PAC Chair Ezzard Miller, 23 March

(CNS): As the Public Accounts Committee prepares reports based on the recent hearings scrutinising a number of reports by the Office of the Auditor General, the chair has warned he will be raising his concerns over evidence given by two chief officers and will be asking the deputy governor to discipline them. Ezzard Miller said he had documentation contradicting evidence given by Jennifer Ahearn, the health ministry chief officer, and Alan Jones, the planning ministry chief officer, and claimed they had both given evidence to PAC that was misleading or untruthful.

“I will not be asking the committee for a recommendation to have them disciplined by parliament but I will be asking the committee to allow me to write to the deputy governor and ask that they be disciplined. It is high time that senior civil servants who come here to the PAC … tell the whole truth,” he said.

Miller pointed to Ahearn’s denial that no other medical-related businesses, other than Health City Cayman Islands, had requested concessions as potential medical tourist entities. He said he had the full details of at least one such application but the ministry had ignored the requests.

“If the Public Accounts Committee is going to be able to rely on the evidence that we get, we have to be able to trust the veracity and the truthfulness of the evidence that is presented here,” he said, noting “the unwillingness of people at the highest levels in the civil service … to accept responsibility for actions in their remit”.

Disiplined? Right! As in “20 lashes with a wet spaghetti noodle!”

  2. Perry says:

Let’s wait and see the evidence. I have faith in our Deputy Governor.

  3. Clearasmud says:

I wish to God that our politicians were held to task for the mistakes they have made.

Someone in the ministry needs to be held accountable for the fiasco at the HSA and turning a blind eye to what Cover Watson was doing. They didn’t bother to read or verify anything. Heads need to roll for that one too.

Something now openly rotting in Cayman, like proper accountability

  6. Anonymous says:

Miller has a management style of a dinosaur who is very well prepared to go after those who disagree or who are driftwood.
Some of his comments on the radio would embarrass most thinking people.

    Aiigggghhh boi…..All I can say…..

As far as I am aware….and don’t quote me on this….Dr. Tomlinson was at one point looking into create an investment group to create a similar style facility but on a much smaller scale. That was the rumor on the street…..I could be wrong but it is what I heard. Not 100% sure it was real or not.

What a coincidence that Miller is going after only the two non born Caymanian chief officers. This place is becoming very scary.

….and ignore Bushie, Parchment and Dilbert’s roles in all this….? Gutless…?

      Anon 630 am,
Bothe Allan Jones and Jennifer Ahearn are Caymanian.

      • Anonymous says:

Either your tongue is in your cheek, 7:56, or you are very naive. Both are, to Ezzard, “status holders” a category which to people like him (and there are many-remember Ozzie?) in no way equates to being a “born Caymanian”. It doesn’t matter what the law says, “they are not real Caymanians”.

        • SSM345 says:

Being a generational Caymanian or native means that you were spawned from the seed of Scottish, Welsh, English, Irish or Honduran sailors back in the day thus making you a “real born Caymanian” right?

        • Anonymous says:

Somehow it appears they managed to get the coveted golden ticket into long term (?) CIG top jobs for which sustainability in these posts ought to be strictly performance outcome based.

          • Anonymous says:

Yep..they have the same Permanent Secretary to thank for their stairway to heaven. Golden ticket indeed.

      • Anonymous says:

        Driftwood!

    • Anonymous says:

Try to see beyond your own racism. I am sure Leonard Dilbert is a born Caymanian as was Richard Parchment and they both believe the CPA went after them. Obviously if a chief officer lied or misled the CPA by their evidence then they ought to be called to account. The fact that they are not born Caymanians should not exempt them.

      • Anonymous says:

Has Miller requested they be disciplined?.

        • Anonymous says:

I do so love to be disciplined! Will you bring the handcuffs and whip?

        • Anonymous says:

Well done Mr. Miller – now please ensure the discipline applied is as strict, swift and decisive as it needs to be and is on public record. Obviously resignations by the CO’s would be better received from a public perspective.

        • Anonymous says:

Don’t be intimidated by those defending those chief officer’s. Me and many more caymanians are fully behind you Ezzard. It takes a man like you to deal with people like them. Just continue to stand for principal regardless of who it is.

        • Anonymous says:

They are not civil servants and so there is actually no scope for the Civil Service to discipline them.

      • Anonymous says:

No, 9:36, Dilbert and Parchment both believe the Office of the Auditor-General went after them, NOT the PAC, chaired by Mr Miller, which is merely asking about the Auditor-General’s findings. Different circumstances entirely. We shall see if Mr Miller calls for them to be disciplined somehow or other. Very unlikely.

      • Diogenes says:

Look beyond YOUR racism. Are you seriously suggesting Dilbert or Parchment s answers are acceptable or credible? Yet your takeaway is not t they should be censured but that Ahearn and Jones should not escape because they are not born Caymanians? Pots and kettles , friend.

        • Anonymous says:

You seem to have a reading comprehension problem since my post does not give that takeway at all. Neither Dilbert nor Parchment is a civil servant and so there is no scope for them to be disciplined by the Civil Service. Of course we both know that that is your attempt at deflection simply because they are expats.

    • Anonymous says:

Wow, 6:30. I am truly befuddled by your baseless claim being made. You choose to ignore the bloody facts that revolve around the testimony, if you an call it that, of these two CO’s. Look at the contract the was singed by the HSA!!!! As CO, Ms. Ahern is to be held responsible for the fiasco that mushroomed out of that mess!!!!

Regardless of who they are or where they are from, it doesn’t change the facts of what occurred. They did what they did.

    • Anonymous says:

Please 6:30, get over it. If they were “generational Caymanian” would have sat silent???, or would you be accusing Milller of going after them because they were generational.

Or perhaps you would have felt all tingly inside and agreed with him????

So what now, whenever they do something contrary to what they should be doing we must ignore it???? Please!!!

    • Anonymous says:

6:30 am – no co-incidence as nothing to do with Caymanian or non-Caymanian – the two are obviously at fault in their actions and non-actions.

    • Anonymous says:

you are free to leave if you are feeling scared. I wish many more like you would shut up and leave.

    • Anonymous says:

And about to get a lot worse

No person who has twice been married to expatriates should be thought of as being anti-expatriates. That also goes for all those married to expatriates, and with part expatriate children. Stop and think guys!

  9. Anonymous says:

Mr. Miller speaks of remit but clearly does not understand the remit of the PAC. It most definitely is not a remit of intimidation and vengeance. He is the one who needs to be disciplined.

  10. Anonymous says:

Nothing will happen nobody senior in the Civil Service gets fired for poor performance. The DG talks a good game tho!

  11. MI6 in 345 says:

    Thank you Mr. Miller.

it’s about bloody time the non elected gods at GOAB, the Statutory Authorities and government owned companies were held accountable to PAC because Deputy Governor Franz Manderson will do nothing to sanction his hand chosen puppets

    • Anonymous says:

12:32 am. Just be mindful that Donnie Ebanks had a hand in their promotions. He hand picked Franz and trained him to be a lot like him.

    • Anonymous says:

I will put my head on a chopping block that Franz will not do anything about those two puppets of his. It will never happen in a million years.
