(CNS): A 19-year-old local man from West Bay has been charged with causing the death of Jordan Ebanks in a North Side crash almost two years ago. The 23-year-old man was killed in a single vehicle collision when the Honda Accord he was a passenger in smashed into a wall on Old Robin Road in the early morning hours of Sunday, 17 November 2013. Antonio Elvis Kelly was arrested a few days after the major smash after allegedly leaving the scene. He is currently in police custody but was expected to appear in court at some point Friday.

Ebanks, from Northward, was the son of the former deputy commissioner of police, Rudolph Dixon, and was killed a matter of weeks after he had returned to Cayman from Canada, where he had been in college. The car reportedly belonged to Ebanks but his body was found by the emergency services on the passenger side, which had sustained massive damage in the crash that split the car in two.

The accused teenage driver, who has now been identified, faces one count of causing death by dangerous driving and an alternative of causing death by careless driving.

Why does this take two years to get to this point? What is wrong with the DPP?
