(CNS) Updated 2:40pm Friday: The RCIPS has confirmed that a man was shot and killed by police officers early this morning in the Windsor Park area of George Town. Police said the incident occurred during a pre-planned firearms operation, for which they had a search warrant to look for both a firearm and the 34-year-old suspect who was killed. Police Commissioner Derek Byrne said that a loaded handgun was recovered from the scene, but because an investigation of the incident is now underway, he declined to comment further on the details of the shooting.

Unofficial sources suggested that the suspect was a Jamaican who was in the Cayman Islands illegally and that he had fired on the police officers.

The RCIPS said that the operation to execute a firearms warrant and detain a 34-year-old Jamaican man was initiated this morning, 6 January, around 5:30am, at an address on Theresa Drive in Windsor Park. It was carried out by officers from the Tactical Firearms Unit, who are highly trained in firearms deployment and operational searches.

During this operation the suspect exited the premises with a firearm; a number of shots were fired and the suspect was injured, police confirmed.

Two tactical medical officers, one of whom is an advanced EMT, were part of the operation. They  immediately provided primary medical aid to the suspect and executed basic life support protocols until the ambulance arrived. He was transported to Cayman Islands Hospital, where he was pronounced dead at 6:16am.

At a press briefing today CoP Byrne said that a full RCIPS investigation has begun and a senior officer has been appointed. Post-incident procedures have been carried out today in line with RCIPS policy and a post-mortem examination will take place in the coming days. However, in order to ensure transparency and independence, the RCIPS has asked the Bermuda Police Service to provide officers to lead the investigation into the incident.

Two senior officers from Bermuda will be arriving on island this weekend to take over the investigation and prepare a report in due course. Byrne said that there was no deadline for this and they would be given as much time as they needed and whatever support they required from the RCIPS.

It is believed that this incident is the first ever fatal shooting by RCIPS officers in the course of their duties. CoP Byrne confirmed that, as per the RCIPS employee assistance welfare programme, full support and counselling services are being provided to the two officers who were directly involved in this morning’s shootout and are available to any officer.

“This is a dramatic incident for the officers. There no doubt about it,” the commissioner added.

A woman was arrested at the scene for an unrelated incident, police said.

    This is NOT the first fatal shooting by Police in Cayman. In the 1960’s during an event at George Town Town Hall there was a disturbance which resulted in an on-duty Police Officer fatally shooting a man. Perhaps it can be claimed as the first fatal shooting by “RCIPS” because in those days they were known as the Cayman Island Police Force. Semantics!

    It’s probably that dude from the news a week or two ago who they suspected landed here illegally and had prior robbery charges in Cayman, serving only a fraction of his sentence.       We don’t know the specific details except like a load gun was found at the scene … but I think it is highly probable that one of our armed cops would have killed the man if this man flashed the loaded firearm in front of them.

      You have probably never been in a position where someone points a gun at you, but if you decide to fire, the idea that you could shoot to wound or knock the gun out of his hand is Hollywood fantasy stuff. Hit someone other than in a critical area – especially with the low kinetic energy rounds law enforcement is using – and he is shooting back still. You either don’t fire and take the consequences – for you and your colleagues – or its 2 or 3 rounds centre mass, head if you are really good. He decides to carry the gun and use it – what would you prefer, the innocent law enforcement officer doing his job takes the bullet instead? I am sure God is going to give these officers an easy ride if the guy on the other side produced a firearm and showed every intention of using it.

      This is the first in recent times that a police officer killed a criminal with a firearm but one similar incident also happened many years ago.

      In case you didn’t know, back in 1963-64 a police officer killed a man next to the town clock in George Town with a firearm. The man killed was a Myles I believe, who attempted to stab a police officer on the ground with a knife and the officer who was from Bodden Town, shot through his own hand and killed the man in self defense.

      I say any man/woman who threatens a police officer or a civilian with a firearm or another lethal weapon, which poses an imminent threat to innocent lives, should be killed immediately.

      I don’t care where you are from or who your family are, down you should go and good riddance from our society.

    Well, the new year has come and the tables are turning. Where as I am in support of the Police, we must stop and think, a human life has been taken regardless of the situation. I am sure that the officer is also traumatized from such an occurrence. This being the first of its kind as far as I can remember and I have been around for a number of years.

    Let as all Pray for the officer and officers involved and for our beloved Island . This is sure not the kind of history or news we want but this is life.

The police firearms officers do not get paid anymore, yet are prepared to put themselves in harms way to protect us, the public of the Cayman Islands.       There are at least two incidents I can think of. The one where the officer fired at a feeing vehicle downtown – missing the vehicle and the passers by – and the officer who accidentally fired his hand gun through the roof of his rental car. Plenty more incidents, including the recent Johnathan Welcome case, where officers did not use fire their guns although arguably had adequate cause to do so.

      This unit was originally founded in 93, back then it was the Special Task Force. It was changed to the USG I beleive in the late 90s.

      Back in the early 80s-90s CID, DTF use to carry on certain opperations.

    The Police did their job. As I recall, someone pointed a gun at our officers and lived to tell the tale a few months back. This individual, who I can only assume had a gun or some weapon, wasn’t so lucky.

    I say well done RCIP! Criminals need to understand that if they going to mess with the LAW, don’t be surprised when the LAW smacks them down.

    This is very sad but this is what happens to criminals/illegals. As a society we are all appalled by the rise in criminal activity in our communities and unfortunately this is what can happen.
