(CNS): Former local football hero Jeffrey Webb was earning $2 million a year when he was head of the regional football body, CONCACAF, at the same time that he was allegedly embezzling huge sums from the Cayman Islands public purse. An article on Bloomberg about the troubles now facing the federation reveals that, as well as picking up a significant pay packet, Webb was also running up massive expense bills and flying around on a private jet, billing CONCACAF for costly overseas jollies and charging booze bills and strippers to the corporate credit card.

The Bloomberg article by Tariq Panja and David Voreacos revealed that CONCACAF invoices that they have seen show that on one “delegation travel” bill, for a trip from Jamaica to Mexico, Webb claimed $96,000. He also used the CONCACAF credit card for bar tabs and strip club bills, at least one of which exceeded $25,000. The news report stated that Webb and his deputy at the time, Enrique Sanz, who has also been charged in the massive FIFA corruption probe, approved each others’ expenses.

As Webb was pulling in the big bucks from CONCACAF, he was also allegedly creaming off hundreds of thousands of dollars in the corrupt CarePay contract with Canover Watson.

In the report, Bloomberg said Webb used CONCACAF funds to hire a security firm to sweep his Atlanta home and the Miami offices for listening devices. Evidence revealed in the CarePay trial last month also implied that Webb had purchased that luxury mansion in Georgia with the cash he got from the corrupt hospital contract in his deal with Canover Watson.

Bloomberg said that CONCACAF, which has annual revenues of around $80 million a year, has been virtually cleaned out, pointing the finger at Webb. Lawyers told members at a CONCACAF meeting earlier this month that the federation was down to $11 million but $9 million of that is out of reach to the federation, as the money is believed to be here in the Cayman Islands in bank accounts still controlled by Webb.

The disgraced former president of the Cayman Islands Football Association remains under house arrest in the US awaiting sentencing after he pleaded guilty to racketeering charges in relation to the US football probe and his assets have been frozen. Webb was among the seven FIFA officials arrested last May at the Baur au Lac in Zürich, the same hotel where soccer delegates will be staying this week for the upcoming FIFA/CONCACAF summit and elections.

Webb has not answered the charges against him in relation to the hospital contract allegations but the Grand Court judge who sentenced Canover Watson on 5 February to seven years in jail, made it clear he believed Webb was guilty and had been the “senior partner controlling the bank accounts” in the corrupt agreement.

    Every person born in the US or born anywhere else to US parents (or born anywhere else to non-US parents but with US Grandparents) is considered American under US tax laws. They all have an obligation to file tax returns if earning more than a very small amount. But no taxes are due until earning over about $98,000.

    Regardless of the amount earned, the same people are required to file FBAR forms if they sign on or own a foreign bank accounts. The banks will only report the people if the accounts total over a certain limit, but the reporting is required, so why push it?

    The penalties and fines are devastating if the US gets you before you get to them…

    On the positive side, there are programs that facilitate coming clean. Most people can breeze through with little or no taxes owed… It is worth checking if you fall into any of the categories above. Be warned.

    Oh, one last note – if you bank at any of the following banks, the IRS has already served a John Doe Summons to seek out all US account holders so it is too late to use some of the amnesty options out there:

    For those who still think they can keep ignoring the situation, I strongly recommend suspending all travel into or through the US, cause one day, the systems will all be linked and an IRS task force will be at every airport scanning the arrivals lists waiting to tap some poor unfortunate soul’s shoulder and change their lives forever…

    Personally, I would like to have printed publicly, the details of all persons, with face pictures, of all those involved and/or who had dealings with these people. Then I would like to see a boycott and failure of all their businesses and personal lives.

    I would even go so far as to say their families are to be included in this because they would have to have had full knowledge of what these people were doing and because they were reaping the benefits of it they never questioned these dealings.

    This will ensure that
    a) the general public will never put these people in a position of trust again and
    b) ensure that these persons understand that what they did was wrong.
    Especially since the main culprit in this matter takes this issue for a joke (he’s throwing parties and gambling like theirs no problem).

    Frankly I would like to have webb (he doesn’t deserve any respect) in front of me, I would show him, physically, what I think of him, but because I don’t think he’s man enough to take it, he will never go face to face with anyone. He’s a coward and a criminal, his whole family is.

    Well, since this is the way they play the game, then it’s high time others do the same. If I were these guys, I’d be watching my back. Never know what’s coming. The whole bunch of them.
    Time longer than rope, maybe they all need to choose the rope? Or someone else might help them with that problem.
    Things are already progressing to sort them out, only issue is where and when now.

    These people are sick. I refer to Webb, Warner, Blatter et al, including all the foreign and Caymanian mooches who sucked at Webb’s teat. Hookers and strippers, really? No class whatsoever. The day that I have to resort to hookers and strippers is the day that I’ll buy myself a handgun and punch my own ticket out. He’s being paid $2 million a year but he has to embezzle from his own people and others far less fortunate… This pathetic piece of trash needs to be stripped of his skin inch by inch and have some maggots inserted into his rectum so that they can start eating him from the inside out. He deserves no less. He obviously learned very little when he recently threw a lavish party for his wife, who apparently loves maggoty, scum cockroaches. Just shows that money can’t buy one class!

