times higher than Grand. In the Brac it only helps the money merchants people.

    Any change in law needs to keep in mind the entire leg of the economy. This includes EVERY citizen including work permit holders.

    Why Caymanians? only. It is for Caymanians and residents (ie. people who live and work here). Why discriminate against other persons living and working here. They have to pay the same price for everything on Island that Caymanians have to pay and they are contributing to the local market the same way.       Maybe because you don’t feel the full breath of our cost of living. Yes you rent but often you don’t have things such as car loans, child care or often the need to buy as much overseas. Then it’s the fact that a good % of your dollars go overseas while most of ours is spent right here. So there is a difference between someone working here for a few years vs someone who is living here all their lives.

      What he is trying to do is to lower our cost of living (for Caymanians) because he knows many Caymanians will take the annual trip to us to stock up on clothes. This is not personal but it’s targeted at savings for Caymanians.

        Utter horseshit. I am not Caymanian. I own property in which I live and pay a good mortgage to Caymanian banks, and maintenance costs to Caymanian businesses. I buy food and fuel and other goods from Caymanian owned businesses. I pay child care and education fees to Caymanians and Caymanian owned businesses. I, like Caymanians, have to go overseas to purchase goods and services that are not available on Island. I pay import or any other duties or taxes legally due on those.

        There is absolutely no reason to propose such a policy, other than racism, xenophobia or disgusting populism amongst an extremely limited electorate.

    GM, to all of the undeserving and unconscious people who are criticizing our people who we have elected to represent us. I think that we all have to stop reacting on emotions and read what is proposed. Secondly all i have read is hatred for one another, we are suppose to be unified and operate as one community and a one family, there is too much hatred and negative feelings being passed on throughout this blog. All you need to do it to vote if you are eligible to do so.

    The USA elections has spoken and now we as “Caymanian’s or Status Holders” will have a voice soon as to who will be elected in the Cayman Islands to represent our people for the next four years. All you haters who want to know what and who Caymanians are don’t worry we don’t have a permit in our passport are visit the immigration for extension.

    We we born in these island by our naturally born parents who was the indigenous people who lived here and we were brought into this world by “pain” not on a plane. But i must say that 95% of Caymanians are not racist, we are kind, loving and compassionate people who have invited everyone all to come and enjoy our islands and now they have decided to try an uproot Caymanian as the Europeans did to the indigenous Indians in America. Together we stand and divided we fall. We just needs to stand up for our people and stop allowing hatred flow through this blog of our Caymanian Representative.

    Try decreasing customs duty by 50% and improving customs department, firstly.That would in turn help small businesses who can then pass discounts down. eg when things are bought overseas and shipped the cost more than doubles by package tax, customs duty, shipping cost, handling and clearing cost.

    If they had allowed dart to build a proper mall, we wouldn’t have to be making any duty allowances. But instead he had to build caymana bay. It’s nice, but how much square footage is wasted on trees and bubble seats and other such trivialities. When small business’s could have taken refuge there, like in any other mall in America.

    But because the mantra was too keep small business first. The costs of goods are higher. This drives people to go to Miami and buy their clothing there.

    Build a proper mall, with proper air conditioning. And small business would benefit as much as bigger retailers. Or have you not noticed the small kiosks in malls that sell their wares, but are not big enough to rent an entire store in Miami and other such malls.

    Small business could be in that mall, and receive, increased traffic, security, and all the other amenities.

    Meanwhile parents would know where their kids are.

But the stamp in my B.O.T.C [ Cayman Islands] passport says I am , right above where it is printed ” The holder is a Caymanian and may enter the Cayman Islands at will ” unquote. The same stamps and writing are also in my other citizenship passport . Immigration wont have any trouble reading those stamps I don’t think. They have been doing a fine job at it for 20 years now .

                  No, totally correct. Only persons who were BOTC’s on 1 January 2002 are entitled to British Passports. Everyone else must apply for registration as a British Citizen (an expensive provcess that is discretionary and takes around 6 months) before they are eligible for a British passport.

      If you want to be able to compete with HIRED expats to get the job then I think you need to learn to spell. How can it be cheaper for a BUSINESS to HIRE an expat when in addition to the salary they have to pay work permit fees (unless its because you want them to discriminate & pay higher salaries to Caymanians for doing the same job??).
      The extras costs in the ‘mark ups’ might be to cover the cost of the premises (rent & utilities) & staff costs (salary/insurance/pension) & not the BIKINI wax……

        Thank God! At least one Political Representative in the Cayman Islands has not forgotten to look out for HIS PEOPLE and HIS COUNTRY. For too long the investors/developers got the breaks, while ‘ we the people’ looked on
        helplessly at the inequity and oppression, on so many levels, that we were made to endure -by the very people that we elected to protect our best interests!

        God Bless You, Ezzard! May more of our local Politicians find the courage to return their focus and priorities, likewise, to the proper place- i.e. for the immediate, as well as long- term betterment of our people and our country.
        This may reduce campaign contributions, but it guarantees the goodwill of the people who place their trust in you to honestly represent them.

          Sometimes I agree with Ezzard for speaking up for the local population, but sorry I cannot agree with this. If the duty allowance is increased it should be for all residents, for everyone who shops locally. Come on Ezzard don’t you know it is easier to catch flies with honey than with vinegar? Please stop being so hateful. Fight for education, jobs healthcare, safe environment, but remember we all have to live together. Yes, I am Caymanian whose great great grand parents came from Africa, Ireland and scotland. Can we try to get on together? Hate is destroying the wider world but little gems like the Cayman Islands thrive better on love.
