Where are all the police cars?

I regularly drive, sometimes at night, from one side of the Island to the other. Frequently I see drivers driving much too fast, and even visibly racing each other. Why do I hardly ever see a police car on the road? I am sure that patrolling police cars would act as a deterrent to such appalling, selfish and dangerous driving.
As I pass my local police station my question is answered! There are always several police cars on the parking lot!

The other morning I was
The other morning I was stopped at a red light. My light changed to green and I moved forward into the intersection, then had to brake sharply as a car speeded through the light that had just turned red. That was followed by another one, and then a truck that obviously thought they could "still make it" even though their light was red and mine was green. Waiting on the other side of the intersection was a police patrol car. The cop at the wheel did absolutely nothing and continued on his way.
Police Cars
I see lots of police cars on the road. The real question is, what are they doing? Patrolling or just going about their business? There are also lots of new police officers patrolling. But just driving around without turning over some of the very suspicious cars and individuals which are prevalent on the roads will not help.