    According with his friends these parties were legendary. NBA after parties, top shelf ” ladies”, $600 bottles of champagne, WC / CL tickets, private flights. Someone asked why he was not replaced as president of CIFA? Many of his friends still running CIFA and the member clubs. Some of them freely told the stories at the Annex on Sunday nights. Do you think they will risk all of these parties so that your child or mine will benefit by development football locally? If you have a young child today who enjoyed the game, please take a hard look at who is running your club. This is NOT going to change unless there is real change. Remember some of this behavior was funded with money intended for Haiti relief.

      Football in Cayman is doomed until some club has the balls to get rid of the current executive committee. Fraud is rampant as my viewpoint article pointed out. CIFA as Blake has admitted is insolvent. So where can CIFA go from here.? Moreover why does Flake not respond to my blogs?

      How can CIFA remain a one man show. Blake just has to go.

      By the way try searching the CIFA website. It no longer exists.
      Corruption in CIFA continues and to prove it how many responses defending my blog will take place? Answer Zilch.

      Blake down tools and go away. You are not wanted and cannot be trusted.

        Chris, thank you for being so frank. Unfortunately most of us seat idle by the wayside and do nothing. I called for a boycott of all CIFA events, fans need to speak up and stop this farce.
        Football today is void of any credibility and respect. Have you attended any games lately, have head any news of the local game, no one wants to take the risk to be associated with it.
        By the way what was the resolution of the meeting with the current VP mention in relation to
        the Carepay case announced by Blake last week? Is he still on the “job”? At the end of the day the responsibility rest with the member clubs, however they have a parasitic relation with CIFA for years, even if the funds come from the Haiti relief fund!

        It appears the clubs are not aligned. If I recall from previous reports, there were some clubs who wanted a change and some clubs who didn’t I wonder (not really) why this is the case. As such, it seems there is a deadlock situation unless there is interference from somewhere higher up. Didn’t someone point out at some stage that the only authority who can force changes is the Olympic Committee?

          I do not think that the Olympic Committee can do anything. The clubs effectively control CIFA and only they can bring about change. The Articles of Association albeit drafted for the benefit of certain members of the Executive Committee do allow for meetings to be called by the clubs to replace committee members. However apathy rules and nothing is getting done. CIFA in my opinion has been defrauded and those responsible need to be held accountable. Only with fresh blood in CIFA will the public and Government support football in Cayman.

          8:05 If you try to get the people running the CIFA clubs together on anything they act like big dumb kids fighting in the playground and that’s how it’s always been. This is what has stagnated Cayman soccer and allowed people like Webb to take over. It’s a dysfunctional organisation from the ground up and has been for years.

        Chris, I think you should give Bruce Blake a little time, or at least until after he gets back from his holiday in Switzerland.

        A lot of people don’t realize how stressful it can be to spend the night in a 3,000 euro per night Baur au Lac Hotel room and not be able to sleep comfortably because you are laying there thinking that any time now someone might kick the door down and take you away in your PJs. That’s why you have to go to a strip club or someplace where the police wouldn’t think of looking for you.

          Ask Premier Alden McLaughlin plus Ministers Moses Kirkonnell and Osbourne Bodden about their roles over the years with Mr. Jeffry Webb.

          CIFA/CONCACAF used the hotels and businesses of a particular minister making them very successful and provided a boost to the local economy. Ironic how the PPM were happy to accept the credit for it.

          All were greedy pigs eating the crumbs off Mr. Webb’s table with glee during the good times.

            Not Alden in particular, he hated his guts. two pig in a pen with one XXXXXXX don’t get along well. But all the others ,YES. They used him through his football connections to get favours for their families and not to mention their own free rides. Jeff is a very naïve and low self esteemed person. Not because he was in limelight made him a perfect person. He had his problems like any other, but no one recognized it. For someone to be making the kind of money he was making, the highest paid in Cayman, and still got mixed up in greed, absolutely he needs a brain check. , Check out all the private parties that were held at private residence for him. it was only to use him to get their children favours. I bet they are among those who is talking about him. Jeff Webb was under a lot of pressure to live up to the promises he made to the aristocrats through his low self esteem he suffers today. I’m just hoping that he will see himself as who he really are and get some help, he needs therapy. For someone to be making the kind of money he was making and still found himself in this situation. He is SICK. and we got a lot more like him, only thing the opportunity has not present it self. Lots of mortgages have been paid from his salary. He was under the same strain as politicians for their salaries.

              History teaches us otherwise look at Minister of Sport Alden McLaughlin’s performance from 2005/09 when he took instructions from his friend Jeff Webb and the monies spent on football and facilities. It was all good then I guess.

    Over the years a lot of Cayman politicians in UDP and PPM benefited from those free trips and largesse supplied by Jeff Webb.

    Webb still controls the CIFA membership and clubs. Every government over the last ten years hung onto his every instruction just look at the football facilities in Cayman Brac and how various Ministers of Sport were given the 5 star treatment and flown around the globe. Ironically they all loved Jeff Webb and ignored the accusations as long as they got theirs and experienced the high life just like the CIFA executive committee members.

    Maybe this sheds lights on the reason(s) why he was not replaced as CIFA president years ago. Too many expense paid trips with local friends. Too many people have too little ethics.
